AT TERMOGAS MACHALA POWER PLANT , THE REPUBLIC OF ECUADOR

1. GENERAL DATA

1.1. This Requirements Specification has been developed for selecting the Vendor of Air Cooled
Condenser designed to be a part of TERMOGAS MACHALA CCPP, the Republic of Ecuador,
based on three GE 6FA Gas Turbines of 77 MW, three HRSGs and one Steam Turbine.
1.2. Air Cooled Condenser (hereinafter referred to as Condenser) is designed for condensing
the Steam Turbine outlet steam with provision for the required cooling depth in all modes
of the CCPP and shall be rated for the following temperature conditions: +15°C (ISO Specifi-
cations), +26.8°C and +33.2°C.
1.3. The Design provides for the Condenser outdoor installation.
The CCPP is located 15 km away from Machala, the Republic of Ecuador, at the site of
TERMOGAS MACHALA TPP . The site is located in the hot climate. There is no change of
seasons. The humidity is high. There are data on seismicity: Structures shall withstand the
following earthquake shocks without significant damages:
horizontal and vertical acceleration (magnitude): 0.33x9.8 m/s²
seismic frequency: 1 – 10 Hz
max earthquake intensity period: 30 s
max. time of earthquake shock: 2 min
1.4. Typical weather conditions for 2011 year in the city of Machala

- Average air temperature in January – plus 27°C


- Average air temperature in July – plus 24.9°C
- average annual temperature – plus 26.8°C
- maximum temperature – plus 33.2°C
- average annual relative humidity – 77.9%
- altitude above the sea level –4m
- distance from the coast line - 10 km

2. GENERAL AND SPECIAL TECHNICAL REQUIREMENTS


2.1. Condenser shall be manufactured and tested in compliance with the Manufacturer’s
Standard.
2.2. Design, construction, materials, manufacturing, mounting, adjustment, repair and opera-
tion of Condenser shall meet the current Requirements Specification and relevant Ecuador
Regulations (Standards) (see Appendix No.1).
2.3. The Vendor shall have all the required certificates and permits for the design and manufac-
turing of Air Cooled Condenser by the ASME Standards and Code.
2.4. Condenser and its components as well as its auxiliaries shall be non-infringing articles in
the Vendor’s countries and Ecuador, and have the international certificates of compliance.
2.5. Factory (if any) and site acceptance tests are mandatory. Both test types shall be witnessed
by the General Client's representative.

2.6. Requirements to Condenser Design


2.6.1. Condensing Plant design shall provide for the following:
 optimum configuration of the Condenser cooling surfaces at the average annual air
ambient temperature of +26.8°C;

 condensation of the exhaust steam flow from the Steam Turbine at maximum cooling
air temperature (+33.2ºC);
 receiving drain from the steam system of HRSG and Steam Turbine;
 condensation of steam flow from the Turbine bypass system during its starting and
shutdown;
 condensation of steam flows from the HRSG through Turbine bypass system
 steam receiving during blowdown of the main steam pipeline from the HRSGs up to the
Steam Turbine stop valve;
 condensate water discharge and return to the HRSGs.
2.6.2. Condenser equipment Control and Monitoring System shall provide for the following:
 the Condenser overpressure protection;
 control of the condensate level and operation of the devices used for automatic
monitoring of the condensate level and drain;
 residual gas removal from the Condenser steam chamber (by the water-packed ring
pumps or steam-jet ejectors0;
 capability for shutdown of some Condenser modules with maintaining 60% -load of
the rated one for troubleshooting;
 automatic Condenser cleaning (if needed).
2.6.3. The Condenser shell and water boxes shall be made of steel according to internationally
recognized Standard. The water box inner shall be of stainless steel or faced with anticor-
rosive materials. Water boxes (headers) shall be provided with easy--opening access man-
holes for maintenance and repair.
2.6.4. Condenser shall be provided with a dump tube, have a leak-proof construction excluding
any air inleakage into the steam space.
2.6.5. The Condenser tubes shall be made of material compatible with the working medium and
be able to work throughout all service life of the CCPP (30 years minimum).
2.6.6. Condensate volume in the hotwell shall be ample to control it and protect the condensate
pumps against cavitation under all operating conditions of the CCPP. The hotwell shall be
equipped with a device for dearating the make-up water supplied to the CCPP condensate-
feeding circuit.
2.6.7. Vacuum system;
 As Variant 1 of the Condenser vacuum system, provide the vacuum pump-based system
(2x100%).
 As Variant 2 of the Condenser vacuum system, provide the main two-step steam
ejection plant and a quick-starting exhauster along with a silencer. Considering great
influence of the Condenser vacuum value on the Steam Turbine effectiveness, the main
ejectors shall be provided with a reserve. The starting ejector does not need any
reserve.
2.6.8. The Condenser structure shall be provided with the warning lights, grounding system and
lightning protection, stationary lighting system for operating floors.
2.6.9. Size of the site for accommodation of the whole Condensing Plant complex and Condenser
modules' configuration shall be coordinated with the General Designer.
2.6.10. Condenser shall be of modular design to allow the package unit mounting without preas-
sembly of members into major units at the construction site.
2.6.11. Considering local fresh water deficiency, provision shall be made for minimization of con-
densate losses.

