1 Introduction
1.1 Background
A brief paragraph to introduce the need for the procedure.

1.2 Purpose
The purpose of this procedure is to:-
• describe the activities and interfaces between Logistics employees and contractors
involved in moving rigs and/or rig camps.
• state clearly their respective responsibilities.

1.3 Scope
This document sets out the Rig Moving Procedures under the terms of the Fourth
Party Logistics (4PL) Contract with Petroleum Development Oman (PDO) and
represents a minimum standard.
Each 3PL contractor is required to adopt this procedure and use the forms provided.

1.4 Distribution/Target Audience


This procedure is aimed at personnel from Logistics, Well Engineering, the Drilling
contractor, Lead Logisics Contractor (4PL) and the Transport contractor involved in
moving rigs and/or camps.
Distribution of this document is controlled by the Logistics Document Focal point
UWLC/42.

1.5 Review and Improvement


Any user of this document who encounters a mistake or confusing entry is requested
to immediately notify UWLC/42.
This procedure shall be reviewed as necessary by the document custodian no less
frequently then every four years.

Summertime Working Directive

As outlined in Ministerial Decision No. 286/2008 states the following (third paragraph,
Article 16):
“Workers must not work on construction sites or open areas of high temperature
at noon, from 12:00 up to 15:00 throughout June, July and August every year”.

In addition Employers must provide Shade, Water, and allow frequent rest breaks to
their staff as a minimum requirement, while keeping records (and appropriate reporting)
of any instances of Heat Stress or Exhaustion.

3 Specifications

3.1 Assets
All 3PL assets must comply with PDO specifications and requirements

3.2 People
All 3/LLP personnel must have valid HSE training and certification as required by SP
1157

3.3 Personal Protective Equipment, PPE


All 3/LLP personnel must wear the following PPE and any futhre PPE required as per
PR 1234

• Coveralls
• Safety footwear
• Safety Glasses
• Gloves
• Hard Hat (Supervisors White with a Red band)
• High Visibility Vest and/or overalls with reflective stripes at Night
• In case of rig move occurred in H2S Araa ( EPZ Emergency Plannign Zoon) The contractor
should comply with EPZ required PPE . All Rig Move personnel should be equipment with
an An Escape Hood (ABE2 filter), providing protection against 5000ppm H2S and SO2 and
also a Personal H2S Detector as per the C9 HSE PR1234

3.4 Rig Move Crew


rig move should be conducted with following rig move crew member consisting
of the following personnel for each rig move as a minimum:
− One Senior Rig Move Supervisor (In charge of the end to end rig move)
− Two Rig Move Supervisor (one in old Location and one in new Location)
− Two Forman (one in old location and one in new location)
− Eight Rig Move Helpers (four in old location and four in new location

3.5 Optimum Equipmetn Level


The company has puplished an Optimum Equipment level Guidline as per appendix 9
in this document for the optimum required assets for each rig move and rig type.
These information was collected from historical rig move data and has been used as
guildline for rig move planning. Thefore the contractor is expected to comply with OEL
as a minimum. For new rigs that has no OEL nor a scorecard a similar rig type OEL is
used unitl several rig move is captured and new OEL included.
The company has implemented lean methodology for most of the rig move and hence
developed a Standard Operating Procedures SOP for each and specific rig. The SOP
will help minimuize the waste associated with rig move and make it more efficient and
faster. The contractor shall follow the puplished SOP as guildline

4 Rig Move Planning

4.1 General

Rig moves are monitored and discussed on a daily basis by LLP and 3PLs.
If, 5 Days prior to a Rig’s intended SAP move date no notification has been received in
Rig Move Sytem (MTL) the LLP planning team will contact the Rig for an update. The
LLP Coastal CSR or MTL CSR will escalate to the relevant Senior Well Engineer.
When LLP is notified of an intended Rig move a 3PL will be assigned
A Rig should (where possible) give at least 48 (72 hours if ROP required, not including
weekends), hours notice of the intended release date and time, via a Rig Move
Notification utilising MTL
Any subsequent changes to the release time, date or destination must be notified to the
LLP MTL CSR immediately via MTL
The LLP Rig will inform the PDO Warehouse of any intended move so that chemicals
and tubular can be inspected at the Old Location and pre stock arranged for the New
Location.
After inspection, the PDO Rig Material Focal Point shall adjust the pre-stock order
taking into account the left over chemicals / tubular
Marking of the new location is the responsibility of the rig company prior to the Rig’s
arrival on site.

4.2 Escort Vehicles


Vehicles which fall under the criteria below do not require an escort:

• 4.8 m in height.
• 3.5 m in width.
• 1.5 m extension beyond the rear, and 1.0 m in front of the vehicle.
• The length of the vehicle on government roads should not exceed 17 m.

