Intended Audience
Welcome to Release 12.1 of the Oracle EMEA Add-on Localizations Financials User
Guide for Italy - Volume 2.
This manual is a source of information about Italian requirements and is designed to
provide useful guidance and assistance to:
• Consultants implementing Italy Add-on Localizations components for Release 12.1

• Users of Oracle E-Business Suite.

Suite for the Release 12.1 of the respective modules.

Installation
This Add-on Localization is installed after the base install of Oracle e-Business Suite
before using the application for transaction processing. The details of the patches to be
applied are available to download from MyOracle Support (Doc ID: 457034.1). Please
ensure the prerequisites are taken care before installing the patch. Please refer to the
Read me section of the Localization patch in order to understand the Installation
Instructions.

Integration Repository
The Oracle Integration Repository is a compilation of information about the service
endpoints exposed by the Oracle E-Business Suite of applications. It provides a
complete catalog of Oracle E-Business Suite's business service interfaces. The tool lets
users easily discover and deploy the appropriate business service interface for
integration with any system, application, or business partner.
The Oracle Integration Repository is shipped as part of the E-Business Suite. As your
instance is patched, the repository is automatically updated with content appropriate
for the precise revisions of interfaces in your environment.

Do Not Use Database Tools to Modify Oracle E-Business Suite Data
Oracle STRONGLY RECOMMENDS that you never use SQL*Plus, Oracle Data
Browser, database triggers, or any other tool to modify Oracle E-Business Suite data
unless otherwise instructed.
Oracle provides powerful tools you can use to create, store, change, retrieve, and
maintain information in an Oracle database. But if you use Oracle tools such as
SQL*Plus to modify Oracle E-Business Suite data, you risk destroying the integrity of
your data and you lose the ability to audit changes to your data.
Because Oracle E-Business Suite tables are interrelated, any change you make using an
Oracle E-Business Suite form can update many tables at once. But when you modify
Oracle E-Business Suite data using anything other than Oracle E-Business Suite, you
may change a row in one table without making corresponding changes in related tables.
If your tables get out of synchronization with each other, you risk retrieving erroneous
information and you risk unpredictable results throughout Oracle E-Business Suite.
When you use Oracle E-Business Suite to modify your data, Oracle E-Business Suite
automatically checks that your changes are valid. Oracle E-Business Suite also keeps
track of who changes information. If you enter information into database tables using
database tools, you may store invalid information. You also lose the ability to track who
has changed your information because SQL*Plus and other database tools do not keep a
record of changes.

Fixed Assets Deductible Maintenance Cost Report

Requirement
Italian companies need to identify asset subject to maintenance service to calculate
deductible maintenance cost. Italian companies can deduct a maintenance cost equal to
prescribed percentage of instrumental assets every year.
The amount of instrumental assets is calculated by subtracting the cost of assets subject
to maintenance contract from recoverable cost of assets. Also, retired cost of partially
retired assets is deducted from the amount of instrumental assets in order to determine
the deductible maintenance cost.

Overview
This solution calculates deductible maintenance cost and the report shows records of
the assets that can be depreciated.
The value of prescribed percent can be changed by the end-user as per the change in the
tax rules. This report selects data based on input parameter 'Depreciation period name',
'Book' and 'Prescribed Percent'. The input parameter selected is as per depreciation
period defined. Report can also be run for closed depreciation periods. The task of
calculating deductible maintenance cost is done by the report. No manual calculations
need to be made. This report can be run for both Corporate and Tax books.
Asset categories of instrumental assets are identified based on Localization Descriptive
Flexfield value/flag in a global attribute in descriptive flexfield at Category level. Only
asset category with value/flag 'Y' in Localization Descriptive Flexfield is considered as
an Instrumental Asset category.
Similarly, assets benefiting from maintenance services are identified based on
Localization Descriptive Flexfields value/flag in a global attribute in descriptive
flexfield at Asset level. Only assets with value/flag 'Y' in Localization Descriptive

Flexfields are considered as assets benefiting from maintenance service. The report
displays asset categories with Localization Descriptive Flexfields value 'N'. However, it
does not calculate deductible maintenance cost for such asset categories. So, for an asset
category, deductible maintenance cost is calculated by the following method:
Deductible Maintenance cost = prescribed percentage * (Original cost of Instrumental
Assets (with effect from date placed in service)- original cost of assets benefiting from
maintenance service (with effect from date placed in service) – cost of assets retired
during the year (after taken into consideration based on date retired)).

• Enter values "Yes" or "No" at Localization Descriptive Flexfield 'Assets Subject to
Maintenance Contracts' for Asset Category.

• Enter values "Yes" or "No" at Localization Descriptive Flexfield 'Asset Category of


Instrumental Assets’ for an Asset.

Transaction Processing
• Login to Oracle E-Business Suite with your user name and password

• Switch to appropriate Oracle Assets responsibility

• The Oracle Assets setup is complete.

