MaNaDr Joins Singapore MOH’s Regulatory Sandbox for Telemedicine and Mobile
Medicine Services under LEAP Programme

The collaboration enables MaNaDr to safely push out its innovative telemedicine initiatives to
patients, and allows the Ministry of Health to keep in step with the fast-evolving healthcare
landscape.

7 September, 2018, Singapore - MaNaDr has been invited to join the regulatory sandbox for
telemedicine and mobile medicine services under Singapore’s Ministry of Health (MOH).

The sandbox is part of the Licensing Experimentation and Adaptation Programme (LEAP)
unveiled in 2018 by Senior Minister of State for Health Dr Lam Pin Min during the MOH
Committee of Supply debate. It allows the development of new and innovative healthcare
models and services - like those of MaNaDr’s - to be piloted in a safe and controlled
environment.

MOH’s partnership with MaNaDr and other providers participating in the sandbox will result
in the development of more timely, fit-for-purpose and effective regulations to support new
services that will benefit patients in Singapore while safeguarding their interests.

“MaNaDr is excited to join MOH’s regulatory sandbox for telemedicine and mobile medicine
services. We recognise that the safety and quality of healthcare is of paramount importance
to patients, regardless of the model involved,” said Dr Siaw Tung Yeng, CEO, Mobile Health
Pte. Ltd, the local startup developing the MaNaDr healthcare ecosystem.

“Telemedicine, being a relatively new model of healthcare, gives rise to numerous issues the
current regulations were not designed to cover. We have put in considerable effort and
attention to ensure that the safety and standard of healthcare using MaNaDr is as robust as
that of traditional healthcare models - if not more so, enabled by the advanced technology
available to us today, ” added Dr Siaw.

Telemedicine and Mobile Medicine Services will be regulated in Singapore under new
legislation, estimated to take effect in 2020. The sandbox will exist up till that point when
telemedicine services are licensed under the Healthcare Services Act (HCSA), thereby
facilitating a seamless transition for MaNaDr as the new Act is introduced.

The public and licensees will be able to identify MOH sandbox partners such as MaNaDr via a
Regulatory Sandbox logo (see Annex A).

Telemedicine in Singapore

Telemedicine is set to become a key feature of Singapore’s healthcare landscape. It has the
potential to enhance productivity and cost-effectiveness, and become an impactful enabler
in Singapore’s healthcare landscape.

“MOH will be rolling out the Licensing Experimentation and Adaptation Programme (LEAP),
which is a regulatory sandbox that will allow new services to be piloted in a controlled
environment,” said Dr Lam Pin Min, Senior Minister of State for Health, at the MOH
Committee of Supply Debate 2018.

“During the pilot, MOH will ensure that these businesses maintain essential safeguards for
patient safety, while relaxing certain regulatory requirements or introducing new ones.
Thereafter, successful pilots will be mainstreamed under the Healthcare Services Bill with
appropriate regulatory requirements,” Dr Lam added.

Through MaNaDr, patients can leverage telemedicine to enjoy greater convenience and
improved accessibility to medical support and medication through new digital self-help
options.

MaNaDr is a comprehensive healthcare ecosystem that enables patients to connect with


their trusted doctors anytime, anywhere through whichever avenue is most expedient and
convenient.

Using their MaNaDr mobile application, patients can book an appointment to see the doctor
at the clinic, consult the doctor remotely via video/text chats on the smartphone, or request
the doctor to visit and treat them at home. Patients can also receive and store results for
their lab tests in their smartphones, and enjoy general health education through the smart
News Feed.

MaNaDr was recently featured on Mediacorp Channel 8 News on 14 July for its telemedicine
services.

Over the past few years, Singapore has seen a growth in the telemedicine sector, with public
and private players emerging to offer a variety of services to patients.

MOH is taking a risk-based approach towards regulating telemedicine and will focus on
regulating tele-consultation services that provide direct clinical care e.g. triage, history taking,
diagnosis and treatment from medical doctors.

“This approach [sandbox]] will allow MOH to better understand the evolution of the sector,
and provide a platform for the co-creation of telemedicine regulations under HCSA,” SMC

The sandbox encourages innovation but keeps patient safety and welfare as the paramount
consideration.

In addition, the MOH will work with MaNaDr to set clear boundary conditions, undertake
clinical and data governance, and patient risk mitigation strategies.

MOH will eventually regulate telemedicine as a licensed healthcare service after the
successful completion of the regulatory sandbox.

“We applaud MOH’s forward thinking in drawing up the necessary regulations in response to
these new innovative healthcare models. I’m particularly gladdened that MOH is taking a
collaborative approach in engaging key players in this arena to develop this regulatory
framework,” said Dr Siaw.