A vehicle which exceeds any of these limits is classed as an ‘oversize’ load and
requires a 3PL escort vehicle. The Escort vehicle must have at least one (preferably
two) roof mounted amber beacons.
Vehicles carrying an oversized load shall have, appropriate flags, and placards. If
permitted to move at night wide loads shall have additional lighting and have lit hazard
markings and width indicators.
An ROP Escort will be required for any Wide Loads (over 3.5m) which have to cross or
travel along a blacktop road.
On Infield rig moves, which do not involve the crossing or use of blacktop roads, the
use of ROP escort vehicles for Wide Loads are at the discretion of the ROP.

Where an ROP Escort is, or maybe, required the 3PL assigned to the Rig move shall
make the request to the PDO Logistics Focal Point.

4.3 Overhead Line Clearance


Where there are OHL or Goal Posts crossing the intended route the following must be
noted on the Route Survey by the 3PL:
• The location
• Pole Number
• KV rating
• Height of Goal Post kicker board (as indicated by the warning sign)

Where an OHL is unidentified the location shall be recorded (Northings and Eastings)
using a portable Global Positioning System device. 3PL are to check using Portable
Height Service equipment
The 3PL shall complete an Overhead Line Clearance Certificate (Appendix 6) where
appropriate and submit it to PDO Logistics for signatory and cascading to the relevant
Area Electrical Supervisor. As per SP1242 the 3PL contractor shall obtain a copy of the
clearance certificate.

Where overhead power lines are within 15m of the Rig locations (Old or New) the
precautions to be taken during the rig move shall be agreed at the Pre Move Review
Meeting, e.g. warning barriers, signs, goal posts and any Clearance Certificates etc.

4.4 Lifting Operations


The 3PL shall provide the required lifting equipment as per the Rig Move plan as
agreed during the Pre Rig Move meetings agreed between the Rig/DSV and the 3PL
on both old and new locations independently of the drilling contractor equipment.

The lifting gear must be in good condition, in test date and the correct PDO Lifting Gear
colour code for the period

The Rig will be responsible for emptying all mud and water tanks and ensuring the Rig
site is not softened due to uncontrolled release of mud onto the ground.
The Rig will ensure the DIMS are correct and marked on all items to be lifted or
winched

The TP will ensure that all loose items are stored securely so they cannot move during
transit.
Cranes may only move around the site as directed by the SRMS/ARMS/RMF. The
boom scoped in at an angle of no more than 20 degrees and the outriggers fully
retracted.
A Banksman shall be used to help the crane driver reverse where there are, or may be,
people or assets which could be injured or damaged.
During crane operations, all contractors are to operate outside of the crane danger
zone, (see Safety Alert 019 2012 – Crane Danger Zone on STEMS)

4.5 Accommodation and Messing During Rig Move


4.6.1 Contractor shall provide Food and accommodation during Rig Move for all
personnel involved in the Move including ROP Escort Personnel. Such
accommodation shall be as efficient as fly camp or equivalent standards.

4.6 Moving with Mast Up

The TP can request that the Rig moves with the mast up under the following
conditions:
• Where possible the mast must be fully scoped in
• Condition of the tyres on the mast carrier must be in a serviceable condition
• There must be no over head lines / obstructions on the route.
• The road must be as flat as possible and in good condition with no sharp bends
• Maximum speed - 5kmph
• Maximum distance - 10km

The SRMS will be in control of the move and has the ultimate decision to move mast
up or down, on the proviso that if the rig does move mast up the Rig company cannot
claim any compensation should the rig suffer any damage.

4.7 Pre Rig Move - Route / Site Survey

When LLP allocate a Rig Move to a 3PL the SRMS together with the TP and DSV
shall travel the intended route to conduct a Route Survey and identify any hazards
such as:
• Overhead Power Lines
• Flow lines

• Road works
• Road surface conditions
• Gradients which could cause a problem

If the Rig move has not started within 7 days of the initial route survey, then a fresh
route survey must be carried out, to ensure that the route condition has not changed
and it is still suitable.
The route and any hazards shall be recorded on the Route Survey Form, Appendix 2
A survey of the Old and New Locations shall be carried out to identify potential hazards
such as overhead power lines, flow lines, soft/uneven ground, cable trenches, slopes
etc. These shall be identified and recorded on the Location Sketch Form, Appendix 3

If the Route Survey is completed by someone other than the SRMS moving the Rig,
that person shall ensure a briefing is conducted with the SRMS. The Route Survey
shall be signed by the person conducting the Survey as well as the SRMS in charge of
moving the Rig.

