SUBJECT: Arrests at Request of Outside Agencies

PURPOSE:
The 2nd Judicial District Probation Department (“Probation”) receives requests from
outside agencies to perform arrests of individuals at Probation’s office(s). To protect the
decorum of the courthouse and the safety of probation staff, probation clients, court
personnel, and other court patrons, Probation shall follow the following local policy
whenever an outside agency requests to make an arrest at Probation’s office(s). This
policy does not apply to situations where an arrest is being performed at Probation’s
office(s) at the request of Probation or a probation officer.

PROCEDURE:

If an outside agency wishes to arrest a probationer at our office, the officer should follow
the steps outlined below:

 Notify Jason Romportl, Scott Prendergast and your supervisor.

 Have officers arrive at the office prior to the probationer’s appointment time
 Escort officers to the conference room out of the view of other clients
 Escort Probationer to the conference room upon arrival
 Officers will explain to the probationer the reason for their contact and place the
probationer into custody following their procedures.
 Probation Officer will remind probationer to immediately report back to probation
if they are released from custody
 Officer will escort law enforcement officers and probationer to the stairwell
where they will exit the building in an attempt to not draw attention to themselves
or their presence at the probation office.
 Officer will enter a CHRON as to the arrest and include the names of the agents
involved.
 Officer will send a follow up email to the agency involved within two weeks of
the arrest to determine if the probationer has been released.
