The activity is a capacity building program, including very important aspects and exchange of
experiences between Italy and China. The mutual interaction is therefore a key aspect of the project.
The involvement of different Italian experts coming from academia, public and private sector is
central for the success of the project with China. Site-visits to Italian enterprises is a winning asset in
the Program. Wide offer in terms of topics covered in the different training sessions and lectures
(referred to a variety of issues on Sustainable Development) and flexibility to answer to Chinese

needs (in terms of different environmental emergencies, different Chinese participants etc.) is one of

I am a research fellow at University of Bern. We have established a successful collaboration with CAS
for many years. We have participated in the Sino-Swiss Science and Technology Cooperation since
2012. The best experience we had was that both Swiss and Chinese partners were funded for a PhD
student position, each for three years. My overall experience is very positive and we have no conflicts
with our partner in collaboration.

Give your experience to others


1. I would advice that young researchers focus on the bilateral programmes with China from different
Swiss funding organisations, if you are interested in collaborating with China.

2. A private cooperation, e.g. doing some measurements for each other, is also very important to
maintain the personal relationship between the partners.

3. How to build / start such collaboration? Conferences in your research area are a good platform to
get to know people and further to establish a network. Get in contact with researchers working on

the complementary subjects in your research field is a great start for a successful and fruitful

Focus
The Portugal-China Joint Innovation Centre for Advanced Materials is set up by the two countries
jointly. Funding of relevant activities are supported by the cooperation projects under the budget of
both govements. Funding could also be obtained through other means, including State foundations,
international projects, supports from local governments and communities, etc.

The centre will establish four innovation platforms: Biomedical Materials and Devices,
Nanotechnology and Nanomaterials, Energy Materials and Environment-conscious Materials. Based
on existing well-organized key institutes, the centre will be open to related enterprises and institutes
in both Portugal and China and support the target-oriented research partners. The centre, grounded
on University Sci-park, Sci-Tech City, High-tech Park, Incubator, will also launch target-oriented co-
operative demo research projects and the industrialization of research findings to build its special
transfer and transformation platform with “Productivity + Entrepreneurship + Talents + Capital”.

Under the framework of Portugal-China Joint Innovation Centre for Advanced Materials, INEB,
Portugal and Biomacro, China has developed further cooperation in biomedical field. Joint researches
on cardiovascular biomaterials, biomaterials and regenerative therapies were conducted by both
sides and joint thesises were published in international refereed journals.

Moreover, to strengthen R&D activities and technology transfer, as well as the market uptake of
innovations in the field of advanced materials, the Center called for joint project proposals in 2013

and 2016, supporting PT-CN join research projects in biomedical materials, nanotechnology and
nanomaterials, sustainable materials and materials for energy.

The Portugal-China Joint Innovation Centre for Advanced Materials is based on the long-term
cooperation in the field of advanced materials between Portuguese research partners (University of
Porto, Instituto de Engenharia Biomédica, University of Averio, etc.) and Chinese research partners
(Zhejiang University, Chinese Academy of Sciences, etc.). The cooperation in biomedical materials,
energy and eco-materials, nanotechnology and nanomaterials and other fields has led to highly
productive results. The innovation and accumulation of these cooperative achievements have also
laid a solid foundation for further promotion of the transfer and industrialization of these
technologies.

China is keen to advance its technology level and adopt cutting-edge technology from other parts in
the world. It is important to identify the target cooperation field and topics which you are strong in
and can engage interest of Chinese R&D organizations. It is the base to start a concrete and
productive cooperation with China.

Focus
The integration of Chinese and Western medicine strategies, philosophies and practices leads to
innovative systems approaches in health care. The two strategies are highly complementary as the
reductionist aspects of Western medicine are favorable in acute disease situations and the holistic
aspects of Chinese medicine offer more opportunities in chronic conditions and for prevention. The
systems biology investigations of the Sino-Dutch Centre suggest that traditional Chinese methods for
subtyping in the diagnosis of chronic diseases, such as diabetes and arthritis, can be of use in deciding
the course of treatment for patients in modern (Western) medicine.

widely used to treat many diseases. Starting from this know-how, I think a good cooperation with
pharmacological groups able to screen the compounds synthesised by us could be helpful to develop
new cutting-edge therapies for neurodegenerative diseases

ICT-The increase of average lifetime expectancy worldwide, along with the need for more
independency of disabled people, is posing urgent demand for novel and more effective personal
mobility systems within urban environments. The goal of the proposed project is to develop a smart
personal mobility system (SmartPMS), based on a smart wheelchair fully integrated with the smart
city, which provides support for elderly and disabled users in moving across the city safely and
independently. SmartPMS will provide path planning based on multiple transportation modes, active
safety, and real-time health status monitoring. Secondly, SmartPMS will include a full-fledged
distributed information system supporting and managing the smart wheelchairs circulating in the city
through cloud computing-based information sharing and distributed environmental sensing systems.