2.6.12. The Condensing Plant configuration shall provide for cable and pulse tube routing as well
as access to the valves, sensors, instrumentation, etc. for maintenance from ladders and
platforms as part of the Condenser scope of supply.
2.6.13. The condensate pumps shall be equipped with variable frequency drives (VFD) ensuring the
condensate supply to HRSGs in all operating modes of the CCPP.
2.6.14. The Condenser and its auxiliaries design and manufacturing quality shall ensure the Unit
safe operation and efficient performance taking into account time period for the total
overhaul cycle.
2.6.15. The Condenser design and manufacturing shall meet the ISO requirements to sound pres-
sure level at the distance of 1 m from the Condenser or equipment casing (not more than
85 dBA).
2.6.16. Thermal insulation shall be designed considering that temperature of the outer casing
(shell) and outer thermal insulation surface of the pipes and auxiliaries included into the
scope of supply shall not exceed +45°C.
2.6.17. For maintaining the Condenser equipment and valves provision shall be made for ladders
and platforms with galvanized gridiron floor. The Vendor shall provide for designing and
supplying all the scope of ladders and platforms for access to the equipment to be main-
tained while in service. Within the Condenser, each and every assembly (sensors, primary
valves, electric equipment, pipe valves, etc.), needed periodic maintenance or use, shall be
provided with the operating floor.
2.6.18. Equipment, structures and pipelines' protection paint shall meet the ASTM and ISO re-
quirements and be in compliance with the Manufacturer's Standards if they are in agree-
ment with the International Standard requirements. The uninsulated surfaces shall be de-
livered for mounting as primed with two prime coats over the prepared surface (sand blast-
ing to degree 3). The prime shall be permanent (it should not be removed at the site). Be-
sides, the shop primer shall be compatible with the finish anticorrosion protection paint to
be applied at the site.
2.6.19. All the process pipelines, their components and equipment shall be marked in compliance
with the Detailed and Assembly Documents.
2.6.20. Shut-off-and-control valves to be supplied along with Condenser shall be as necessary and
complete with counter flanges, fasteners and gaskets and accompanied by the Manufac-
turer's test report
2.6.21. All control valves shall be equipped with pneumatic actuators.

