RFP for Four laning of Villupuram (km 0.000) to Puducherry (km 29.000) Section of NH – 45A
(New NH-332) in the state of Tamil Nadu under NHDP Phase-IV on Hybrid Annuity Mode.

The Government of India had entrusted to the Authority the development, maintenance and
management of National Highway No. 45A (New NH-332) including the section from km 0.000
to km 29.000 (approx. 29.000 km). The authority had resolved to augment the existing road
from km 0.000 to km 25.624 (approximately 25.624 km) on the Villupuram - Puducherry section
of National Highway No. 45A (New NH-332) (hereinafter called the “NH 45A (New NH-332)”)
in the State of Tamil Nadu by Four-Laning thereof (the “Project”) on design, build, operate and
transfer (the “DBOT Annuity” or “Hybrid Annuity”) basis, and has decided to carry out the
bidding process for selection of a private entity as the Bidder to whom the Project may be
awarded. Brief particulars of the Project are as follows:

The complete BID document can be viewed / downloaded from e-procurement portal of NHAI
http:// etenders.gov.in from 21.12.2017 to 12.02.2018 (up to 1100 Hrs. IST).Bid must be
submitted online only at https:// etenders.gov.in during the validity of registration with the NHAI
e-Tendering Portal being managed by National Informatics Centre (NIC), i.e. https://
etenders.gov.in on or before 12.02.2018 (upto 1100 hours IST). Technical submissions of the
Bids received online shall be opened on 13.02.2018 (at 1130 hours IST).
Bid submitted through any other mode shall not be entertained. However, Bid Security, Demand
Draft towards payment of cost of bid document, Power of Attorney and joint bidding agreement
etc. as specified in Clause 2.11.2 of the RFP shall be submitted physically by the Bidder on or
before 13.02.2018 (at 1100 hours IST). Please note that the Authority reserves the right to accept
or reject all or any of the BIDs without assigning any reason whatsoever.