Share your experience


This project followed a previous collaboration I had with the Harbin Institute of Technology, through
the “EU Science and Technology Fellowship Programme China” (2009-2011). So there was a good
collaboration among the partners and a good mutual understanding. I also had a language and
intercultural training organised by the EU delegation to China and Mongolia, together with the Beijing
Foreign Studies University, and spent 2 years at HIT. So this helped better understanding specific
needs/situation. The mutual trust we have developed after several years’ collaboration was also very
important, of course.

As for the staff exchange, there was an administrative problem we were not able to solve. Apparently
there was a misunderstanding about the duration of the project between China and Italy, and so,
while the Italian partner was expected to work from 2013-2015, the Chinese partner could only start
the last year, which made the collaboration more complicated and did not facilitate the exchange of
staff among the two institutions.

However, thanks to the good collaboration established since 2009, we were still able to obtain some
interesting research results.

Give your experience to others


In my understanding it is not difficult to find institutions that are interested in international
collaboration. However it is important to find out a partner that is highly interested in the same
field/application and that has shown a strong commitment to the topic. It is also helpful to bear in
mind that China is very target-oriented. So a good idea might also be to check what are the strategic
research goals in China, since highest attention will be dedicated to them.

The Institute of Electronic Structure and Laser (IESL) of the Foundation for Research and Technology-
Hellas is a research institute established in 1983 in Crete, focusing on both fundamental and applied
research in the fields of material science, light-matter interactions and photonic technologies. The
institute is among the leading centres worldwide for research and development of innovative laser
and optical technologies for the diagnostics and conservation of works of arts and antiquities.

Science and Technology Exchange Centre (CSTEC) to establish communications with the Palace
Museum.

PRAXI Network representatives visited the Palace Museum and met with officials from its
Conservation Department. Following the meeting, a number of preparatory activities took place to
organise and facilitate the visit of the Palace Museum delegation in Greece. A Chinese delegation led
by Prof. Song Jirong, Deputy Director of the Palace Museum, finally visited Greece on 6-8 June 2015.
The Chinese delegation expressed a strong interest in acquiring custom-made equipment and training
services from IESL, as well as in establishing a joint research laboratory that would focus on the
specific analytical needs, diagnostics and maintenance of the Chinese Heritage monuments.

Give your experience to others


Reaching an agreement between sides is not a always a straight forward process. Even when there is
high pay-off potential for both sides, specific knowledge on the Chinese regulatory framework, the
cooperation particularities, and the cultural differences are necessary. Strong investment is required
for building mutual trust, and a lot of patience for the time necessary to mature the agreement.
Having a local trust worthy partner is always valuable if not obligatory.

My collaboration with Chinese researchers started five years ago, when a Chinese PostDoc applied for
a position in my group, followed by another PostDoc. Then we initiated to apply for joint project
under the call of FWO-MoST bilateral funding program and received funding for two double-
doctorate PhD students. One month ago, we applied for another project under a new call in the same
programme, and we are still waiting for the out-come. The third type of collaboration with China is
currently hosting a Chinese Marie-Curie-fellow in my group. My overall experience is very positive.
The cooperation on the institutional level is normally quite smooth. The communication with the
professors is efficient. On postdoc and PhD students level, sometimes language could be a problem.

While the communication with the Chinese partners was smooth, the initiative was mainly taken by
myself. The individual researcher is the key to build new collaboration/network.

Focus
The joint laboratory aims to supply an academic cooperation platform for Chinese and Italian
scientists, to improve the joint research activities on mountain hazards and to transfer the main
achievements to the society in order to increase the public awareness and build a more resilient
National Community. The joint laboratory focus on research on the triggering, development, and
deposition mechanisms, mitigation technologies, monitoring and early warning systems, risk analysis
and management of mountain hazards including landslides, debris flows and flash floods etc. Their
project also aims to improve the education of young scientists and students from the two countries,
including projects like researchers exchange, short-term training and post-graduate cultivating. The
joint-lab also organizes training courses, summer schools, seminars and tutoring activity for graduate
and post graduate students of China and Italy. They are also in charge to organize bilateral scientific
and technological conferences or hold seminars, workshops, group meetings for academic
communication, knowledge sharing, results dissemination and to publish scientific achievements.