4.8 ROP Escort

The 3PL is to apply (where required) for the ROP Escort using the standard format
(Appendix 7 and 8 ) and must wherever possible submit it to PDO Logistics at least 72
hours before the required date.
PDO Logistics will forward to the PDO ROP Focal Point at MAF for approval. On
confirmation of request PDO Logistics will provide signed documents to the 3PL.
In the event of a delay to the original Escort date the 3PL shall submit a letter and
telephone the Local ROP scheduled to Escort the convoy and make them aware of
revised date and times. The 3PL contractor may require to follow up directly with ROP
if requested to do so.

4.9 Rig Moves on gradients - Jebal Moves


Where a move involves roads with gradients greater than 5%? The specific hazards
and control measures shall be discussed by the SRMS with the Rig TP and DSV
before the move commences.
On Jebal moves where there is a requirement for D8/9 to assist the LLP SCSR will
notify PDO CR/CSR who will then initiate a request to the PDO Earthmoving
Department.
A staging area on level ground must be identified as part of the pre planning where
vehicles can be parked safely.

The SRMS must inspect Rig trailer brakes and check if they have a failsafe braking
system on the rear axle as well as the winching gears.
If the trailer does not have fail safe brakes the SRMS must make the drivers aware of
this and to keep the service brakes applied if they have to stop on a gradient for any
reason.

A ‘Live brake test’ shall be carried out on level ground of the prime mover and trailer
couple together. If there are any concerns about the trailer brakes the RIG TP and DSV
must be informed and corrective action taken before the load is moved.

Only one vehicle shall travel on a gradient at a time, Vehicles shall not be parked on a
gradient.
Drivers shall not move from the base of the gradient unless instructed to do so by the
SRMS

4.10 Pre Rig Move Meeting


After completion of the Route / Site Surveys a Pre Rig Move Meeting shall be held with
the SRMS, TP and DSV to discuss the move and any hazards identified,
accommodation and food requirements etc

The meeting shall be recorded using the Pre Rig Move Meeting form (Appendix 4) and
the Action Plan agreed between all parties as to what action is required to deal with the
hazards identified on the Pre Rig Move Route / Site Survey

All relevant information relating to the Pre Rig Move Route Survey and Pre Rig Move
Meeting must be passed to ALL personnel taking part in the Rig Move operation, this
will include the MTL CSR and LLP SCSR

Signatories are responsible for ensuring that there will be no unauthorised


deviations from the route as illustrated in the sketch diagram and no Wide or High
Loads will travel unescorted.
Drivers of vehicles with high loads are to be briefed to the danger of overhead
Power Lines, with particular emphasis that they must only travel along the
authorised route and stop at any height warning where the height indicated is less
than the height of the load.
Should any one of the signatories not be on duty during the move i.e. Rest Days /
leave, then he must ensure that all information is passed to his relief and have him
countersign the form accordingly.
Original ‘signed’ forms are to be retained by the 3PL SRMS and given to their
Operations Manager for retention within the Rig Files for sign off at the monthly
Service Level Agreement Meeting.
Rigs are to retain copies in their files for future reference.
Pre Rig Move Meetings shall be attended by a 3PL Senior Manager (Project
Manager, Operations Manager, or HSE Advisor) at an interval of at least once every
4 – 6 weeks.

5 Rig Move

5.1 General
The 3PL SRMS must hold a Toolbox Talk with the entire Rig Move Crew and make a
record of the topics discussed and who attended. The Rig DSV and TP shall be invited
to attend the TBT where available.

3PL scheduler will contact the Rig for any last minute changes to the programme.
All equipment and staff are on site as agreed at the Pre Move Meeting; all equipment to
be lined in sequence, any differences in equipment deployed (due to operational
changes / VOR / re- prioritisation / other) will be communicated to the Rig prior to the
deployment of the assets.
Once the TP confirms the release of the Rig to the SRMS, the overall responsibility of
the move falls under the SRMS.
Authority on site is between SRMS and the TP, if there is any disagreement this must
be escalated to the 3PL Management, LLP SCSR.

All staff rest breaks are to be monitored to ensure a safe and efficient move.

5.2 Tool Box Talk


The SRMS will conduct a Tool Box Talk (TBT) at the start of the day, to include as a
minimum:
• Hazards on site (e.g. OHL, soft/uneven ground)
• Loading sequence
• The route confirmation including issue of a copy of the Route Survey to all drivers
• Distance and any expected break locations and hazards this may bring
• The right to STOP work if anything is unsafe

A record must be made of the TBT which includes:

• The topics discussed


• The names of those who attended
• The time the TBT was conducted

Anyone who misses the TBT at the start of the day must receive a TBT from a
nominated Supervisor (SRMS, ARMS, RMF), and a record made.
The TBT forms part of the Rig Move Scorecard Sign Off procedure. If any person does
not receive a TBT, or a signed document is not provided, then a HSE default penalty
will be imposed by LLP .

