APPENDIX 43

Health, Safety & Environmental (HSE) and Social Management Plan

The contents of this Appendix provide the detailed requirements for ensuring and demonstrating
compliance with the Project’s SESIA SEMP, the HSE Management System and HSE Management
Plan.

The requirements of Appendix 10 (Environmental Requirements and Mitigation Plan) and this
Appendix 38 shall together comprise the requirements for a single integrated management system
and management plan.

The Contractor shall thirty (30) Days prior tio the commencement of the Works at the Site, prepare
and submit to the Owner, in accordance with clause 13.2, the Project’s HSE management
documentation including:

(a) the Contractor’s corporate risk based HSE Management System; and

(b) The Project’s HSE Management Plan which is a Project and Works specific risk based HSE
plan, that combines and enacts the Project’s HSE Management System and Environmental
& Social Management System and that is established and maintained throughout the
duration of the Contract, from site mobilisation to the Final Acceptance Date, to plan, control,
manage, monitor, report on and enforce HSE & social issues;

The Contractor shall, prior to the commencement of any works at the Site or on the Easement Areas
mobilise sufficient and adequate resources and implement the HSE Management Plan. The
Contractor shall provide to the Owner thirty (30) Days prior to the commencement of the Works the
CV and summary of relevant competence and experience of the proposed site-based HSE Manager
for review and approval. The Contractor shall provide to the Owner ten (10) Days prior to the
mobilisation to site the CVs and summary of relevant competence and experience of all proposed
Site-based HSE personnel for review and approval.

The Contractor shall prepare, in accordance with clause 4.17(c) an (EHS) environmental, health,
safety and social management report regarding the on-going works on Site on a monthly and
quarterly basis. Each report shall be delivered to the Owner by no later than the fifth (5th) Day of
the Month following the end of the relevant quarter and contain the following data as per the Owner’s
HSE monitoring and reporting procedure.
