WHEREAS, the City Council of the City of West Memphis finds it appropriate to regulate

the time and location such servicing, repairing, assembling, wrecking, modifying, restoring or
otherwise working on vehicles, inoperable vehicles and equipment shall take place; and
WHEREAS, the City Council of the City of West Memphis finds it appropriate to limit the
work on any vehicle or equipment on any residential premises shall be subject to the following
terms:
A. Work on vehicles shall be limited to the minor repair and maintenance of vehicles,
equipment or other conveyance currently registered to the occupant or a member of
the occupant' s family. This limitation precludes auto repair on residential premises
by any person or commercial entity.

B. Work on inoperable vehicles shall be limited to one ( 1) vehicle at any one time.
C. Work on vehicles shall only take place within an enclosed structure or in an area
screened from public view, except that minor servicing, repairing or otherwise
working on a vehicle may be performed outside an enclosed structure or in an area
screened from public view so long as the vehicle is parked on a designated
driveway or improved parking surface and the service, repair or work is completed
within forty- eight( 4 8) hours from the time work begins.
D. Work on vehicles shall take place only after the hour seven( 7) a.m. and before the
hour ten( 10) p.m.
G. Upon completion of all work allowed by this section, the owner shall clean
property of all debris, oil, grease, gasoline, cloth, rags, equipment and material
used in the work and shall leave the property in such a condition that no hazard to
persons or property remain.

H. The owner shall dispose of all waste products in accordance with federal standards
requiring environmentally safe disposal.
SECTION 2: Violation-Penalty:
Any person violating any of the provisions of Section 1 of this ordinance is guilty of a
1. First offense, no less than$ 350. 00 and no more than $ 500. 00;

2. Second offense, no less than $ 500.00 and no more than $ 750. 00;
3. Third offense, no less than$ 750. 00 and no more than $ 1, 000. 00;
4. Fourth and subsequent offenses, no less than$ 1, 000. 00 and no more than$ 2, 500. 00.
