Finally I have found the file in my webs for the

English version of the very severe standard of

the approval of dry chemical, which no makers

in korea

actually keeps this standard and strangely

www.kfi.or.kr approved the currently produced

dry chemical from www.sw21.com and only one

other maker of Samsung BangJae.....

I will try to compare the products of

www.sw21.com and other products from

Samsung BangJae<not one and quite different

fromn very famous group of Samsung

Electronics> whether their

products are qualified with this so tight

standard of dry chemical....


Anyhow please check whether you can make

the dry chemical in accordance with this crazy

Standard....

I asked the standard for AFFF two weeks ago

to them, but still not any answer from

www.kfi.or.kr as they are very afraid or

KOREA EQUIPMENT INSPECTION STANDARDS FOR

FIRE EXTINGUISHING

AGENTS (KOFEIS 0102)

Atrticle 1 (Purpose)

This standard shall stipulate the Fire Equipment

Inspection Standards for fire extingui-

shing agents (exclusive of carbon dioxide and water

extinguishing agent) regulated in

article 50 clause 2 of the Fire Law.

Article 2 (Definitions of terms)

As used in this standard, the following terms shall

have the meanings shown below:


(1) Extinguishing agents - Powder or liquid

substances that have extinguishing

nature and are intended to be used for

extinguishers.

Article 3 (Common Characteristics of

Extinguishing agents)

1. Extinguishing agents shall not be corrosive or

toxic and shall not give off highly

toxic or corrosive gases when subjected to heat.

2. Solution and liquid type extinguishing agents

shall not be crystallized, and shall

not cause separation of solution, drifting matters,

settlements and other problems.

Article 4 (Foam Type Extinguishing Agents)


Foam extinguishing agents shall conform to the

following items. However, those used

in fire extinguishing systems shall conform to

requirements of the Fire Equipment

Inspection Standards.

(1) Extinguishing agents shall be decay proof

treatment, provided that those

free from decaying and deteriorating shall be

excluded.

(2) Discharged foam from fire extinguishers shall

keep the nature of fire

resistance.

(3) Extinguishing agents shall be liquid type or

rapid water-soluble powder type,

and in case of power type, the container (a wrap,

insofar as the container is

inadequate) shall be marked with the sign `use for


clean water only'.

(4) Volume of foam, discharged from the fire

extinguisher charged with

extingu-ishing agent having a temperature of (20?),

shall be five times

that of the extinguishing agent, and the amount of

solution recovered from

the discharged foam shall be less than 25% within 1

min after the

completion of discharge.

(5) Precipitates quantity of a solution shall be less

than 0.1% by volume when

the solution having a temperature of (20?) is

measured without adding

naphtha as a precipitator by the method regulated

in the provisions of KS M

2023 (Testing Method for Precipitates Value of

Lubricant).
(6) Settlements quantity after deterioration shall be

less than 0.2% by volume

when measured by the method regulated in clause

5.

Article 5 (Acid and Alkali Extinguishing Agents)

Acid and alkali extinguishing agents shall conform to

the following items.

(1) Acid shall be inorganic acid type of good quality

or salt type.

(2) Alkali shall rapid water-soluble alkali salt type.

(3) Hydrogen ion concentration of discharged

solutions shall not be less than

5.5 when measured by the method regulated in the

provisions of KS M 0011

(pH Measuring Method for aqueous solutions).


Article 6. (Reinforced Liquid Type Extinguishing

Agents)

1. Reinforced liquid type extinguishing agents

(exclusive of those using self genera-

ting gases from chemical reactions as a propellant)

shall be alkali metalate type

aqueous solutions that conform to the following

items:

(1) Alkali metalate type aqueous solutions shall

have alkali reaction.

(2) Freezing point shall be less than -20.

2. Reinforced liquid type extinguishing agents

intended to be used for the extingui-

shers, which use self generated gases from

chemical reactions as a propellant,

shall conform to the requirements concerning


aqueous solution and freezing point

regulated in sub-article 1, and shall be inorganic

acid type of good quality or the

same degrees of salt type. In this case, hydrogen ion

concentration of the disch-

arged solutions shall conform to the requirements of

clause 3 of article 5.

