EXPRESSION OF INTEREST
(NIT No.255/APSHCL/ Leveling of house sites/2018 dated :12.11.2018)

Scope of Work:

It is proposed to conduct “ElectronicTotal Station Survey” for the different


layouts spread over all districts in A.P State, to arrive the preparation of L.S and C.S
Drawings of each layout, preparation of quantities of cutting and filling of proposed each
layout for preparation of estimates to take up leveling work in each layout.

These works are spread across all districts of the state, and the nodal agency is the
Andhra Pradesh State Housing Corporation Limited,(APSHCL), Tadepalli, Amaravathi.

Therefore Expression Of Interest is invited for conducting ElectronicTotal


Station Survey scope of work with the above from reputed and experienced
agencies/consultants

The purpose of the Electronic Total Station survey was to produce digital base
maps showing the existing terrain including all existing features like houses, telephone
line, OFC, Electric Line, monuments, place of worship, cremation ground, Utility line,
Trees, hand pumps,existing Roads and other features like general topographical and
geological features of the area, public utilities, curves, identification of waterlogged
stretches by local inquiries and feature wise coding has been given in order to ease the
site work as well as data processing work at later stage. All surveyed points have co-
ordinates in terms of X, Y, Z values and all readings are to be stored automatically in the
total stations

Following elements are to be included in Electronic Total Station survey:


1. Establishing of control points using Total Station
2. Detailed Topographical Survey using Total Station
3. Mapping with software

4. Establishing of Permanent Control Point Pillars (CP) and Temporary Bench
Marks (TBM) (details given in special conditions) and Permeanent Bench Marks
if already available
Preparation of Base maps

All existing survey data were transferred to Auto CADD software for processing and map
preparation. Features were placed on separate layers and points are to be connected with
lines. Symbols, text and other notations are to be added separately.The digital base maps
can be used as input for the digital terrain model.
Eligibility:

The "Architect/Consultants/Surveyor’s firm" shall be registered with central


excise(GST), local bodies (as land surveyors) Where the Application is made by a team,
its leader shall be an 'Architects/Engineer/Diploma Engineer,' and where the Application
is made by a Firm, at least one Partner/ Director, but not any employee, shall have a
minimum Qualification of Diploma in Civil Engineering with good experience. The
qualifications and title of the Leader/ Partner/ Director, who is an Surveyor, only need be
stated in the registration form.

Process:

The interested firm of Surveyors may download the registration documents from the
APSHCL website (http:// apgovhousing.apcfss.in) during the specified period. All the
applicants will be required to pay a non-refundable fee of Rs.2000/- by way of Demand
Draft /Bankers Cheque drawn in favor of Managing Director,, A.P.State Housing
Corporation Ltd., payable at Vijayawada, at the time of submission of the document.

Documents Required
The following documents need to be submitted:

a. Copy of Qualifications of firm /owner.


b. Copy of PAN & GST Registration
c. Copies of 3 years Latest IT Returns (Saral forms).
d. Profile of the firm clearly stating the list of in-house & field technical staffwith details
of their qualifications, experience, and field of expertise.
e. List of projects handled in last five years along with their costs/covered area and the
addresses of clients and satisfactory completion certificate if available.
f. Sealed quotations for Empanelment
g. The firm/Agencies should submit the sealed quotations (Annexure-1 Schedule of
rates) by quoting the Rate per Acre.( Rate including all taxes to each district)
h. The firm/Agencies should submit the a non-refundable fee of Rs.2000/- by way of
Demand Draft /Bankers Cheque drawn in favor of Managing Director,, A.P.State
Housing Corporation Ltd., payable at Vijayawada along with application , at the time
of submission of Expression of Interest.

Special Conditions of Contract

1) The scope of work covers under this contract is ElectronicTotal Station Survey
at various locations in Andhra Pradesh.
2) Apllications for empanelment in the prescribed format shall be neatly typed or
written in ink and the rate shall be quoted both in figures and words duly signed
by authorized representative of agency/consultant with rubber stamp.

3) Schedule of rates ( Annexure-I) written in pencil are not valid, and liable for
rejection.

4) Erasers or over writing shall be avoided. If any corrections are to be made, the
portion to be corrected shall be neatly scored out and the correct matter shall
neatly be written duly attesting corrections.

5) Telegraphic/Fax/Social media/mail etc., quotations will not be accepted.

6) The participating agency/consultant must possess GST UIN Registration number.

7) Expression of Interest must be submitted in two sealed covers (Cover –A


containing application and DD, Cover-B containing schedule of rates Annexure-I)
and both covers shall be placed in cover-C super scripted as “”Expression of
Interest for carrying out Electronic total station survey in various districts of AP
“” and addressed to Managing Director , A.P.State Housing Corporation Limited
2nd floor, S.P.River View Building, Besides Manipal Hospital, Tadepalli, Guntur
District.

8) The name of the agency/consultant shall be super scribed on the sealed covers.

