Common Challenges and Issues
Khotang & Solukhumbu
• Large number of non compliance cases which are very difficult to correct.
• Real time beneficiaries are far beyond the reach of government grants because of non
compliance houses
• Lack of sensitization and clarity over reconstruction model of NRA among local
representatives.
• Lack of well trained masons along with inadequate knowledge on reconstruction process
among engineers.
• Lack of awareness among communities about constructing the earthquake resilient
houses.
• M/RM are not accountable in reconstruction efforts; DLPIU deployed engineers too lack
coordination skills to make M/RM accountable.
• The reconstruction engineers are not recognized for their efforts- lack of proper space to
work, treated as NRA’s staff (project staff), poor internet connectivity and tab usage has
errors.
• Insignificant role of media in reconstruction message flow.

Challenges and Issues unique to visited district
• The NRA guidelines on design catalogue doesn’t match with housing typology that traditional community
intends to build in Solukhumbu as per their tradition.
• Real-time beneficiaries have reconstructed houses soon after earthquake without following Minimum
Requirements & without any technical assistance (Solukhumbu/Khotang) .
• Lack of well trained technical and masons resulting in the construction of vulnerable houses.
• Troublesome road networks has lowered reaching out to beneficiaries and weak monitoring
(Solukhumbu/Khotang)
• The earthquake affected beneficiaries who are impacted by plot allocation due to Mid-hill Highway (Madhya
Pahadi Lokmarga) territories have lost their portion of land (housing property)- Khotang
• Most of the engineers are not well acquainted with the CS entry system and how the GPS entry is done.
• Internet connectivity is an issue for the engineers who work from remote places to update the database.

Lessons Learned/Best Practices
• Handful of self-motivated leadership (from bureaucrats to reconstruction engineers)
have contributed in reconstruction efforts.
• Upon provided opportunity and space, experienced & trained local masons from
neighboring RM can contribute in producing other trained local masons.

A way forward/Action Plan---->
• Need of retrofitting training for local masons to address non compliance houses.
• Need of equipping local masons with earthquake resilient knowledge, know hows and on-the job
training.
• Need of orienting DLPIU deployed engineers about important technical guidelines and about basic
element of earthquake resistant buildings.
