Hurricane Rita primarily affected most of the Town of Lake Charles’ most breath taking
scenery. Due to the unfortunate circumstance, crews were hard at work to collect the trees that
were on top of homes and scattered throughout the area. Hurricane Rita affected a large
majority of the external environmental factors. However, in my opinion, it affected society the
most. Due to the hurricane damaging a major part of the town, this puts the residents of this
town at a huge health risk if not assisted as soon as possible, people without jobs for a while,
which starts to create a full circle of problems that will eventually tear down the town’s society.
Based on the point at the top, we can see that this environmental factors were affected to the town
especially to the employer and employee. The changes of this work routine was affected to this
disaster.
2. How were the HR functions affected by Hurricane Rita?

•“Compensation scales that were in use before the Hurricane


had to be thrown out and new plans implemented.”
COMPENSATION •Compensation is a systematic approach to providing monetary
value to employees in exchange for work performed that may
achieve several purposes assisting in recruitment, job
performance, and job satisfaction. Compensation is affected by
Hurricane Rita when the use before the Hurricane had to be
thrown out and new plans implemented. This shows that the
companies that involve with this disaster have to implement
their new compensation plans. They have to provide
compensation that can attract qualified people that have skill
that they need to work in their company. This qualified people
will do a better job.

•“Months after Hurricane Rita struck, large and small


businesses were still frantically trying to find workers so they
STAFFING could start up again. It appeared that every business in the town
had a “Help Wanted” sign out front. Individuals who wanted a
job could get one and could command a premium salary.”
•Staffing is the employment recruitment, screening and
selection process performed within an organization or business
to fill job openings. Staffing process is under human resources
department.
•Staffing process is affected by Hurricane Rita when all the
large and small business have to find workers immediately so
that they can start up their business again. Their human resource
department must list down how many staff that they need and
what kind of skills that they want.
•“Restaurants that remained open often had a much younger
staff,and it was evident that the managers and assistant
managers were working overtime to train this new workers.
Restaurant patrons had to learn patience because there would
be mistakes by these eager,but largely untrained workers.”
•Human resource management regards training as a function

job performance of individuals and groups in organizational
settings. Training and development can be described as "an
educational process which involves the sharpening of skills,
concepts, changing of attitude and gaining more knowledge to
enhance the performance of employees.
•Training function is affected by Hurricane Rita when many of
business have to employ new workers and most of them are
young workers.

•Employers often had to bus employees from locations not


affected by the hurricane each morning and returned them at

•Human resources professionals play an important role in
ensuring employee health and safety, as they know the
workplace, the employees and their job demands. While human
resources professionals are not expected to know the technical
aspects of health and safety, they should know when and how
to use existing resources to respond to employee concerns.
•Safety and health is affected by Hurricane Rita when
employers have to make sure their employees safety by taking
them from their place to workplace and also send them back
after work.

a. Lack of worker

Due to large amount of worker needed for the company to start up again the company

willing bussed in employees from other areas (district or cities) every morning to work

and returned them at night. Logically the companies will spending a lot of money for

the busses and even give them high income.

b. Hiring Method

From the case the Human Resources department simply hires the workers and the

workers also could command a premium salary as long as the worker wants the job and

work with the companies. The companies didn’t care either the workers that they hire

have the proper qualification or skill as long as they can filling up the gaps they wanted.

This hiring method only causes the company become even worse in the near future.

Without a good qualification, skill and untrained worker the company cannot forecast

the company will have better future, the most important thing the company do is hiring

a workers that can meet the situation that happen internally and externally of the

company.
c. Find workers on volunteer

As we already know that Human Resource Management are one of the main department

that really important in organization. All company must have HR Department so that

their companies are more organized and structured. In Hurricane Rita case, HR

Management surely responsible to solve the problems especially problems regarding

their workers. First of all, HR are responsible in finding workers that can do

volunteering works. The effect of disaster can cause additional problems that last after

the disaster is done, including problems with infrastructure and the environment

surrounding the company. Due to that, we need workers to help in cleaning and

renovating the building, so that the company can operating back as soon as possible.

d. Train this employees

Next the practices that can be adapted which is future plan in a organization. First, make

sure people are safe in every situation. Awareness of the employeess’s health are

needed so that the employees can do better in each task that they get. Next cut the people

who are have some slack, whom cannot give their commitment in the organization.

Then, make manager and HR staff available. And last but not least, hire the new people

for the right position. This will lead to the increasing in quality of the job and also the

result.

e. Manager is responsible to send and take them to work safely

Besides, HR Management also responsible in providing transportation to the

employees. They should transport employees to and from industrial production sites,

transport visitors to and from company sites and lastly transport employees

to occasional events such as sales events. These are done to protecting the employees

and keeping them safely whenever they work at the company.


f. Salary

Salary growth among human resources relies on capitalizing on the heightened need for

specialized skills. In other words, educated and trained human resource management

who can cultivate the employer-employee relationship and locate and retain the best

and brightest talent are, perhaps, a company’s most valuable resource. The value these

skilled managers bring to their enterprises is evident in the level of compensation they

are awarded.
4. Conclusion

Based on the Hurricane Rita incident that struck Lake Charles in southwest Louisiana, it
affects the Human Resource function there with some environment factors like Unanticipated
Events that occur in the environment that cannot be foreseen. From this Hurricane Rita disaster
happened it cause major modifications in the performance of many Human Resource functions
in southwest Louisiana. Another factor is the economy factor, after the disaster happened, it
will affect the economy of the region. Because of that the country that experienced a disaster
should recover slowly. As well as labor market factor that makes the potential to get employee
also will impacts to every aspect of Human Resource because the labor market is always
changing. For an example, after a disaster every firm and company were facing with issue on
recruiting employee it will really difficult to hire employee after the incident occurs. The last
factor is unions that create an effect that changing wages salary levels and the working hours
because they should do recovery jobs.

The Human Resource functions affected by Hurricane Rita in some fields, the first is
compensation, it is a systematic approach to providing monetary value to employees in

The Human Resource situations described regarding Hurricane Rita would be typical in a
disaster because Human Resource Management needs to react with this unpredictable
situations, the managements will always facing with changes and new challenges, the Human
Resource Management need to train the employees in the business and train them how to face
the disaster and is responsible in making sure that their workers is in good condition.