2.7. Requirements to Electric Equipment


2.7.1. Electric motors, valve actuators , sensors and primary transducers shall be selected consid-
ering the Power Plant auxiliaries' voltage (specified after coordination with the Client):
 4.16 kV A.C. 60 Hz for the electric motors of more than 375 kW;
 480 V or 277 V A.C. 60 Hz for the motors of less than 375 kW and the valves' actuators;
 24 V D.C. for sensors and primary transducers.
2.7.2. A.C. motors shall be of induction type, totally enclosed, self-ventilated, with surface venti-
lation cooling and with air coolers or air to water coolers.
2.7.3. All electrical motors shall be of IP 55 protection degree as minimum.
2.7.4. The fan motors shall be provided with the optimal soft start-up system. LV motor start-up
is permitted under direct starting conditions.
2.7.5. MV motors shall be equipped with on-line monitoring system for stator winding tempera-
ture, bearing temperature and primary refrigerant temperature upstream and downstream

of the heat exchanger, if the last is available. All the values to be measured shall be acces-
sible for monitoring in the Control Room.
2.7.6. For the outdoor MV and LV motors provision shall be made for mounting the equipment
preventing formation of condensate (heating elements, blowing with compressed air, etc.)
2.7.7. For the motors with the bearing forced lubrication provision shall be made for protection
operating to activate alarm and to trip the motor with rising temperature of grease, bear-
ing inserts or pressure decrease and stopping the grease flow.

2.8. Requirements to Control and Monitoring System


2.8.1. Analog output of the primary transducers shall be 4 - 20mA.
2.8.2. Temperature sensors shall have unique sensor curve by type PT100.
2.8.3. Temperature sensors shall be supplied complete with thermowells
2.8.4. Measurement error for pressure gages, level transmitters, pressure differential transmit-
ters shall be 0.2% at least.
2.8.5. Air Cooled Condenser Automatic Control System shall exercise the following functions:
 automatic keeping of the set mode and mode switching;
 automatic control of process variables;
 providing the operating personnel with information about process variables and process
flow status, shut-off-and-control valves positions, on/off auxiliaries, automatic
equipment conditions and other data required for operation monitoring.
 equipment protection in emergency;
 remote actuator control;
 warning about deviation from control parameters;
 Condenser equipment and ACS hardware condition monitoring and diagnosis.

2.9. Reliability Requirements


2.9.1. The Condenser equipment shall be rated for seismic loads and meets the Site climatic con-
ditions.
2.9.2. The Condensing Plant service life shall be 30 years at least. Nevertheless, it is possible to
replace the Condensing Plant high-temperature and wear parts if their service life is ex-
pired before the stated period. The Vendor shall submit List of the above parts including
their service life.
2.9.3. Overhaul life shall be 5 years at least.
2.9.4. Mean-time-between Condenser failures shall be 8000 hours at least.
2.9.5. The Condensing Plant equipment shall be designed for 10000 startups and shutdowns
within whole service life.

2.10. Requirements to Cyclic Load Capability


2.10.1. The Condenser working control range shall correspond to the Steam Turbine load range -25
-100%.
2.10.2. The Steam Turbine Condenser shall provide for receiving steam and water during the Plant
startups, shutdowns and load shedding in compliance with the steam bypass capacity. Pro-
vision shall be made for receiving all drains from the boiler superheaters, main steam pipe-
lines to be used during the Plant startups.
2.10.3. The thermal insulation design and materials shall provide for repeatable accuracy of the
equipment and steam lines' high-temperature components cooling between overhauls.

3. CONDENSER BASIC TECHNICAL SPECIFICATIONS

3.1. Initial Data

3.1.1. The following CCPP operating modes (Table A) shall be taken as initial data for designing
the Condenser:
- mode of maximum steam flow through the Turbine stop-cum-control valve under
design conditions (t=26.8°C and 77.9% of relative humidity) - in compliance with the
preliminary Thermal Balance of the STPl;
- mode of emergency steam dumping through HP/LP turbine bypass (100% live
steam is dumping through HP turbine bypass) under design conditions (t=26.8°C
and 77.9% of relative humidity).

The Condenser stable operation shall be ensured for all CCPP operating modes, (for modes
of maximum and partial power and emergency HP/LP steam dump) temperature range from
+15°C to +33.2°C.
For data on Steam Turbine refer to Appendix 2 and Appendix 3.
4. SCOPE OF DELIVERY

4.1. The complete scope of supply shall include equipment according table № 2.
4.2. Depending on the Schematic Diagrams, materials to be used, design features and configu-
ration of the Condenser, the Vendor can change the Scope of delivery with obligatory ref-
erence to the causes of changes in the Technical and Commercial Offer.

