The majority of students from K-12 that live in the town of Clayton go to
school in the Thousand Islands Central School District. There is one high
school, one middle school and two elementary schools.
The mission of the Thousand Islands Central School District is to assure that
all students acquire knowledge and develop skills and work habits which will
enable them to become productive members of society. This mission is best
accomplished when school personnel maintain high expectations for all
students, create a positive school climate with an equal opportunity to learn,
ensure a safe and orderly school environment, monitor student progress on
a frequent basis, and promote effective home-school communication.

Comparing the Last Two Years
In the last 12 months, average prices for homes in the Clayton area are lower they were the year before.
These houses sold quicker, were easier to finance, and spent less time on the market than the houses
with the higher median prices.
1. From 4/1/2017-3/31/2018 — There were a total of 67 sales
in the town and village of Clayton (all property types) record-
ed in the JLBOR MLS with a selling price ranging from $7,000
- $760,000. The median price was $135,000 and the properties
spent an average of 159 days on the market (DOM).
a. Of those 67, 52 were RESIDENTIAL sales in the town and the
village with a selling price ranging from $13,900 - $700,000. The
median price was $139,500 and the properties spent an average
of 121 days on the market (DOM).
b. 20 of the 67 sales (all property types) that were in village
ranging from $42,800-$495,000. The median price was $103,875
and they had 107 DOM. Most of these (18) were RESIDENTIAL
and ranged from $42,800 to $495,000 and a median price of
$87,625 and 106 DOM. The other 2 were commercial.
2. From 4/1/2016-3/31/2017 — There were a total of 77 sales
in the town and village of Clayton (all property types) record-
ed in the JLBOR MLS with a selling price ranging from $15,000
- $635,000. The median price was $158,000 and the properties
spent an average of 235 days on the market (DOM).
a. Of those 77, 66 were RESIDENTIAL sales in the town and the
village with a selling price ranging from $10,500 - $635,000. The
median price was $163,750 and the properties spent an average
of 227 days on the market (DOM).
b. There were 23 sales (all RESIDENTIAL) in the village rang-
ing from $48,000-$249,000. The median price was $138,000 and
they had 238 DOM.

ZONING LAWS
The Town regulates all uses of land, heights of buildings, building locations and the den-
sity or bulk of buildings through its Zoning Law.
The Town of Clayton’s Zoning Board of Appeals hears requests for area variances, use vari-
ances, temporary permits, special use permits and interpretations of the Zoning Law. The
Zoning Board is comprised of 7 appointed residents of the Town which have the authority
to vary the strict application of the Zoning Law, consistent with the requirements of the
New York State Town Law.
The Zoning Board of Appeals meets at the Town Board Room, in the basement of the Clay-
ton Opera House, 405 Riverside Drive, on the third Monday of every month at 7pm.
ZONING DISTRICTS
For the purpose of promot-
ing the health, safety, mor-
als and the general welfare of
the community, the Village of
Clayton is hereby zoned into
the following zoning districts:
A. SINGLE-FAMILY
RESIDENTIAL (SFR).
Purpose: to provide for the
development of residential
neighborhoods occupied pri-
marily by year-round single
families.
B. NEIGHBORHOOD
RESIDENTIAL (NR)
Purpose: to provide for the
development of residential
neighborhoods occupied by
differing types of residential
structures, together with cer-
tain additional uses which are
supporting to and compat-
ible with residential neighbor-
hoods. It is contemplated that
all residences in these districts
shall be served by public water
supply and public sewage dis-
posal facilities.
C. NEIGHBORHOOD
RESIDENTIAL -
SPECIAL USE (NR-SU)
Purpose: to provide for the
development of residential
neighborhoods south of State
Street occupied by differing
types of residential structures,
together with certain addi-
tional special uses which are
supporting to and compat-
ible with residential neighbor-
hoods.
D. GENERAL
RESIDENTIAL (GR).
Purpose: to provide for a
variety of residential develop-
ment options A and for appro-
priate commercial develop-
ment.
E. MARINE
DEVELOPMENT (MD).
Purpose: to provide areas
for water-related resort activ-
ity along with specified com-
mercial recreation activities
normally associated with such
areas and residential develop-
ment in compliance with the
LWRP.
F. BUSINESS (B)\
Purpose: to provide dis-
tricts to accommodate general
retail, service, finance and real
estate and related structures
and uses. It is contemplated
that these districts will be es-
tablished only in areas served
by public water supply and
public sewage disposal facili-
ties.
G. RIVERWALK
DISTRICT - A (RW-A).
Purpose: It is the purpose
of this district to allow for the
protection of existing single-
family residences while al-
lowing for development and
redevelopment of water-de-
pendent and water-enhanced
commercial projects by evalu-
ating each project following
the Village Comprehensive
Plan, Village Zoning Law, and
the policies and provisions
of the Village’s Local Water-
front Revitalization Program
(LWRP).
H. RIVERWALK
DISTRICT - B (RW-B).
Purpose: to encourage