3. Powder type alkali metal salt, etc. for reinforced

liquid type extinguishers shall be

easily soluble, and aqueous solution, if used, shall

conform to the requirements of

the provisions of clause 1 and 2.

4. When the extinguisher is operated under normal

condition, the discharging reinfo-

rced liquid shall be fire retardant, and its freezing

point shall be less than -20.


Article 7 (Powder Type Extinguishing Agents)

Powder type extinguishing agents are comprised of

damp proof treated sodium,

potassium bicarbonate and other type salts, or

phosphates-sulfates and other fire

retardant salts (hereinafter, referred to as

"phosphate type, etc"), and shall conform to

the following items:

(1) As for the particles of powder, the residual

quantity shall be as follows when

the particles of powder are passed through the

standard screen indicated in

KS A 5101 (standard screen):

(2) Composition ratio of powder shall conform to

the following items.

a. If the main ingredient of an extinguishing agent


is sodium bicarbonate,

sodium bicarbonate (NaHCO3) shall be more than

90% by weight of the

agents.

b. If the main ingredient of an extinguishing agent is

potassium

bicarbonate, potassium bicarbonate (KHCO3) shall

be more than 92

weight percent of the agent.

c. If the main ingredient of an extinguishing agent

is phosphate type, etc.,

net weight of first ammonium phosphate

(NH4H2PO4) shall be more

than 75% by weight of the agent.

(3) Moisture content of the specimen shall be 0.2%

by weight or less when

calc-ulated by the following formula, after left for a

period of 24 hours in a
desiccator having a temperature between 18 and 24

that use sulfuric

acid of concentration between 95% and 98% as a

desiccant. In this case,

each specimen shall be weighed in the atmosphere

having a relative

humidity of 50% or less before tested and weighed

again promptly after

removing from the desiccator for the calculation.

(4) Moisture content of the specimen shall be 0.2, 2

and 1.5 weight percent or

less in case of those main ingredient are sodium

bicarbonate, potassium

bicarbonate and phosphates, respectively, when

calculated by the following

formula. In this case, the specimen shall be weighed

after left in a incubator

having a temperature of (30?) and a relative

humidity of 60%, and

again weighed after left in the same incubator

having the same temperature

but a relative humidity of 80%, for a period of 24

hours, respectively.

(5) The apparent bulk density shall be 0.820 g/mm

or more

(6) When sprayed uniformly on the surface of

water, the powder shall not preci-

pitate within 1 hour.

(7) Each extinguishing agent of which main

ingredient is potassium bicarbonate

and phosphate salts shall be colored with dark gray


and dark pink (or

yellow), respectively, and both ingredients shall not

be mixed together.

(8) Powder type extinguishing agent shall not be

hardened, crowded or

deterior-ated, and have no other abnormalities. Also,

it shall be penetrated

more than 15 mm when tested by a Penetrometer.

Article 7. 2 (Halogen Compound Type

Extinguishing Agents)

1. Halogen compound extinguishing agents shall

conform to the following items:

(1) Every purity of fluorobutane (hereinafter,

referred to as `FC-3-1-10'), chlorotetra

fluoroethane (hereinafter, referred to as `HFC-124'),

pentafluoroethane (hereinafter,
referred to as `HFC-125'), heptafluoropropane

(hereinafter, referred to as `HFC-

227ea'), trifluoromethane (hereinafter, referred to as

`HFC-23') and bromochlo-

rodifluoromethane (hereinafter, referred to as

`Halon 1211') shall be more than

99%.

(2) Purity of bromotrifluoromethane (hereinafter,

referred to as `Halon 1301')

shall be more than 99.6 %.

2. Mixed agents of halogen compound shall

conform to the following items:

(1) In case of mixed agent of Halon 1211 and Halon

1301, the impurity shall be

1.5 mol % or less.

(2) HCFC BLEND A shall consist of

chlorodifluoromethane (hereinafter, refer-


red to as `HCFC-22'), chlorotetrafluoroethane

(hereinafter, referred to as

`HCFC-124'), dichlorotrifluoroethane (hereinafter,

referred to as `HCFC ?

123') and isopropenyl-1-methylcyclohexane of

(82?.8)%, (9.50?.09)%,

(4.75?.05)%, (3.75?.5)% by weight, respectively.

