IDLO IN THE PHILIPPINES


The Philippines has been an IDLO Member Party since 1989 and IDLO works in the Philippines
since 1996. From 1996 through 2001, it established the Asia Regional Training Office (ARTO) in
Manila and provided training and technical assistance for the developing and transition economy
countries of southeast and central Asia and the Pacific. In 2016, IDLO re-established its presence
in the country, working to strengthen the capacity of prosecutors through capacity and
institutions strengthening activities and supporting justice sector reform in the Philippines by
providing technical expertise.

THE POSITION
Under the supervision of the Country Manager, the M&E Associate will support the work of
project implementation, monitoring and evaluation for the IDLO Country Office to ensure
effectiveness and accountability of the Philippines programming. The incumbent will work in
close coordination with three national Program Coordinators as well as with other program
colleagues at IDLO Headquarters and Branch Office in The Hague.

In particular, the M&E Associate will be responsible for the following duties:

1. Support the collection and entry of data into the project Monitoring and Evaluation
Framework and the Training Information Management System (TIMS), including:

 Support in designing/revising the Project M&E Framework, including: theory of change,


logical model, logical framework, key performance indicators, M&E matrix, issue log, risk-
management plan, and data collection tools;
 Assist in implementing the IDLO standard internal monitoring procedures,
recommending strategies for addressing identified challenges relating to project
implementation;
 Participate in data collection and enter data in the IDLO Training Information
Management System (TIMS);
 Train staff on the Project’s M&E Framework;
 Support collection of data and analysis and updating of project and implementation
working documents;
 Regularly review progress, and liaise with the Program Team to identify necessary
programmatic changes to enhance project effectiveness;
 Assist Country Manager and Program Coordinators in identifying key stakeholders and
updating the stakeholder database;
 Provide rapid response to requests for M&E related data and information from IDLO,
donors or partners;
 Support external evaluation exercises as required; assist in developing questionnaires as
required.

2. Support project and information management within the IDLO Philippines Country Office:

 Support the Program Team in planning, implementation and work-planning;


 Carry out desk research on specific topics to provide input supporting the development of
new proposals, including concept notes, briefing notes, summary status reports, and
donor narrative reports;
 Draft meetings minutes, including of calls with external donors/partners;
 Provide input into IDLO correspondence, talking points, communications materials, web
content, etc. as requested;
 Monitor and contribute to the IDLO Forward Planning Calendar.

IDEAL CANDIDATE PROFILE


Education and Work Experience

 Undergraduate degree in Social Sciences, Economics, Law or any other related field;
 Minimum of 1-3 years of relevant M&E and program support experience, preferably within
the international development sector;
 Experience of data analysis software such as MS Excel, Access and/or SPSS; and
 Proven experience of data management including data cleaning and data analysis.
Languages

 Strong professional oral and writing skills in English is required.

Specific knowledge, skills and behavioral competencies

 Good analytical and problem-solving skills;


 Excellent use of Microsoft Office programs;
 Experience /knowledge in designing tools and strategies for data collection, data
management, analysis and production of reports;
 Good understanding of capacity assessment methodologies;
 Proven ability to develop and foster productive working relationships across a globally
based organization;
 Able to work independently and detailed oriented;
 Keen sense of ethics, integrity and commitment to IDLO’s mandate.

TERMS AND CONDITIONS


IDLO shall offer the selected candidate an affiliate contract initially for 12 months, with possibility
of extension, subject to performance and availability of funding.

This vacancy is open to local nationals, permanent residents of the duty station.

IDLO shall offer the selected candidate a competitive salary commensurate with qualifications
and experience.
