Background

The coal market has rebounded after four years of decline with
government’s coal reference price (HBA) for October 2017 hit US$93.99 per ton
FOB, far higher than $69.02 in the same period last year.

Many expect the outlook for Indonesia's coal miners to remain positive
next year, partly due to ongoing development of new coal-fired power plants
that would ramp up coal demand in domestic market.

Member countries of ASEAN have also been consuming more coal to fuel
their coal-fired power plants with demand is expected to raise for decades to
come, thus providing new markets for Indonesian coal producers.

Minister of Energy and Mineral Resources Ignasius Johan recently said the
development of mine mouth coal power plants will be prioritized as such project
could minimize cost of transporting the coal as part of efforts to make the
electricity prices down.

Jonan earlier turned down a proposal from PLN to set the coal price
based on a formula of production cost plus margin, arguing that such a formula
is outdated and would not encourage efficiency.

However, questions remain in place on how the government provides


electricity at low prices throughout Indonesia? How much support will the
government provide to meet the set scheduled for developing 35 GW electricity
project, including the coal-fired power plants?

To what extent can the recent rebound coal price be sustained? What
would be impact of Chinese clean air regulation coal demand from Indonesia?
