Transportation challenges in Latin America.
According to the Economy and Development Report (RED) 2017, one out of every five
people does not have formal public transport within 10 minutes of their home.In
addition, the average journey from home to work takes 40 minutes.
According to analysts, it is not a 'magic solution' to build a subway in Bogotá, a first line
of 24 kilometers, for example. Analysts say it would be interesting to build a subway
that covers a little more than this.

“A problem with a solution”
Traffic congestion is a
recurring phenomenon in
the largest cities in the
world. In Peru, Lima and
Arequipa are the most
affected, although it also
occurs elsewhere.
Traditionally, this problem
has been addressed in three
ways: by increasing road
infrastructure, expanding
public transport and improving transportation management. The latter includes traffic
lights and information systems, such as Google Maps and Waze. All these measures
are important, necessary and inescapable, but in no city in the world have they
managed to contain the vehicular chaos permanently.
The solution, therefore, is to bring individual costs closer to social costs and this is
achieved through a system of congestion charges, which consists of charging for the
use of transport networks, especially when congestion is greater. It is enough that the
tariff is small, but that it reduces the traffic to the level of the real capacity of the
network, so that the congestion disappears.
Therefore, they will only use cars to whom it is profitable. It would be considered not
only the individual costs, but also the costs that their contribution to traffic generate to
society. Thus, a socially optimal allocation of the use of the transport network would
be achieved.
Congestion charges appeared in the 1970s in Singapore. After four decades, they are
just gaining acceptance in the world. Their slow adoption is because they are politically
difficult to implement.
People think it's a new tax and they are opposed to paying for something that used to
be free. However, international experience shows that, being radically opposed to this
measure, the public becomes a fervent supporter after perceiving its benefits and
having tried without success everything else.

“Car chaos continues in Chiclayo due to rehabilitation works”

Transporters demand that the municipality disclose alternate routes before the
execution of works.
A great traffic congestion is generating the rehabilitation works that started the
Municipalidad Provincial de Chiclayo (MPCh), especially when they have not made
known the proper deviations plan.
Despite the presence of traffic police and the existence of traffic lights, the traffic in
different streets of the city, even cause some traffic accidents, such as occurred
between the avenues Quiñonez and Leoncio Prado.
It should be noted that the work carried out on the Saenz Peña Avenue, includes the
intervention of 17 blocks that runs from the Bolognesi Avenue to Augusto B. Leguía
Avenue and have been running for 15 days.
