DEPED, CHED AND TESDA: A SUMMARY

The creation of CHED was part of a broad agenda for reforms in the country's education system, outlined by the Congressional Commission on
Education (EDCOM) in 1992. Part of the reforms is the trifocalization of the education sector. The three governing bodies in the education sector are
the Commission on Higher Education (CHED) for tertiary and graduate education, the Department of Education (DepEd) for basic education, and the
Technical Education and Skills Development Authority (TESDA) for technical-vocational and middle level education.

A. ORGANIZATIONAL STRUCTURE OF DEPED

Based from the organizational structure of the Department of Education, the highest office of the organization is the Office of the Secretary which is
headed by Secretary of Education, now Bro. Armin Luistro. He was nominated by the President of the Philippines and confirmed by the Commission
on Appointments. The main divisions of the DepEd Office are:

 Planning Service
 Technical Service
 Educational Development Project Implementing Task Force
 National Education and Research Center
 School Health and Education Center
 National Educators Academy of the Philippines
 National Science Teaching Instrumentation Center

At present, the Department is headed by the Secretary of Education, with the following undersecretaries and assistant secretaries:

Under the Office of the Secretary are the following offices and services:

A regional director is assigned to each of the 17 regions of the Philippines. A division superintendent is assigned to each of the school divisions
defined by the Department.

 Bureau of Elementary Education (BEE)
 Bureau of Secondary Education (BSE)

 Health and Nutrition Center (HNC)

 National Educators Academy of the Philippines (NEAP)
 Technical-Vocational Education Task Force (TVTF)

DEPED, CHED AND TESDA: A SUMMARYThe CHED was established on May 18, 1994 through Republic Act No. 7722 or the Higher Education Act of 1994
which was authored by Senator Francisco Tatad.

The Chairman of CHED is also the Chairperson of the Board of Regents of the University of the Philippines and she is now Patricia
B. Licuanan. She holds the office of the chairperson and leads the 3 Major Department of CHED: Higher Education Development
Fund Staff , International Affairs Staff and the Office of the Executive Director in charge 6 services including the Administrative-
Financial Management Service, Legal and Legislative, Office of the Planning, Office of the Programs and Standard Development,
Office of the Institutional Quality Assurance and Government, Office of the Student Development and the 17 Regional Services.

All vision and mission statements of the three agencies are conceptualized and framed in response to and in adherence to Governance of Basic Education Act of
2001 (RA 9155) which affirms that:

 all citizens have the right to access quality basic education

All three agencies shall have authority, accountability and responsibility for the following:
 Setting the mission, vision, goals and objectives of the school;
 Creating an environment within the school that is conducive to teaching and learning;
 Implementing the school curriculum and being accountable for higher learning outcomes;
 Developing the school education program and school improvement plan;
 Offering educational programs, projects and services which provide equitable opportunities for all learners in the community;
 Train the learners to the best that they can be.