9) The agency/consultant must drop sealed “Expression Of Interest” along with


application fees either in person by drop in the box kept in the office of the
Managing Director , A.P.State Housing Corporation Limited, Tadepalli Guntur
district or through registered post on or before Dt 20.11.2018 by 4.00 pm.
Department is not responsible for any postal/Courier delay.

10)Security Deposit (SD): Security Deposit of the firm/agency who has been
awarded with work will require to pay the Security Deposit amount of
Rs.50,000/- with Managing Director, APSHCL, and it will be refunded only after
completion work as per the work order issued by Project Director (Housing) of
concerned districts .
11)Acceptance/work orders /intimation /notices shall be communicated to
agencies/consultants through registered post either by the Managing Director,

APSHCL, Tadepalli Guntur district or authorized district heads ie., Project
Directors (Housing).

12)The Eligible agency/consultant” shall empanel with APSHCL through an


agreement with Managing Director,APSHCL.Tadepalli within (7) days after
receipt of intimation from Managing Director,APSHCL.Tadepalli or authorized
representative. After receipt of the intimation from the APSHCL, the authorized
agency/consultant representative should attend before the Managing Director
APSHCL, Tadepalli together with Rs.100/- stamp paper for entering into
agreement, for empanelment .

13)Managing Director/District Collector /Project Director shall award the work to the
empanelled firm /agency, keeping in view of the local rates also.

14)10% amount will be with hold from every bill is kept as liability period till work
order is fulfilled in all respects.

15)The defective work carried out by the firm/Consultant viz improper data in
respect of (i) volume calculations, (ii) Countur maps and estimates, (iii) pre and
post levels, (iv) Preparation of L.S &C.S diagrams etc., will be summarily
rejected. No claim will be entertained by APSHCL at any cost till required output
is finished by the agency/ Consultant and accepted by concerned EEs of
APSHCL.

16)The transportation of equipment and man power to the site shall be strictly borne
by the empanelled agency/consultant. The price shall be quoted accordingly.

17)After receipt of quotation for EOI no plea by the agency/consultant for any sort of
modifications of the quotation based upon or arising out of any alleged mis-
undertaking or mis-conceptions or mistakes or for any reasons will be entertained.

18)Security Deposit paid by the firm/agency who has been awarded work ,will be
forfeited by APSHCL and the firm will be blacklisted in the event of failure to
comply with the agreement conditions .

19)Each page of quotation and its enclosures shall be invariably signed by the
agency/consultant at bottom of the page. If quotation is made out on behalf of a

firm or Corporation person authorized to sign should affix the seal of the firm or
corporation for which he is authorized to sign on behalf of a firm or Corporation
for which he is authorized to sign on all pages and Schedule of Rates (Annexure-
I).

20)Quotations containing absurdly high or low rates are liable to be rejected.

21)The agency/consultant must quote his rates both in words and figures. In case of
any discrepancy between the rates quoted in works and figures, the rates quoted in
words shall prevail. If the agency/consultant fails to quote his rate in both words
and figures the quotation will be treated as incomplete and liable for rejection.

22)Conditional quotations will not be accepted. Quotations which do not strictly


confirm to the conditions and specifications stipulated by the APSHCL are liable
to be rejected.

23)Arbitrations by committee constituted for this purpose for any disputes arising
between the agency/consultant and APSHCL.

24)Any claim or dispute arising should be promptly submitted in writing to the


Managing Director APSHCL, Tadepalli, Guntur District within (15) days from the
date of cause of action. Claims raised beyond this time limit and raised
subsequently at such a gap of time as to make it impossible to verify the facts are
liable to be rejected and no claim will be entertained thereafter.

25)The APSHCL reserves the right to split the works (i) conducting detail total
station survey (ii) preparation of LS & CS drawings (iii) estimates and volume
calculations (iv) pre levels (v) post levels etc., to two or more empanelment
agencies.

26)The rate shall be inclusive of all taxes, statutory levies, transportation etc for the
sites anywhere in the State of Andhra Pradesh.

27)The work orders and miles stone work will be declared by the Managing Director
or Project Directors (Housing)/Collector of the concerned district as per their
requirement for land leveling in Govt. land bank.

28)If the agency/consultant fails to deliver the output as per the work order, the
APSHCL shall impose penalty at the following options;

g) cancel the work order the full /partial pending work will undertake by the
department engaging other empanelment agency/consultant, the difference in rate
if any shall be charged to the original agency/consultant besides forfeit the SD
either full or part at the discretion of APSHCL, as per APDSS clause 60(a),(b)
&(c).

Fore measure clause: The period of delivery to be indicated in work order will be
extended reasonably for any delay occasioned by causes beyond the companies control
namely natural calamities.

MODE OF PAYMENT

No advance payment will be made under any circumstances.

The Agency/consultant has to furnish the details of bank account to effect payment
through digital (Copy of passbook to be furnished).

The agency/consultant shall examine the relevant town planning clauses, other by laws
in force etc.,