• FA transactions are completed.

• The report is added to the Oracle Assets request group.

How to launch the Report
The output is generated in PDF format.
This report is a part of the Standard Request Submission (SRS) and can be launched by
submitting "Run FA Deductible Maintenance Cost Report".

Report Parameters
The launch of the report depends on the following input parameters:

Column Headings

Concatenated category of assets.
Instrumental Asset
Instrumental Asset column shows Y or N based on the setup.
Total Asset Cost for Category
Total asset cost for category is the total of all assets initial cost from the beginning of

period. All the asset additions are based on "Date Placed in Service" during the period.
Also, the assets retired during the period are taken into consideration.
For example: Initial cost of an asset 'A' at the beginning of year 2001 is 1400 Euros.
During the year 2001 additions (based on Date Placed In Service) is 1000 Euros and cost
of partial retirement (based on date of retirement) is 200 Euros. Therefore, amount
shown is (1400+1000-200)= 2200 euros for the report of year 2001.
Retirement Cost
It contains the following two columns:
1. Assets Under Maintenance Contract
Retirement cost of assets under maintenance contract is displayed in this column. The
value in this field is not taken into account to calculate deductible maintenance cost. The
retirement cost displayed on the report is based on the lifetime of the asset before
retirement.
For example: If an asset cost of 500 Euros contains Date Placed In Service as January
which is retired in the month of April, four months is the time scale used for calculating
retirement cost. But, this retirement cost is not considered for calculating deductible
maintenance cost.
2. Asset Not Under Maintenance Contract
Retirement cost of assets not under maintenance contract is displayed in this column.
The value in this field is taken into account to calculate deductible maintenance cost.
The retirement cost displayed on the report is based on the lifetime of the asset before
retirement.
For Example: if an asset cost of 1200 Euros contains Date Placed In Service as January
which is retired in the month of August.
As the asset is used for 8 months, cost to that extent is considered for calculating
deductible maintenance cost: 1200*(12-8/12) = 400 Euros.
It is assumed that 5% is entered as Prescribed Percentage in report parameter.
Deductible maintenance cost is equal to (1200 – 400)*5/100 = 40 Euros.
Total Asset Subject To Maintenance Contract for Category
Asset cost under maintenance contract is displayed in this column. The value in this
field is not considered for calculation of deductible maintenance cost. Each asset is
appended with a flag 'Y' if it is benefiting from maintenance cost. Calculation for this
column is similar to "Total Cost for Category" column.
Deductible Maintenance Cost
Original Asset Cost for Category – Retirement cost of assets not under Maintenance
Contract - Total Asset Subject To Maintenance Contract For Category * percentage
specified in report parameter.

Supplier Invoice Price Variance Protocol Assignment

Requirement
Payables module assigns sequence numbers to documents when documents are saved.
These sequence numbers are assigned based on the combination of document category
and document sequence given to document. Italian fiscal laws require VAT
registers/legal reports to display details of all validated payables documents/invoices
along with document sequence names and sequence numbers that are assigned to the
invoice. In legal terms these sequence numbers are called 'Legal Protocol Numbers' and
document sequence names are called 'Numbering Identifiers'. The legal protocol
numbers assigned should be unique, sequential and gapless for each accounting year.
To put invoices on hold in case of difference in payment terms when an invoice is
matched to a receipt. User should be able to release this hold manually by giving an
appropriate reason or the hold should be automatically removed if the user corrects the
payment term manually.
When an invoice is validated and has at least one VAT line, the temporary sequence
name and number are replaced with the sequence name and number. User is not
allowed to validate/generate a legal protocol number if the invoice does not include a
VAT line.
In case the year of invoice is different from the year of receipt of goods, a positive
invoice price variance exists, then Create Accounting program replaces the value of
accounting segment in the code combination of invoice price variance account.
Similarly, if the year of invoice is different from the year of receipt of goods and a
negative invoice price variance exists, then Create Accounting program replaces the
value of accounting segment in the code combination of invoice price variance account.
If the year of invoice and year of receipt of goods are the same, and either a negative or
positive invoice price variance exists, the account segment value of invoice price
variance should be replaced with the relative inventory item charge account.
In case of offline validation, the Invoice Validation report should show the custom
holds applied and released during the invoice validation process.

Overview
Payables invoice is assigned with a temporary sequence number and document
sequence name as per core functionality upon saving.
Once the invoice is assigned a VAT line the existing sequence number is replaced with
legal protocol number. Similarly, the document sequence name is also replaced with
numbering identifier.
When the temporary protocol is assigned no user message is displayed. On the other
hand, a user message in the format (<Document Sequence Name>/<Temporary

Sequence Number> replaced with <Legal Identifier>/<Legal Protocol Number>) is
displayed only for the final legal sequence assignment. This legal protocol number does
not change once assigned even if the invoice is validated another time.
Also, the temporary sequence number and document sequence name is no longer
available once the legal protocol number is assigned.
As soon as the user enters an invoice in the invoice workbench, the invoice will be on
hold, in case it doesn't have a VAT line. It cannot be removed manually but can be
corrected by applying a VAT line to the invoice.
CLE: Invoice Validation Program generates a report that displays custom hold details
applied/released during invoice validation process.
A Localization Descriptive Flexfield has been enabled at the 'Holds and Release Name'
window to view the hold name in Italian language. User needs to select attribute values
from the LOV against each custom hold and release name. Once an attribute value is
selected, it does not appear in the LOV for the attributes.