5.3 Loading
Under the supervision of the SRMS / ARMS loading of the Rig components will begin in
the sequence agreed at the Pre-Move Meeting any variance to the planned sequence
will be agreed with the TP and recorded by the SRMS /ARMS on the Loading
Sequence Plan (Appendix 9) and countersigned by the TP.
Skid loads will be loaded in accordance with the current LLP Winching Operations
Procedure.
Loads which cannot be winched will be loaded by crane(s) in accordance with the
Lifting Plan(s).

Nobody shall move under any piece of equipment whilst being hooked up, towed,
winched, lifted or moved.
The driver must be satisfied that the load is secure before commencing any journey or
movement on site.
A Supervisor (SRMS, ARMS, RMF) must check the security of all loads before they are
allowed to depart from the Rig Site.

5.4 Advance Loads


In agreement with the TP Advance Loads may be dispatched to the New Location as
single vehicles (Free Runners) providing the load does not exceed any of the following
dimensions:

• Height – low enough to safely clear any overhead obstructions identified along the
route
• Width – 3.5 m
• Length - overhangs the rear by more than 1.5 m, or front by 1.0 m

Note: A Step Out has been obtained from MSE13 to allow loads over 4.8m high to be
transported in the PDO Concession Area
The Driver must have been briefed as to the correct route, has been issued with a copy
of the Route Survey and must adhere to that route with NO deviations unless
authorised in writing by the SRMS / ARMS.
Loads which are out of dimensions due to height or length must be escorted. The only
exception being Infield moves where the SRMS has the discretion to allow Free
Runners.
All wide loads must form part of a convoy irrespective of the type of move.

5.5 Convoy Procedures


All Wide Loads must be transported as part of convoy. The requirements for the
convoy will vary depending upon if the move is conducted Infield or during the day or at
night.
The Convoy Procedures are set out in Appendix 1

5.6 New Location


On arrival at the New Location the RMS will park the vehicles off site ready to be called
onto the new Rig pad when required.
The SRMS will check the New Location for hazards and ensure that the well cellar is
protected, and the guide lines are in place for spotting the mast.
The SRMS is in charge of spotting the mast using the guide lines laid out by the Rig
crew prior to arrival of the Rig Convoy. The TP and the SRMS will work together to
ensure the spotting of the loads are in the correct place.

All other equipment is to be spotted as required by the SRMS / ARMS any issues over
spotting are to be escalated to the TP immediately.
The SRMS is to control all the off loading to ensure the safety of equipment and crew.

5.7 Location Clearing

During the Pre Move Meeting it will be determined what consumables will go to the
New Location with the balance to be returned to the warehouse after they have
inspected by the PDO Field Mud Engineer and the rig PE will send a service request
for backloads.
The Rig Move shall be deemed complete once all equipment and stock has been
cleared from the Old Location and delivered to the New Location or Warehouse as
required. No damaged packages of chemicals should be moved to the warehouse. All
the re-packaging should be done at site before moving the chemical to the warehouse.
The 3PL will submit the scorecard along with any photographs of damage to assets or
chemicals etc to LLP and their respective management team.
If there are damaged chemicals at the location the TP / DSV must arrange re-bagging
and or disposal, all necessary equipment shall be provided by PDO Warehouse via a
callout through e-mail to LLP Cargo CSR.
It is the responsibility of the Rig (TP) to ensure the Rig / Camp Site(s) are clear of
waste and arrange for specialist contractors to remove any waste from the Old
Location(s)

5.8 Emergency Procedures

In the event of an incident/accident occurring during loading/unloading all operations


will be stopped immediately.
SRMS and TP will assess the situation as to the severity of the incident and will
determine actions required and whether operations can re-start.
In the event of serious injury/fatality do not re-commence operations until cleared to
do so by the ROP and LLP SCSR.
In the event of a minor injury (First Aid Case) operations may re-commence as soon
as the medic has taken control of the casualty.
All incidents / accidents shall be reported as laid out in the Incident Reporting and
Investigation Procedure.
Normal reporting procedures apply.

5.9 Post Move After Action Review


After completion of the Rig Move a Post Move After Action Review Meeting is to be
conducted by the 3PL SRMS within 72 hours of the SPUD. If it is not practical for the all
attendees to travel to the New Location the meeting should be held by Conference call.

