New Delhi, the 20th February, 2013

In exercise of the powers conferred by section 9 and-sub-section (5) of section 11 read with
No. N-101412013-PPC.-
clause (d) of sub-section (2) of section 33 of the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 {25 of 1990)
and in supersession of the Prasar Bharati (Broadcasting Corporation of India) (Junior Administrative and Allied posts)

Service Regulations, 2002, in so far as it relates to the post of Head Clerk/ Assistant, except as respects things done or
omitted to be done before such supersession, the Prasar Bharati {Broadcasting Corporation of India), with the prior
approval of the Central Government, hereby makes the following regulations, namely:-

1. Short title and commencement- (1) These regulations may be called the Prasar Bharati (Broadcasting Corporation of
India) {Head Clerk/ Assistant) Recruitment Regulations, 2013. I
(2) They shall come into force on the date of their publication in the Official Gazette. ..

2. Number of posts, Pay Band and Grade Pay or Pay Scale - The number of said post, its pay band and grade pay
or pay scale shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations.

3. Method of recruitment, age limit, qualifications, etc. - The method of recruitment, age limit, qualifications and other
matters relating to the said post shall be as specified in columns 5 to 12 of the said Schedule.

4. Seniority - The inter-se seniority of Head Clerks/ Assistants who are appointed under these regulations shaU be in
.. accordance with the general instructions issued by the Department of Personnel and Training from time to time.

5. Disqualification - No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b)
who, having a spouse living, has entered into or contracted a marriage with any per~on ,
shall be eligible for appointment to the said post:

Provided that the Corporation may, if satisfied that such marriag·e is permissible under the personal law applicable
to such person and the other party to the marriage, and that there are grounds for so doing, exempt any person from the
operation of this regulation. ~

6. Age relaxation for casual assignees - The casual assignees working in the Stations or Kendras of All India Radio and
Doordarshan performing the duties of Head Clerk/ Assistant shall be eligible for relaxation of age for direct recruitment to ~
the extent of their services rendered as Head Clerk/ Assistant on casual basis; 0 .,,

Provided that a minimum of one hundred and twenty days service in a calendar year shall be reckoned as one year
service. >

Explanation - It is hereby clarified that for determining the extent of service rendered for the purpose of this regulation,
engagement for a total minimum period of one hundred and twenty days in one calendar year as Head Clerk/ Assistant on

7. Power to relax-Where the Corporation is of the opinion that it is necessary or expedient so to do, it may, by order, for
reasons to be recorded in writing, and in consultation with the Prasar Bharati Recruitment Board, and with the prior
approval-of Central Government, relax any of the provisions of these regulations with respect to any class or category of
persons.

8. Saving - Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions requir:ed ~ -I •
to be provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special
categories of persons, in accordance with the orders issued by the Government from time to time in thi~ regard. lri
