1. INTRODUCTION
This document is the Product Assurance Plan of
INPE for the Data Collecting Satellites of the "Missao
Espacial Completa Brasileira" (MECB).
This plan presents the Product Assurance
Management organization and activities carried out at INPE.
The Product Assurance group is supported in
all activities by INPE experts of each organization involved
in the satellite production.
Implementation of this plan is under the
direction of the Program Manager and the Program Product
Assurance Responsible. There is a coordinated relationship
between the Product Assurance Group and each organization
supporting the Program.
Appropriate requirements of the Product
Assurance Requirements are applied to each organization
supporting the Program and to INPE's Suppliers and
Contractors.
2. APPLICABLE DOCUMENTS
The following documents, in their latest
revisions, shall form a part of the Product Assurance Plan to
the extent applicable.

PRODUCT ASSURANCE ORGANIZATION AND MANAGEMENT PLAN
3.1 - OBJECTIVES
The objectives of Product Assurance Program
are:
a) To define and implement tasks to ensure that each
item of equipment is designed, manufactured, tested
and delivered in such a manner that the probability
of successful operation (Reliability) is not less
than required by the performance specification.
b) To provide emphasis on the selection, application,
evaluation and control of parts, materials and
processes with close monitoring program to ensure
e conformance to requirements.
¢) To ensure implementation of failure reporting at
all levels of test, and to conduct the necessary
efforts to report, document, analyze and close
failures.
4) To identify and integrate quality assurance and
process controls into manufacturing and testing in
order to ensure that design reliability is not
compromised or degraded.

mission success criteria, the equipment operating cycle,
stress analysis, the mission time, and the environmental
factors considered. These analyses shall ensure that the
chosen configuration meets the reliability requirements.
3.5 - PARTS DERATING AND STRESS ANALYSES
All electronic and electromechanical parts
shall be derated in accordance with AD8.
A parts application derating analysis shall be
prepared to indicate actual stress and the relative derating
of each part. This analysis shall encompass an analysis of
each electrical part application to determine that the
required steady state derating levels of applied voltage,
current, temperature, and power dissipation have not been
exceeded. Transients shall be considered to ensure that no
part is overstressed. Exceptions to the part application
aerating policy shall be presented at Design Reviews.
Reliability and cognizant subsystem personnel shall work
closely to assure early detection of possible exceptions and
implementation of alternatives which minimize the number of
parts which exceed the derating policy. The results of the
stress derating analyses shall be used as an input for
Reliability prediction for Critical Design Reviews.
4.3.6 - FAILURE RATE DATA
Failure rates used in reliability analysis
shall be in accordance with AD6, They are assummed to be
constant for all electronic equipments that have only an
energized (power-on) operation mode during tho system
mission. The effective time considered to their reliablity
prediction shall be equal to the system mission. Electronic
equipments which have power-on-off cycling operations mode
during the system mission, shall use the procedure depicted
from a) to c) bellow in order to predict their reliability.
