In the short term there seems to be no solution to traffic in Lima. Not only more and
more people are looking to buy a car, but also does not seem to have a general plan
for the time being that proposes an efficient public transport service.
As it is impossible to extend the streets of the city indefinitely - at the expense of green
areas, often, the effective solution is one that discourages the purchase of cars and
that gets people who have a car prefer to leave it at home.
One could also adopt some policies that already exist in large European or South
American cities, to limit the number of cars. Like the famous "Pico y placa" of Bogotá
that exists since 1998 and that consists of a compulsory circulation restriction
depending on the license plate number; or the prohibitive fines that are imposed in
Paris in case of parking in restricted areas. The goal is to prefer public transport - more
efficiently - instead of the car.
Obviously this seems drastic for Lima. People in Lima accustomed to living in a city
where the car and combis are part of everyday life, but we must be aware that we all
benefit from transport policies of this type. With less pollution and noise, and without
having to deal with the quagmires that have become common at all times, the Lima
could return to recover the serenity that seems to have lost lately between horns and
car accidents.

only the individual costs, but also the costs that their contribution to traffic generate to
society. Thus, a socially optimal allocation of the use of the transport network would
be achieved.
Congestion charges appeared in the 1970s in Singapore. After four decades, they are
just gaining acceptance in the world. Their slow adoption is because they are politically
difficult to implement.
People think it's a new tax and they are opposed to paying for something that used to
be free. However, international experience shows that, being radically opposed to this
measure, the public becomes a fervent supporter after perceiving its benefits and
having tried without success everything else.
