Request for Proposal #8489 – Offering of Homes for Relocation

Betsy,

The selection committee recommends three bids to receive an Intent to Award (and the associated right
to negotiate a contract with UNR/NSHE). The three bids taken together cover all 12 houses in the RFP.

Of the seven total bids received, the committee deemed two as fully responsive and one as partially
responsive to the RFP. The two fully responsive bids involve individual families each interested in re-
locating one house. In both cases the families have relevant work experience, financial capacity and a
personal connection to the houses, all of which indicates a high probability they will perform as proposed.

The third bid, offered by Common Ground Urban Development of San Francisco (which provides real
estate advisory services to the Burning Man Project), addresses the ten remaining houses. This bid was
“reluctantly” submitted as a bid of last resort as both Common Ground and Burning Man are only
interested in having the bid for “Project Audacious” considered if no other bidder prevails, and the houses
face imminent demolition. Despite the need to further clarify several important aspects of their proposal,
the committee believes that it may be in the best interest of UNR to “go the extra mile” and issue an
Intent to Award to Common Ground for the ten homes and to commence good faith contract negotiations.

The remaining four of the seven bids received were not selected and either ranked too low or were scored
as “Non-Responsive”. The lower ranking or non-responsive designation was the result of non-compliance
with the RFP specifications or lack of sufficient proof of financial capacity and/or site ownership or
contractual control.

It is the recommendation of the selection committee to provide an Intent to Award to the following three
bids:

1. Tim and Nancy Gilbert for the house at 127 E 8th Street
2. Jerry and Beth Krug for one house to be determined in negotiations
3. Common Ground Urban Development for the remaining 10 houses