The Plant Electrical System (mechanism power supply, stationary lighting system for the operating
floors, grounding and lightning protection, electric equipment arrangement, cable layout to the
mechanisms and supply of electric equipment and materials) shall be made on a turnkey basis.
5. AIR COOLED CONDENSER DESIGN AND SUPPLY TERMINAL POINTS

5.1. Water Steam Circuit:


 Steam Turbine exhaust hood;
 The valves outlet edges (flanges) for the condensate pump delivery pipes;
 Inlet edge on the steam dump line to the Condenser dump tube downstream of steam
bypass (1 m from the Condenser structures);

 Inlet edge on the Steam Turbine drain collecting line (1 m from the Condenser
structures).
5.2. Auxiliary Steam:
 Inlet edges (flanges) on auxiliary steam supply line to steam ejection plant (for Variant 2)
5.3. Compressed Air :
 Compressed air connection to the valves pneumatic actuator control cabinets.
5.4. Condenser and Auxiliary Equipment Framework:
 lower part of the base plates supporting on the Condenser foundations;
 lower part of the surfaces of ejectors, pump equipment and others supporting on the
Client's foundations.
5.5. Electric Equipment and I&C:
 Inlet terminals of MCC power supply and valves electric actuator control cabinets;
 Inlet terminals of ACS cabinet power supply;
 The ACS cabinet terminals for connection of interface cable for transmission signals to
DCS.
 Inlet terminals of Power Transformer.
 The Plant grounding terminals for connection to the CCPP grounding system.

6. SCOPE OF WORK

6.1. Scope of Work shall include according table №3.

7. GUARANTEES

7.1. The Condenser Vendor shall guaranty the following performance characteristics:
 Condenser pressure and steam condensation according to the Thermal Balances'
requirements (Appendix 2).
 Condenser, steam line and auxiliary equipment equivalent sound pressure level at the
distance of 1 m from the shell (casing).
7.2. Guarantee tests are carried out by the specialized organization and witnessed by the Ven-
dor (Manufacturer) representative along with the CCPP acceptance testing.
7.3. The Condenser real performance reduction to guarantee fulfilment conditions (ISO re-
quirements) during the Site testing are carried out by the Vendor procedure based on the
ASME requirements and coordinated with the Client.
7.4. The Condenser warranty period shall be 24 months but no less than 16,000 working hours
from the date of signing of the equipment acceptance certificate after acceptance testing.
During this period the Vendor shall guaranty stability of the reliability, capacity, efficient
performance values in compliance with the given guarantees.
8. SPARE PARTS, TOOLS, CONSUMABLES

8.1. Spare Parts and Accessories shall be supplied in the separate cargo packages at the same
time with the main equipment.
8.2. List of Spares, Tools and Consumables shall be submitted to the Client before delivery of
the Condenser.

9. REQUIREMENTS TO TECHNICAL DOCUMENTS

9.1. Technical Documents shall meet International Code requirements and ASTM and ISO rec-
ommendations.
9.2. Technical Documents (RS for foundations, the Condenser general view, thermal and aero-
dynamic designs, P&I Diagrams etc.) for developing the Detailed Design by General Design-
er shall be presented in two languages: Russian and English.
9.3. Technical Documents for the Condenser mounting, commissioning and operation (mount-
ing drawings, mounting, adjustment and operation instructions, and certificates) shall be
presented in three languages: Russian, English and Spanish
9.4. The Condenser mounting, commissioning and operation Documents in hard copy shall be
handed over along with the Condenser as a separate cargo package.
Number of copies in paper format - 4 copies
The Condenser mounting, commissioning and operation Documents, Detailed Design Doc-
uments shall be submitted to the Client as it develops in stages in the following electronic
formats:
Drawings - DWG;
Text files - DOC/PDF;
Tables - XLS;
Databases - MDF;
Presentation -PPT;
Charts - MPP.
9.5. PDMS or other 3D simulation system convertible to PDMS shall be used for Condenser sim-
ulation. The Condenser 3D-model shall be submitted to the Client for onward submission
to the General Designer.
10. GENERAL REQUIREMENTS TO SUPPLY OF EQUIPMENT

