dated 30.01.2008 wherein various issues raised by the field offices have been
clarified.

2. The AIEPFSF has been seeking clarification on the placement of the


identical grades equivalent to the grades, which were created equating those
posts with the grades in respect of which the pay was revised. The matter has
been examined and the following clarifications are issued:

i) The posts of Statistical Assistant and Legal Assistant were created as


equivalent posts to the grades of Section Supervisor. As such, the pay
scales of Statistical Assistant and Legal Assistant grades is upgraded to the
pay scale of RS.5500-9000 notionally w.e.f. 01.04.2004 with monitory effect
franl 01.09.2007.

ii) As regards to the issue of computing the four years of regular service of
SSA to become eligible to be fitted in the pay scale of Rs.4500-7500, it is
clarified that the date of vacancy in their own quota against which these
officers were appointed on regular basis shall be taken as the date of
commencement of service, subject to the condition that the official was
holding the post of SSA / UDC on adhoc basis on the said date. However,
if the officer was promoted with effect from a date later than the date of
occurrence of vacancy, the date on which he has assumed the charge shall
be the effective date for computing four years regular service.

iii) As regards to the grades of Library and Information Assistant it is clarified
that the post of Library and Information Assistant is not a sanctioned post
available in the field offices and as such this grade will not come under the
present scheme of upgradation.

iv) As re;gards to tfie other scales relating to the grades of Hindi Translator,
Junior Engineer, Electrici8n, Plumber, Gestetner Operator, Cook-cum­
Gilesl H()r~SG Attendant, tnese posts 8i'e !'1m pl8serli iy under' the scheme G~
upgradatilJn. Any change ir. the nomenclature arid pay scale of these posts
are required to be considered only after a study with reference to the
method of recruitment, educational qualifications and duties and
responsibilities of these posts with reference to the corresponding grades in
the Central Government under the provisions of Section 5 D (7) of the EPF
& M.P Act, 1952.

3. All the RPFCs are instructed to ensure that the upgraded scales are applied
to only the scales of SSAs, Section Supervisors, EOs/MOs, Statistical Assistant~