Article 7. 3 (Inert Gases Type Extinguishing

Agents)

Composition of inert gas extinguishing agents shall

consist of nitrogen, argon and

carbon dioxide of (52?)%, (40?)% and (8?)% by

volume, respectively.

Article 8 (Saturation Type Agent, etc)

1. Extinguishing agents (inclusive of water) can be

mixed or added with saturation


agent-antifreeze agent and other agent (herein

after, referred to as `saturation agent,

etc.), other than those prescribed in the provisions

of article 4 and 7, to raise the

capacity or to improve the quality and condition

(hereinafter, referred to as `nature').

2. Saturation agent, etc. shall not affect adversely

the nature or capacity of

extinguishing agent.

Article 9 (Extinguishing Capacity)

1. Extinguishing shall enough for the capacity rating

of extinguishing agents (exclu-

sive of those used for extinguishing systems). In this

case, a test method for

extinguishing capacity shall conform to the


requirements of the provisions of

article 4 (Extinguishing Capacity Test for Class A Fire

Extinguishers) and 5

(Exti-nguishing Capacity Test for Class B Fire

Extinguishers).

2. Extinguishing capacity of the extinguishing

agent for extinguishing systems

(exclu-sive of foam type, halogen type and inert

type extinguishing agents) shall

be tested in a manner that regulated in the

extinguishing capacity test for portable

extingu-ishers that is designed to be charged

corresponding agents.

Article 10 (Container)

1. Extinguishing agents shall be sealed with

moisture-proof wraps or containers to


prevent dilution, concentration, hardening,

hygroscopicity, deterioration, or other

abnormalities. However, containers and safety

valves managed by the High Press-

ure Gas Safety Management Law shall be pre-

inspected under the law.

2. Container of extinguishing agent (a wraps for

the container inadequate to be mark-

ed) shall be indelibly marked with following items,

provided that clause 10 can be

marked with a manual (only for market).

(1) Classification and model designation

(2) Model approval No.

(3) Year and month of manufacture, manufacture

No.

(4) Name or trademark of manufacturer

(5) Type of extinguisher to be charged (insofar as it


relates to extinguishing

agents for extinguishers)

(6) Main ingredients

(7) Volume or weight of extinguishing agents

(8) Charging method and treatment cautions, etc.

(9) Suggested consumer's price and exfactory price

(10) Details of quality warranty (period, contents,

self-tested certificate, etc.)

Article 11 (Detailed Regulations)

The Minister of Home Affairs shall have the right to

decide detailed regulations concer-

ning an execution of this standard.

ADDITIONAL RULES
Article 1 (Enforcement)

This standard shall be effective as from the date of

announcement.

Article 2 (General Measures of Lapse

concerning Model and Model Modi-

fication Approval)

Fire extinguishing equipment, conforming not to this

standard in spite of those model or

model modification approval under the previous

standard, are required to apply for

model or model modification examination within 6

months from the date of

enforcement. However, the right of application shall

be deemed to have expired if the

term passes.
Article 3 (General Measures of Lapse

Concerning Individual Inspection)

Fire extinguishing equipment, having model or

model modification approval under the

previous standard, are required to apply for

individual inspection under the standard

within 6 months from the date of enforcement.

However, those disqualified

extinguishing equipment under the standard are

required to apply once more within one

month from a receipt date of the notice of

disqualification, regardless of the application

period.

ADDITIONAL RULES
Article 1 (Enforcement)

This standard shall be effective as from the date of

announcement. However, article 10

sub-article 2 clause 9 and10 shall be effective as

from April 1, 1993.

Article 2 (General Measures of Lapse

concerning Model and Model Modi-

fication Approval)

Fire extinguishing equipment, conforming not to this

standard in spite of those model or

model modification approval under the previous

standard, are required to apply for

model or model modification inspection within 6

months from the date of enforcement.


However, the right of application shall be deemed to

have expired if the term passes.

Article 3 (General Measures of Lapse

Concerning Individual Inspection)

Fire extinguishing equipment, having model or

model modification approval under the

previous standard, are required to apply for

individual inspection under the standard within

1 year and 6 months from the date of enforcement.

However, those disqualified

extinguishing equipment under the standard are

required to apply

months from a receipt date of the notice of

disqualification, regardless of the application


period.

ADDITIONAL RULES

This standard shall be effective as from the date of

announcement.
