1- Purpose:
The purpose of this Work Method Statement for Painting of Building is to outline and
describe in detail the procedure to be adopted such as type of paint and recommended
surface preparation, in which to ensure our compliance with the Safety Requirements &
Procedure and project specifications. Inform all concerned supervisor including workers the
value and importance of this activity prior to implementation in any Project

2- Scope:

The scope of this Method Statement covers the works in any Project (Building and
Substation) including buildings in existing plant as follows:
– Painting Works for Exterior Walls, Interior Walls, Concrete Floor, Exposed
Ceiling/Slab Soffit, Cable Room and Below Raised Floor

3- Standards:
 BS 6150:2006+A1:2014 .

4- Roles & Responsibilities:

A- Project Manager
- The role of the Project Engineer is to plan, execute and finalize project according to strict
deadlines. These include acquiring resources, coordinating the efforts of team members and
ensure best Quality & HSE practices throughout.

B- Civil Engineer:
He shall be responsible for the execution of the following:
- Toolbox talks given prior to commencing of the day’s work.
- Assigning a competent work crew
- Organizing tools and equipment’s required for the work.
- Confirm the work is being carried out as per the work procedure, ensure in accordance with the
planned work program and he will provide reports to his superiors.
- The constant coordination with the Safety Engineer to ensure that the works are carried out in safe
working atmosphere.
- The constant coordination with the QA/QC Engineer for any works to be carried out and initiate for
the inspection for the finished works

C- COMPETENT PERSON:
It has been presumed that execution works at or near LIVE system.
- Competent person will take the proper work safety document and JHA Worksheet & have obtained
prior to start work.
- Competent person to conduct the Tool Box talk on site prior to start of Works and clearly explain to
the crew about Nature of the task, Hazards, our Limitation and in case of emergency

D- HSE Officer:
He shall be responsible for safe work execution at site:

- Advising, guiding and facilitating the Management, Supervisors and work force on HSE matters.
- Monitoring the HSE standards in the work activities at sites and providing advices.
- Implementation and monitoring of HSE policy, plan & procedures
- Taking part in the HSE meeting and put forward suggestions of HSE mailers.
- Carrying out HSE inspections/ audits and maintaining records.
- Participating in accident investigation reviewing the report and communicating the learning points to
the staff and the work force.
- Having liaison with client and their HSE department, seek their advice and guidance and
communicating them to the contract personnel.
- The hazard area will be covered by barricading and display the sign boards related to the task.
- Organizing in-house training and mandatory training to the employees and maintain records.
- Inspecting vehicles at random, assessing driver’s competence and advising the management.
- Carrying out all the HSE activities as stipulated in the contract HSE plan.
- Taking initiative and leadership in organizing all HSE programs at the site and help earning good
HSE reputation to the company
- Warning signs marked with “DANGER/WORK IN PROGRESS/DEEP EXCAVATION” shall be
posted to warn the public of the potential hazard.

E- QA/QC Engineer:
- The monitoring of executions of works at site and should be as per the approved shop drawings
and project specifications.
- Ensure WIR’s & MIR’s are being raised for activities in timely manner and inspected by the
consultant/client.
- Check and ensure that all the activities / work done completed prior to offer for Client/Consultant
inspection.
- He will follow and carried out all the relevant tests as per project specifications.
- Obtain the required clearance prior to Client/Consultants inspections.
- Should acquire any necessary civil work clearances and coordination.
- Coordinate with site construction team.
- One who will assist Client or Consultant Engineer/Inspector during Inspection.

F- EMPLOYEES (SKILLED & NON SKILLED WORKERS):


- Each employee is responsible to comply with Client’s safety rules, regulations and to follow his
Supervisor/ Engineer/ Foreman instructions.
- Immediately report any hazards or accident to his Supervisor/ Engineer/ Foreman and Safety
Officers
- To keep his work place clean and tidy as a part of his assigned duty.
- All employees shall make every endeavour to ensure that working conditions are maintained in a
Health, Safe and environmentally acceptable standard.
- All employees will act responsibly and take all necessary precautions to protect themselves and
their fellow workers and other persons who may be affected by their activities from injury and
preventive illness.

5- Method – Painting Works:

Surface Preparation
– Surfaces are to be prepared in accordance with good painting practices and in
accordance with the technical product information sheets of the painting products.
– Painting must not take place where the surface are moist or greasy or may become so
before application of the first coat of paint (primer).
– Painting must not take place when the surface temperature is less than 3ºC above
surrounding air’s dew point, when the air relative humidity is higher than 85% and when the
temperature is below 5 ºC.
– Prior to any application, the surface must be stable, firm, dry and free of dust and
concrete laitance. The surface must have no cracks
Scaffolding and work at heights

Preparation of Coating Materials
– All coating materials shall be thoroughly stirred in a container. Only approved thinners
shall be used. Mixing shall be carried out in a well ventilated area. Refer to Product Data
and Specification Sheet for Mixing Ratio.
– During Mixing and Painting Application, appropriate mask shall be worn in accordance
with the recommendation of approved MSDS. MSDS shall be available at site and made
known to workers.
Coating
– Each coat shall be applied uniformly over the entire surface. Any uneven surface shall
be rectified by filling up using approved Acrylic Filler, then apply sanding when dry and
apply recoat. On beams, columns and irregular surfaces, edges shall be coated first and
an extra pass made later.
– Each coat shall be allowed to dry for the time specified by approved before application
of any succeeding coat. Refer to Product Data and Specification also to check Applicable
Rate and Dry Film Thickness (DFT).
– Any primer coat exposed to excess humidity or rain before drying shall be permitted to
dry and the damaged area of primer should be removed to the bare substrate. Dust and
loose particle shall be removed by sanding until the surface is dry, sound and cleaned. Re-
apply using the same primer and when dry apply paint filler to check for flat and smooth
surfaces. When the surface is ready to receive topcoat then applied the required coating to
meet DFT and specifications.
– The time interval between applications of two (2) successive coats must not exceed
that specified by product. Any coating shall be cleaned and free of spray dust before the
next coat is applied.
– Coatings shall be continuous that means free of pin holes, voids, bubbles and other
defects.
– Where application is to be carried out by brush, brushes shall be of a type and quality
as well as for using roller which permit proper application of the material.

– For spray application, spray guns, hoses and pumps shall be cleaned before new
material is added. An adequate moisture trap shall be installed between the air supply and
each application unit.
– Specified film thickness for coating material shall be strictly observed. Dry film
thickness shall be checked with appropriate film thickness gauges.
– Before application of final coat, all damaged areas shall be properly repaired using the
original paint system.
Apply Acrylic Protective Paint for exterior wall and use Acrylic Emulsion Resin for interior
wall

6- Safety Precautions And Measures:

 All the manpower involved in the job shall wear appropriate personal Protection
Equipments like Helmet, Safety shoe, goggles, gloves, nose masks and safety belt
while working on the elevated sections. Proper approach to the work spot, good house
keeping and proper illumination shall be maintained. All the electrical installations shall
be enclosed properly and ELCB shall be installed to prevent danger of electric shock.
Only authorized electrical person is allowed to attend any repair/maintenance.
 Before employing personnel at site safety induction will be given, and before starting
the job all the workmen shall be briefed about the associated hazards and necessary
precautionary measures involved in the job.
 Competent person shall carry out proper inspection before using the equipment only
qualified; experienced operator will be allowed to operate the equipment. Proper signs
boards will be displayed like “Men at work “.
 Appropriate scaffolding shall be provided as needed to allow safe working.