Setup
As a prerequisite to the solution, values in Localization Descriptive Flexfield are defined
to store the legal protocol identifier against a temporary document sequence name. This
definition is required to identify the legal numbering identifier for each document
sequence name. Similarly, It enables the user to designate/mark the sequence so that it
is used for all VAT transactions.
For the invoice price variance accounting, subledger accounting set-up needs to be
made.

Account Setup Manager page.

Holds and Releases
If the invoice is assigned with VAT sequence and does not have a VAT line, then it is
put on hold at the time of validation to avoid posting an invoice defined as VAT
without any VAT code defined.
The following are the steps for creation of hold and release names:
Hold Creation
Window name: Invoice Hold and Release Names.
Name: Invoice Without VAT Line.
Description: Invoice subjected to VAT without VAT lines.
Type: Invoice Hold Reason.
Allow accounting Flag: Unchecked.
Manual Release Allowed: Unchecked.
Hold Release
Name: Invoice With VAT Line.
Description: Invoice With VAT Line.
Type: Invoice Release Reason.
Allow accounting Flag: Unchecked.
Manual Release Allowed: Unchecked.
This custom hold prevents posting and release can only happen once a VAT line is
added to the invoice.

Custom hold in Italian Language
The user needs to see the hold name in Italian language. For this, a Localization
Descriptive Flexfield is set at the 'Holds and Release Name' window. Seeded List of
Values appears in attributes. Attribute values need to be selected against each custom
hold and release name. Once the attribute value is selected against a hold/release name,
it is not available in the List of Values for further selection.

Query the Custom hold and release name defined and assign the Localization
Descriptive Flexfield values
Navigate to "Invoice Hold and Release Names" window.
Query for the custom holds and release defined.
Place cursor on one hold for example "Payment Terms Hold".
From the Tools menu click on CLE: Italian HOLDS and RELEASES.
Select context value as "IT.HoldTypes.
Repeat similar steps for all custom hold and release names.
Payment Terms Release.
Invoice Without VAT Line.
Invoice With VAT Line.
And select PAYMENT_TERM_HOLD value for Italian Hold Types.

Note: Only one hold type needs to be assigned to each hold name. If
user needs to change the Italian Hold Type, select the desired hold type
from LOV.

Temporary and Permanent Sequence


This definition is required to identify the legal numbering identifier for each document
sequence name. Similarly, this Localization Descriptive Flexfield enables the user to
designate/mark the sequence so that it is used for all VAT transactions.
Here is an example to identify a sequence as VAT sequence.
• Define Sequences in "Document Sequences" window and save. For example:
IT13_Temp and IT13_Perm.

• Place the cursor on IT13_Temp and click on Actions Menu.

• Select "Additional DFF Info on Sequence".

• Select the context as "IT".

For the field: VAT Registered? Select "Yes" and click 'Ok' and save the record.
1. Repeat the above steps for sequence "IT13_Perm" and save the record.

2. Place the cursor on IT13_Perm.

3. From the Actions menu click on "Temporary Document Sequence Number".

4. Select value IT13_Temp and save the record.

When a permanent sequence is assigned the following message shows up.

User has to create an assignment with Permanent Sequence selected and


Ledger for which the temporary document sequence is assigned.

The Sequence (Permanent sequence name defined) is used to assign the Permanent

Sequence Number.

The latest available date for the sequence assigned is given to the invoice with the
possibility to change it and the following message appears:

The current GL date is the Maximum date in the sequence. Do you want to change the
GL Date.

If user opts to change the current GL Date and enters a date that is not a valid VAT
period then the following error message appears:

Please enter the GL date in a Valid VAT Calendar period

If the user enters a GL date that is before previous transactions GL date or a date that is
after the system date, the following message appears:

The GL Date cannot be less than the Maximum GL date available and greater than
system date.

Profile Options:
Set the profile option ‘CLE: Enabling Payment Term Holds and Doc Seq’ to YES.

1. Create a purchase order

2. Receive the goods against purchase order

3. Create an invoice and match the receipt against the invoice.

4. Run CLE Invoice Validation Program

5. Run the Create Accounting program.

CLE Invoice Validation Program

Overview
A new concurrent program 'CLE Invoice Validation Program' is provided as a solution.
User needs to run this program instead of 'Invoice Validation' for offline validations.
When executed, this program generates a report that shows custom hold details
applied/released during invoice validation process.
