Health, Safety and Environment Management Plan

Health, safety and the environment is a core part of the PowerGen’s business risk and the
strategies employed to address and mitigate the exposure of compliance, reputational, personal
injury, damage to property and litigation risks are embedded in the policies, procedures,
management and monitoring of this critical area.

The approach for managing HS&E issues for an outage will be based OHSAS 18001 for Health
and Safety, and ISO 14001 for Environmental Management. This document identifies key HS&E
issues to be addressed during an outage.

The Health, Safety and Environment Management Plan is to ensure that the major HS&E issues
likely to impact the outage are adequately addresses at the time of and during execution of the
outage.

This HSE plan would form part of the Outage final report and should include all Risk
Accessement that will be applicable to the particular Outage, copy of the execution engineer walk
down checklist, Incidents/accidents (if any) and near miss. It is expected that employees will
familiar themselves with the company’s HSE policies.

General

HSE Audits and Walk downs Identifies requirements in terms of team members, schedules and
frequencies for Audits and Walkdown.

Visits by Regulatory Agencies Identifies procedures to be followed in the event of a visit by a


member (s) of Regulatory Agencies, viz. The Occupational Safety
and Health Authority (OSHA), and/ or the Environmental
Management Authority (EMA).

Health and Safety


Housekeeping Identifies basic housekeeping requirements to avoid the
inadvertent creation of fire hazards, trip hazards etc.

Visitor and Contractor Orientation Identifies requirements for visitor and contractor orientation,
including PLEA passport requirements etc.

Emergency and Fire Protection Identifies requirements for fire extinguishers (use only those that
were inspected etc.) ensure access to extinguishers, eye washes,
drench showers and emergency exits are not blocked etc.

Ppe Identifies requirements for use of ppe on the project (including


special ppe which will be based on task and risk assessment)

Risk Assessments (Linked to tasks) Identifies requirements for risk assessments, ensuring that risk
assessments are linked to tasks.

Physical Hazards Identifies special conditions bases on the tasks where Heat,
Vibration, and Lighting may be an issue and identify the necessary
mitigation measures.)

Chemical Hazards Identifies requirements for the use of chemicals including


requirement for HazMat approvals, having MSD sheets etc.

Emergency Evacuation Plant specific emergency evacuation plans available for quick
reference.

Permit Requirements and Plan (JSB/ PTW/ CSWP/ Confined Space/ Hot Work)

Ladders and Scaffolding Identifies requirements for the use of ladders and scaffolding.
Incident Management Identifies procedures for managing health and safety incidents.
Special Jobs Identifies special jobs such as sand blasting, chemical cleans etc.,
potential health and safety impacts and mitigation measures.

Outage Health and Safety Statistics Identifies requirements for recording and reporting both PowerGen
and Contractor health and safety statistics such as Day Away
From Work Cases/ Recordable Incidents/ First Aid Cases/ Near
Misses – Events and Conditions/ Hours Worked.

Environmental
Spill Prevention Identifies the general requirements of PowerGen’s Spill Prevention
Programme, including:-
 Inspection of vehicles, cranes, pumps and other equipment
with the potential for spills;
 Transferring liquids as it relates to integrity of hoses and
connections etc.
 Location and contents of Spill Kits; and
 Storage of liquid (chemical and oil) filled equipment, drums etc.

Waste Management
(Hazardous and Non Hazardous) Identifies sources of waste by type (determined by jobs), and
requirements for storage (including protection from the elements,
location, spill prevention and segregation), special requirements
for handling and disposal (including retained contractor listing for
disposal by type of waste)

Material Storage Identifies list and quantities of materials required for the outage,
location (where it will be stored), method of storage e.g. covered
with tarpaulins, within spill containment etc, segregation issues
e.g. oxidizers away from oils and any special handling
requirements.

Incident Reporting Identifies reporting requirements for Environmental Incidents.

Additional Requirements e.g. CEC Identifies any special requirements from CECs etc. associated
with a particular project. E.g. reporting spills to the EMA, air
quality testing.

Special Jobs Identifies special jobs such as sand blasting, chemical cleans etc.,
potential environmental impacts and mitigation measures.

Outage Environmental Statistics Identifies requirements for recording and reporting both PowerGen
and Contractor environmental statistics such as Spills and Waste
generated according to type and quantity etc.
