Abstract

Developing countries such as the Philippines appear to be taking cognizance of the

importance of innovation with an entire chapter in the Philippine Development Plan
devoted to science, technology and innovation. They are attractive to many types of
businesses because it allows them to access talent, collaborate with higher educational
institutions and partner with other private sector companies. Innovation Districts are
economic development tools that utilize collaborations with education, businesses,
society and government to fuel employment prospects and redevelopment in targeted
locations.
Because of its strategic location, Davao City was developed as a regional trade center for
Southern Mindanao; international trade center to the Southern Pacific; and Southern
Gateway more particularly to and from the neighboring countries like Indonesia,
Malaysia, Brunei, Australia, among others. Multiculturalism runs deep in Davao City’s
history with its echoing tag line “Life is here.” Hence, weaving design for business, retail
and art to create a vibrant innovation job cluster downtown is a way to set tomorrow’s
creative economies.
As a Muslim-friendly destination, the city is said to compete in the global halal market
valued at $3 trillion and will be recognized as a new destination for visitors from Islamic
countries, as stated by Marilou W. Ampuan, trustee of the Davao City Chamber of
Commerce and Industry Inc. Ampuan stated the government encourage more than 20
establishments serving Halal products to acquire accreditation from the six National
Commission for Muslim Filipinos-recognized local halal certifiers in the country, to
cater to visitors from Kuala Lumpur, Malaysia. They also hope that more investors will
put up halal-certified accommodation establishments and venues for meetings,
incentives, conferences, and exhibitions.
With the city’s population rising from 1,464,301 since 2010, 31,611 of those are
affiliated from Islamic religion, in line with the settlements, several of the Moro people
live on the coastal areas of the city, with less accommodating environment and
uncomfortable living.
The long term goal of the proposed Innovation District is to magnify the possibilities of
employment options, outright focusing on the advancement of the society, culture and
improvement of the way of living, mainly focusing for the betterment of Islamic people
in the seaside slums of Davao City.
This study envisions a socio-cultural haven for Moro people where they are free to
interact and display the wonders of their crafts and Halal dining services that are already
becoming a trend nowadays.
With the advancement of technology, this innovation district will cater to the
technological aspects of society and the Moro people will be encouraged to work for the
betterment of their living. Facilities further aid to cultivate their minds to innovative
ideas and proximity itself cater to the needs of the production of those ideas.
