about €45 billion of investments:

Benchmarking - positive evolution since the benchmarking study in 2014


- All 17 MS plan to provide reading directly to consumers
(USB, web, etc.)
- 14 MS frequent update readings (85% from EU)
- 12 MS support advance tariff systems
- Majority MS intents to roll-out standardised interfaces,
but not improve interoperability

Current views and the way forward

 New legislative framework adopted on 30 November 2016 to include a wider


views/benefits towards the energy sector's digitalisation and set roles:
o Focus on metering and consumption data for new services
o Consumer 's right to have smart meters
o Independently of the data management model, set EU requirements on
non-discriminatory, easy, timely access to data
o Clarify issues such as costs for sharing data, common data format and
procedures.
o Certification and authorization of party responsible for data management
by Member States and needs for compliance officers
 Analysis of consumer issues (e.g. benefits, satisfaction, engagement) just
launched. Expected results available at the end of 2017
 Commission to assess progress of roll-out and produce a new benchmark
report in 2018