Representation should be from 3PL, Rig DSV and Tool Pusher and where possible
LLP / PDO Logistics.
The purpose of the meeting is to review all aspects of the move, identify positive
achievements and areas for improvement on future moves of that Rig (and other), and
sign off the Scorecard.

The meeting shall be chaired by the 3PL and recorded using Post Move After Action
Review Meeting Form (Appendix 5), to be signed by those represented.
The 3PL are to upload the original into company or LLP system ex MTL.

5.10 Infield Move


Infield move is one which meets all of the following criteria:
• Within the same oil field
• Does not involve crossing or using a black top road
• Distance of 10km or less

Infield moves which only use Graded Roads will not normally require an ROP Escort
for the Convoy.

The Rig Ops Manager may give a Step Out for moves which do not meet these criteria
where the risk can still be controlled to ALARP

6 Night Operations

6.1 Planning
.
A Twilight/ Nihgt move move shall be from 1800 hrs until 22:00 hours, If the move is to
go on longer than this then it shall be classed as a Night Move.
The Rig shall give as much notice as possible for a Twilight or Night move and should
be discussed at the Pre Move Meeting. The LLP SCSR must be notified 24hrs prior to
deployment.
All requests are to be made to the LLP SCSR who will have to obtain PDO CR/CSR to
approve or reject the request.
The LLP SCSR will inform the PDO Head of Logistics of the intention to work at night
and should relay this to the relevant Area Coordinators, to ensure ROP and medical
staff are informed.
The LLP SCSR will present a list of equipment being used on the move to the PDO
Head of Logistics and obtain a Step Out for night driving.
For Night convoys the amount of equipment must be agreed at the Pre Move
discussion stage.

If a convoy is to move on or across blacktop at night it will require the permission of the
ROP, if the move is Infield the ROP will be made aware by the PDO Area Coordinator
The 3PL & Rig shall make Thuraya phone available if working in areas with poor/no
GSM coverage.
The TP will make the number of the Thuraya available and emergency numbers
available.

6.2 Lighiting
Self contained lighting units (enough to ensure work can be carried out safely to each
location) shall be sournced & mobilised by the 3PL

6.3 Staffing
The 3PL or the lead 3PL will ensure they have one of their HSE Advisors on site for the
operation and where possible a member of the 3PL Management Team.
The rig will ensure their medic is on location. The Rig Move Crew must have had 12
hours rest before working any shift.

6.4 Toolbox Talk


The SRMS and TP must conduct a TBT prior to work commencing as per Section 6.2.
All personnel to be involved in the night move must be fully briefed about their role and
responsibilities.
During the TBT the SRMS must check that drivers and crew are not fatigued and are
capable of working until the operations end or relieved by a day crew.

6.5 Personal Protective Equipment


In addition to normal PPE all personnel will wear High Visibility reflective vests or wear
overalls with reflective stripes.
Each person will carry a serviceable hand held torch or wear a helmet mounted torch
unless the area is floodlit.

6.6 Operations
The SRMS shall ensure that all movements of his personnel are coordinated and kept
to a minimum, under control and that visual contact is maintained at all times during
operations, to avoid anybody being run over by the vehicles.

To minimise the need for working at heights cabins shall have slings attached with
shackles during daylight hours, the attachment ring of the sling shall be hung to the
side of the cabin to facilitate hook up without climbing.

During transit the sling should be left in place and secured to the cabin. If this is not
possible the slings shall be attached by one person from a forklift mounted man cage,
at no time will anyone climb onto the top of a cabin.
All loading operations will be carried out under the direct control of the SRMS / ARMS
who will liaise with the TP throughout and direct all vehicles and plant onto the rig site
as required.
Only one loading operation will be executed at a time. Vehicles will be called forward,
loaded and off loaded and moved off the location one at a time, un-loaded vehicles will
park up in the pre identified holding area .

6.7 Convoy

All vehicles must have all lights working and the 3PL are to ensure spare bulbs and
fuses are available on site.
The route must be checked by the 3PL during daylight on the day of the move to see if
there is any change to the road condition.
If there are any areas of concern they must be highlighted to the LLP SCSR
immediately, LLP will contact PDO Logistics and if the problem cannot be resolved,
the convoy will not take place.
If the move is Infield and the SRMS and TP agree it may be possible for Single Loads
to be dispatched to the New Location, providing the route is clearly defined, eg Route
Survey map/diagram.
The drivers of Single Loads must comply with the speed limit displayed for that road. In
case of animals straying onto the road the driver must adopt defensive driving
technique.
The LLP Convoy Procedures - Night (Appendix 1) must be followed.
