Tulong sa Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program

TUPAD Program is a community-based package of assistance that provides emergency


employment for displaced workers, under-employed, and unemployed poor for a minimum
period of 10 days and a maximum of 30 days.

Workers shall be paid 100% of the minimum wage in the area/ locality, subject to
the submission of validated daily time records.
The following are qualified beneficiaries of the TUPAD Program:
-Those who are Unemployed or Underemployed.
-Laid-off or terminated employees due to closure of establishment.
-Self-employed workers who lost their livelihoods due to natural or man-maid
disasters (e.g., farmers and fishermen).
-Only One Member of a household shall be qualified to avail the program.
Eligible Projects:
-Social Community Projects (e.g., eco-tourism, repair or improvement of
public facilities, and etc.)
-Economic Community Projects (e.g., repair or rehabilitation of farm-to-
market roads, bridges, public markets, and etc.)
-Agro-forestry Community Projects (e.g., tree planting, seedling preparation,
and etc.)
Steps in Accessing TUPAD Program:
1. Profiling of displaced workers by the Regional Office/ Field Offices
2. The Proponent Accredited Co-Partners shall submit the following: (a) Project
Proposal and work program. (b) LGU/Barangay Certification that beneficiaries are
unemployed, underemployed, laid-off or terminated workers, or victims of natural
disaster or armed conflicts. (c) Names, Gender and Addresses of target
beneficiaries.
Other types of Accredited Co-Partners (ACPs) shall submit the following:
1. Application letter addressed to the DOLE Regional Director.
2. Detailed and duly signed Project Proposal.
3. Individual Beneficiary Profile and ACP Profile.
4. Copy of ACP Certificate of Accreditation.
5. Board Resolution authorising a representative to enter into a MOA.
6. Memorandum of Agreement (MOA) between DOLE Regional Office and ACP.
7. Audited financial statements for the past three (3) years.
8. Work and Financial Plan (WFP)
9. List and Photographs of similar projects previously completed.
10. Certification from DOLE Regional Office’s Accountant that previous cash
advance granted has been liquidated.
