Dear Pat McGuire:

Enclosed please find a copy of the COUNTY OF WILL 2009 LEVY PROPERTY TAX BILL that you sent to
XXXXX THOMAS ROBERT JODI L, ens legis entities, that you appear to be demanding the flesh and blood man
and woman Thomas Robert and Jodi Lyons to “pay.” With what do you expect them to “pay”?

“Checks, drafts, money orders, and bank notes are not lawful money of the U.S.” See, State v. Nealan, 43
Ore. 158.

United States, Inc. has stolen and debauched the money system of the People of these united States of America
generally, and the People of the state of Illinois specifically.

“The issuance of Federal Reserve notes is not an attempt by the government to coin money, it is a pledge of
the government to pay dollars.” See, U.S. v. Ballard, 14 Wall 457. [Emphasis added.]

“When a decree [your “tax bill”] provides for the payment of money, that term imports constitutional
currency.” See, Shackleford v. Cunningham, 41 Ala 203; West Oliver Co. v. Bail & Crommelin, 12 Ala 340.

Constitutional money is NOT notes or checks; and, the states were NEVER granted authority to tax the People
of the state, because it is a well known maxim of law that the authority of the state extends only to that which
exists by its permission. Thomas Robert and Jodi do NOT exist at the permission of STATE OF ILLINOIS.
Your demand that Thomas Robert and Jodi take up the liability for the ens legis entities named on your
document is to subject them to a condition of involuntary servitude and slavery to United States, Inc., in
abject violation of the Thirteenth Amendment to the Constitution. United States, Inc. holds the liability for the
amount(s) that you are demanding Thomas Robert and Jodi “pay.”

“The government assumes all responsibilities of private persons when it issues commercial paper.” See,
U.S. v. First National Bank, 138 F.2d 681. [Emphasis added.]

By a copy of this letter, I am therefore remitting your TAX BILL to the Secretary of the Treasury of Puerto Rico,
Juan Flores, and hereby command that he submit payment to you in the total amount of 6,725.68. Since you don’t
put a dollar sign anywhere on your document, I’m wondering if you are expecting Thomas Robert and Jodi to pay
you in peanuts. In any event, we will leave that up to the Secretary of the Treasury as to what he wishes to remit,
peanuts or more worthless Federal Reserve Notes. My signature has created the “money” needed to draft on your
behalf, so I fully expect that you will mark this account PAID IN FULL!
