About ‘Streetscapes’

Project Streetscapes involves the transfer of services from


Auckland Transport (AT) and Waste Solutions to Community
Facilities (CF). The project was established to recognise the
collective responsibility and collaboration across the road
corridor.

‘Streetscapes’ – the problem, the solution
The services are a variation to the current Full Facilities contract and have been
separated into 'green' and 'clean' with the following services being transferred to
CF:

• Urban mowing
• Rural mowing
• Weed management (including the No Spray Register)
• Vegetation management
• Town centre cleaning
• Street furniture maintenance
• Car park loose litter collection, weed removal and sweeping (except for
designated Auckland Transport transport hubs)
• Bus shelter cleaning
• Loose litter collection
• Street bin emptying
Please note
• Major repairs / renewals to Street Furniture remains with
Auckland Transport i.e. where it has to be replaced or
removed

• Street sweeping and carriage way sweeping remains with


Auckland Transport

• Illegal dumping will be managed by Auckland Council’s


Waste Solutions business unit

• Leaf fall will be done by Auckland Transport in the


carriageways and in arterial, connector and local roads
outside town centres

• Leaf fall will be done by Community Facilities in areas


demarcated A,B,C

• Graffiti will be managed by Arts, Community and Events


(ACE)

• Walkways and cycleways are included in Streetscapes


Go-live dates
• 1 April 2019 - Green:
Berm mowing, edging and weed management, and vegetation
management goes live (transitions from Auckland Transport to
Community Facilities’ Full Facilities Suppliers)

• 1 July 2019 - Clean:

Town Centres – cleaning and loose litter collection and street bin emptying
• The Unitary Plan mapping has been applied to demarcate areas comprising the CBD,
City / Town centres, neighbourhood centres
• Most sites have been accordingly remapped, and service levels reviewed and applied

The entire region has been

Note that in A town centres alone, 150% more area is to be cleaned


Streetscape service levels

A
‘A’ areas: Key retail frontage. These are streets within City and Town Centres that are the focus for
retail, entertainment, and tourist activity in commercial centres. These have high volumes of
pedestrian traffic, for example, but not limited to, students, customers, employees/owners of
commercial businesses, or tourists, and require a high level of cleanliness to align to the needs of
users and the profile of these sites. These areas must be kept clean so that outcomes are
achieved at all times. This may require foot orderlies to achieve the necessary standards.

‘B’ areas: General Commercial Frontage. These are all other streets within City and Town Centres which
support the role Key Retail Frontage areas. These must be cleaned often enough so that the
presentation of the street environment and assets does not detract from the amenity of the area at
the start and for the duration of core hours of use, and are in line with the demands of the users and
the profile of the site.

c ‘C’ areas: Residential and commercial areas include streets not in designated City and Town Centre areas
that have Minor Shopping Centres that provide a specific service to the immediate community.

What now?

CF will continue to mow all home owners berms that


are currently
on the asset data provided by Auckland Transport.
If the property does not appear on the list, it will be
assessed at the time.

Exemption can be applied for this via Auckland


Transport.

Hence – the status quo remains for the first year

• Auckland Council is taking over the service of edging and weed management
on roadside berms from Auckland Transport in April 2019.

• The budget to maintain the assets is moving to Auckland Council but the assets
remain with Auckland Transport.

foliar spray e.g. biosafe

Weed Management methodologies
• For the first year of Streetscapes, CF will continue to use the
methodologies being used by Auckland Transport

• This will be reviewed with a regional approach being investigated

• Local boards have been advised they can ‘top up’ if they wish to
change the methodology.

• However, Community Facilities would encourage that the status


quo remain for the time being
