District Information
Another year has come and
gone and now it is time to
reflect on the accomplish-
ments and areas for growth
in the district. The 2017-
2018 school year presented
many unique experiences.
Whether it was leadership
in the classroom, cleaning
up from a fire and relocating
half of the district, to starting
construction on our new and
remodeled facilities the district
took steps forward. At Long-
fellow our youngest leaders
were able to reach Lighthouse
status in their journey with the
Leader in Me. They are now
one of eight schools in the
state to have obtained this.
To think that they did this in
three years when it normally
takes five to six years to ac-
complish shows that there is
great potential in our schools.
This carries over to Riley as
they showed an increase in
goal and performance focus
with students demonstrating
ownership over their learn-
ing. At the Intermediate they
earned the Momentum Award
Permanent Improvement Funds
Past articles on the financial
state of our schools have pri-
marily focused on our general
fund and the five year fore-
cast. This article takes a look
at funds reserved for perma-
nent improvement. Fostoria
City Schools have two funds
reserved for this purpose,
the Permanent Improvement
(P.I.) Fund and the Classroom
Facilities Assistance Program
(CFAP) Maintenance Fund.
Not all districts have these
types of funds as they must
be approved by district voters.
The district P.I. fund was
approved as a continuing
levy in November 1993. The
levy is currently authorized to
collect at a rate of 1.73 mills

partnerships formed along the
way as well for example our
partnership with the Chamber
of Commerce and Campfire to
establish a mentoring pro-
gram and careers focus with
our 8th grade students at the
Junior Senior High School.
There were so many other
opportunities for our students
as well that we could go on
for a long time. So often it
is easy to overlook these
accomplishments as we get
caught up in the challenges of
the day such as the weather,
which gave us another rough
start to the second semester,
and then the fire, which dis-
placed us for several weeks.
However, when you look at
those events it was amazing
to see all of the support that
came to help with providing
our students the best opportu-
nity in a bad situation. That is
what makes Fostoria a great
place. When times get tough

Striving Readers Grant
Awarded
Fostoria City Schools is proud
to announce that the District
has been selected by the Ohio
Department of Education as a
recipient of a $457,726 Striving
Readers Comprehensive Literacy
subgrant focused on raising liter-
acy achievement. Fostoria City
Schools’ grant proposal is focused
on building teacher knowledge
and capacity within the FCS dis-
trict in the area of language and
literacy. These efforts are aimed
at creating a comprehensive
literacy instruction program PK-
12 centered on evidence-based
practices and interventions.
These comprehensive language
and literacy skills are essential to
improving academic achievement
in all content areas. District data
illustrates a large number of stu-
dents struggle with developing the
necessary pre-literacy and literacy
skills needed to use and under-
stand language effectively, read,

student needs. Beginning with
our youngest learners, FCS will
focus on developing early literacy
skills, making it easier for chil-
dren to learn to read. Reading is
an essential skill for success in
school and later in life. Fostoria
City Schools is excited about the
opportunities presented by this
award, which will allow us to equip
FCS staff with the tools, knowl-
edge, and capacity to competently
and confidently ensure all learners
experience success in the class-
room and beyond.

As we complete the 2017-18 school year
and look forward to the 2018-19 school
year, the Student Services Department is
filled with excitement for what the future
will bring. Some exciting initiatives will be
taking place to begin the school year:
District-wide: Providing additional
support personnel across the district to
help provide strategies for regulating
behavior, developing language and
literacy, and increasing sensory-motor
strategies related to learning and behavior
Longfellow: A) Implementing a
Preschool Motor Lab focused on a
curriculum titled Ready Bodies, Learning
Minds where students will have focused
physical activities designed to build
awareness of their own bodies and
provide movements that directly relate
to brain functioning and academic and
behavioral achievement!
B) Increasing support from the Family
Resource Center, specifically related to
Early Childhood Mental Health (ECMH)
to obtain early identification of students
who are experiencing social-emotional
concerns to then provide the necessary
support for students and families.
Riley: By adding another full-time
Speech/Language Pathologist for the
district, students at these younger grades
will receive more language and speech
intervention and staff may receive more
strategies for working with students with
speech and language concerns
FIES: A) Implementing a self-contained
behavioral unit for students grades 2-6
with significant social and emotional
needs related to an identified disability
in this area. This will increase positive
support for those students by providing
an environment with less sensory
distractions, more adult interaction,
structured routines and expectations,
practice of appropriate behaviors
and social interactions, constant and
consistent progress monitoring, and
frequent and immediate corrective
feedback for improvement.
B) Hiring another full-time intervention
specialist to aide in providing multiple
educational environments for all special
education students grades 3-6. This
includes those students needing support
in both the general education classroom
through inclusionary practices as well as
those needing the smaller group setting
for reinforcing grade-level skills and
remediating those areas where students
are not achievement at expectation.
FJSHS: Providing continued social-
emotional and behavioral support to
help implement necessary Behavior
Intervention Plans for students requiring
more specialized intervention in this
area as well as through more hours
being provided by the Family Resource
Center’s Mental Health Therapist and
Case Manager.
It is hoped that through continued support
being provided through the Student
Services department, research-based
and innovative practices can be provided
and behavioral and academic standards
achieved to ensure that ALL children
make progress towards their goals!!
Congratulations are in order for the
Fostoria City Schools in their commitment
to supporting students identified on the
Autism Spectrum!
Through the Promedica Foundation of
Northwest Ohio, there is an initiative to
recognize agencies/entities in or near
the communities of each of their 12 area
hospitals that are supporting various
mental health issues. This year, the
specific mental illness focus is Autism and
Fostoria City Schools were chosen by
our local hospital board as their recipient
for supporting Autism awareness and
support! 
Because of this honor, we are being
invited to an event in Toledo at Promenade
Park on September 6th entitled “See the
Person” where we will have a table to
display how we are supporting these
students and families. As one of the
recipients, we will receive a portion of
proceeds to help continue to fund any
programming, services, or materials that
will help us continue our service to our
students identified on Autism spectrum
and their families. For those interested in
attending, we will be soon selling tickets
to the event. We are also working to
secure area sponsors for the event to help
increase awareness and participation at
the event.

Kelli Bauman At Longfellow & Riley, we consider field trips to be a part of our foundational learning that can take place outside of the classroom. By leaving
our school and traveling to another location, this gives our students unique experiences they may not be able to access within Fostoria or
their school. This year, each grade level selected a different experience for students.

such excitement. I was able to transition with
our kindergarten students to first grade as I
stepped into the role of PK-2 Principal at Riley
and Longfellow. Although it was a challenge to
split time between two places, it was amazing
to be able to witness the growth, hard work
and progress made with those students I was
working with a few years ago in preschool and
kindergarten. We have spent a great deal of
time this year bridging relationships between
Longfellow and Riley, comparing curriculum
maps and beginning to align teaching practices
vertically. It is my hope that when we are all under

in May. Students modeled the 7 Habits and exhibited

Now that summer is here, it is
important to manage your athletes
from home as they are participating
in summer workouts and general
summer-time outdoor activities.
High temps and low hydration can
put athletes in a very dangerous
position. The USDA recommends
that teenage boys and girls drink
8-11 cups of water, and even more
when they are active. Possible heat
related illnesses that your child
could experience are heat stroke,
heat exhaustion, heat cramps,
sunburn, or heat rash. The table
includes possible symptoms and
how you should respond.

transportation for the upcoming school
year.  If your child will not be riding the bus
this coming school year, please contact

2018 in order to put the students on routes.