10.1. Equipment shall have the nameplates showing equipment Manufacturer's name, model
and working characteristics. The nameplate shall contain the following information at least:
 Manufacturer;
 Release date;
 Serial #;
 Type, model of equipment;
 Rated parameters;
 Mass of equipment;
 Standard or Manufacturing Specifications
 Operating limits.
The nameplates shall be made of anticorrosive material and effectively fixed in accessible
and safe places (without removing from operation, bus isolation, etc.). Do not use any self-
adhesive plates or magnetic plates, etc. The nameplate information shall be in English and
Spanish and SI System shall be used.

10.2. Transportation
10.2.1. Equipment shall be provided pre-assembled according to the Detail Drawings and Specifi-
cations. The components shall be packed separately in the cases.

10.2.2. Provision shall be made for the corresponding equipment conservation for damage and
rust protection both inside and outside during shipment by sea and storage for a period of
12 months.
10.2.3. The package shall provide for full protection against damage in transit considering trans-
shipment and transport by sea as well as the safety of equipment and documents during
storage within 12 months after shipment considering exposure to tropical conditions.
10.2.4. The equipment package, containers and preservation shall provide for full protection
against damage in transit considering transshipment and transport by sea as well as the
safety of equipment and documents during storage within 24 months after shipment con-
sidering exposure to tropical conditions. The packed equipment shall not shifted inside the
case or container if that changes its position. The equipment package shall meet the re-
quirements of ISPM #15 (Guidelines for regulating for wood packaging material for world
trade).
10.2.5. Shipping documents and operating instructions shall be packed in a separate box or pack-
age #1.
10.2.6. All exposed cavities shall be covered firmly and the covers (plugs) shall be sealed. All re-
quired plugs shall be installed. Metal tags shall be covered with plastic caps.
10.2.7. Two adjacent sides of the cases shall be marked. Indelible marking shall be in English (min-
imum requirements):

10.2.8. Each cargo package shall be accompanied by a detailed Packing List in Russian, English and
Spanish:
 One (1) copy of the Packing List in the waterproof envelope in the case along with the
equipment;
 One (1) copy, protected against mechanical damages, is fixed to the case outer wall.
Collective Picking List shall be along with all Documents.

11. LIST OF TECHNICAL DOCUMENTS TO BE SUBMITTED BY THE VENDOR FOR DESIGNING

12. GENERAL REQUIREMENTS TO THE TECHNICAL OFFER

The technical offer has to consist of the Technical and Commercial parts and is issued ac-
cording to the following conditions:

 Technical description of equipment
 Complete scope of supply filled in a form according to Tables № 2;
 Scope of works filled in a form according to Tables № 3;
 List of technical documentation filled in a form according to Tables № 4;
 Performance warranty;
 Service life of equipment;
 Layout drawings (plan, section);
 P&I diagrams;
 List of power consumers;
 Process flow diagram for power supply;
 Electrical equipment layout;
 List of substances required for normal equipment operation, with their flowrates and
parameters specified;
 List of special assembly and repair tools to be supplied complete;
 The proposal shall also contain corrosion prevention measures for
unexpected/scheduled shutdown.

Commercial Part:
 Total equipment cost and with breakdown of cost and in a form according to the
Table № 1;
 Equipment cost without the VAT on the terms of Custom own collection from
manufacturing plant. Equipment cost should include equipment loading on transport
of the Customer;
 Terms of payment. For the purpose to minimize the expenses it is necessary to provide
the schedule of payments including the minimum advance payment and payment of
part sum after input of the equipment in operation;
 Time of manufacture and delivery;
 Contact person (phone., e-mail, position).
