Re: Request for Opinion — MLA Ravi Kahlon Conflict of Interest
Today it was revealed that the Member of the Legislative Assembly for Delta North, Mr. Ravi Kahlon, has an
immediate family member who owns a taxi license with Bluebird Cabs in Victoria, British Columbia. Mr. Kahlon also
serves on the Select Standing Committee on Crown Corporations which, according to a news release on November
23°, 2018, was tasked by the Minister of Transportation and Infrastructure to: “..be authorized to examine, inquire
into and make recommendations on regulations regarding app-based ride-hailing. The committee will be authorized to
meet for up to three days to hear and will be able to hear from witnesses.” I am writing to you today to inquire as to
‘whether Mr. Kahlon requested a ruling on whether this constitutes a conflict of interest.
If the MLA for Delta North has done so, we believe itis in the interests of the Legislative Assembly as well as the
public to know the conclusions of the Conflict of Interest Commissioner now that the information has come to light.
Ifthe MLA for Delta North has failed to request a ruling on whether this constitutes a conflict of interest, then in our
capacity as a Members of the Legislative Assembly of British Columbia on the Select Standing Committee on Crown
Corporations, we seek your formal opinion pursuant to the Member’s Conflict of Interest Act with respect to the
following question:
Does the participation by a member in shaping and influencing recommendations to the Legislative Assembly
on ridesharing in British Columbia through the Select Standing Committee on Crown Corporations constitute
a conflict of interest within the meaning of the Members Conflict of Interest Act in circumstances where an
immediate family member holds ownership of a taxi license or taxi licenses?
