It gives me immense pleasure to present the Annual Report of Godavari River Management
Board (GRMB) for the year 2017-18. The Report gives a comprehensive overview of roles and
responsibilities of GRMB in the field of water resources development, particularly appraisal of
projects, regulation of water and power between the States of Andhra Pradesh & Telangana.
GRMB was constituted in 2014 by the Government of India as an autonomous body under the
Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD &
GR) in pursuance of AP Reorganisation Act, 2014. GRMB is funded by the States of Andhra
Pradesh and Telangana.

As a part of its mandate, GRMB makes technical appraisal of DPRs of Irrigation Projects in
the light of GWDT Award for giving technical clearance to new projects in Godavari River
basin.

Over the past one year, GRMB has grown in strength and functionality. More officers –
Member, Expert Member and Under Secretary (Finance) have joined the organisation
enhancing its strength to better run its technical, electrical & finance units. Also, the consensus
and cooperation of the concerned State Governments has played an important role in making
policy decisions of the Board.

I would like to assert that despite constraints, the performance of GRMB, during the year
2017-18, has been quite encouraging and I would like to appreciate the consistent efforts by
the Members, all officers and the employees for the good job done by them. I would also like
to thank the Hon’ble Minister of Irrigation, GoT, Hon’ble Minister of Irrigation, GoAP, Special
Chief Secretary, Government of Telangana, Secretary to the Government of Andhra Pradesh,
ENC, I & CAD, GoT and ENC, WRD, GoAP for their kind support, encouragement, advice
and for having actively participated in and contributed to the success of GRMB.

GRMB still has to go a long way for which I seek active cooperation of all the Members and
Officers of the Board.

I thankfully acknowledge the untiring efforts of the all the Members, officers and staff of the
Board.

I am pleased to present the annual report of GRMB for the year 2017-18.

HIGHLIGHTS OF THE YEAR 2017-18
 5th and 6th Board Meetings of GRMB were held on 21-07-2017 and 12-12-2017
respectively.
 The logo of GRMB was designed and approved in the 5th Board Meeting.
 It was decided to build up a Reserve Fund of Rs. 10 Crores, out of the savings, up to a
maximum of Rs.1 Crore per year.
 25 posts were created in GRMB, to be filled up on deputation.
 GRMB hosted its website successfully at National Informatics Centre (NIC) with the
domain name (http://grmb.gov.in).
 GRMB Recruitment Rules-2017 and GRMB Working Manual- 2017 were approved.
 Login credentials were issued to Project authorities of Irrigation projects of GoT for
uploading data directly on GRMB website.
 Various awareness programmes of GoI such as Swachhta Pakhwada, Vigilance
Awareness Week etc., were carried out in GRMB.
 Women cell was constituted to address the complaints of women working in GRMB.
 Filing system was reviewed and modified.
 A committee was constituted to suggest suitable locations and technical specifications
of the instruments for installation of telemetry system in Godavari basin in AP & TS.
Two meetings were held by the committee on 29-01-2018 and 27-03-2018 to identify
suitable locations.
 In the “First Regional Conference of Southern States on Water Resources” held on 20-02-2018
at Hyderabad, the issue of notification of the jurisdiction of the Board was discussed.
 CWC furnished the list of projects (15 Major Projects and 14 Medium Projects) of AP
& TS, approved by TAC since 2000.
 A concept note on water sharing was submitted to MoWR, RD & GR in November
2017, to facilitate Godavari water sharing between GoAP & GoT.
 Field visits to Major projects i.e. Indira Sagar Polavaram Project, Pattiseema LIS,
Chintalapudi LIS, Tadipudi LIS, Thota Venkatachalam Pushkara LIS, Thammileru
aqueduct, Sir Arthur Cotton Barrage, Prakasham Barrage, Pavitrasangam
Purushothapatnam LIS in Andhra Pradesh and Yellampalli Barrage, Kaleswaram
project, Lower Manair project in Telangana State (TS) were undertaken by the

Chairman, GRMB, accompanied by Member Secretary, Member and other Technical
Officers.
 GRMB informed Chief Engineer, Project Appraisal Organisation (PAO), CWC that the
technical clearance of Kaleswaram Project cannot be taken up by GRMB in absence of
approved water sharing between AP & TS.
 A copy of DPR volumes - II & III of Pattiseema LIS were received by this office in
December, 2017.
 DPRs of Chintalapudi LIS, Purushothampatnam LIS (AP) and Sita Rama Lift Irrigation
Project (TS) were not received.
 The technical clearance of Middle Kolab Multipurpose Project (Odisha) was taken up.
 The Budget estimate of Rs.6.50 Crore, for the FY: 2017-18, was approved.
 GRMB commenced buying goods for office use from Government e-Marketplace
(GeM).
 The officers of the Board participated in various meetings /committees/conferences for
getting exposure to new ideas / technological developments in the different fields of
water resources.
 Two Training programmes namely “Water Governance” and “Trans- Boundary Water
Resources-Conflict to Co-operation”, conducted by National Water Academy, Pune
were attended by GRMB officers.
 Chairman, GRMB delivered lecture on “Experiences of Godavari River Management
Board” at National Water Academy, CWC, Pune, as a guest faculty in a training
programme on “Trans-boundary water Resources – Conflict to Co-operation”
 Chairman, GRMB delivered 33rd Dr. M. Visvesvaraya Memorial Endowment
Lecture at Institute of Water Studies, Tharamani, Chennai.

Chapter – I

GODAVARI RIVER

1.1 HISTORY
The Godavari River is the largest in peninsular India and named as the 'Dakshina
Ganga' - the South Ganges River. The Godavari Basin is the second largest basin and
accounts for nearly 9.50% of the total geographical area of the country.

The River originates 80 kilometres from the Arabian Sea in the Western Ghats of
Central India from Brahmagiri near Trimbakeshwar near district Nashik in
Maharashtra at an elevation of about 1067 m. The Godavari and its tributaries are an
interstate river system, traverse through the states of Maharashtra, Telangana, Andhra
Pradesh, Chhattisgarh, Odisha, Madhya Pradesh and Karnataka for a length of about
1465 km and finally drain into the Bay of Bengal at Antarvedi, East Godavari, Andhra
Pradesh. At Dowlaiswaram the river divides into two branches, the Gautami and
Vasishta. Between the two lies the Godavari Central delta. The length of Godavari
River in Andhra Pradesh and Telangana is about 772 km. The Godavari River has a
drainage area of 3,12,812 Sq.km.

1.2 SECTIONS
The River basin is considered to be divided into 3 sections:
• Upper Godavari (source to confluence with Manjira),
• Middle Godavari (between confluence of Manjira and Pranahitha) and
• Lower Godavari (Pranahitha confluence to mouth of the Sea).

1.3 TRIBUTARIES
The principal tributaries of River Godavari are:
• Left Side of the River: Wainganga, Kadva, Shivana, Purna, Kadam,
Pranhita, Indravati, Taliperu & Sabari.

• Right Side of the River: Nasardi, Darna, Pravara, Sindphana, Manjira,


Manair & Kinnerasani.

Pranhita is the largest tributary covering about 34% of its drainage basin. Though the river
proper flows only for 113 km, by virtue of its extensive tributaries Wardha, Wainganga,
Penganga, the sub-basin drains all of Vidharba region as well as the southern slopes of
the Satpura Ranges. Indravati is the 2nd largest tributary, known as the "lifeline" of the
Kalahandi, Nabarangapur of Odisha & Bastar district of Chhattisgarh. Manjira (724 km)
is the longest tributary and joins Godavari after passing through the Nizam Sagar. Purna
is a prime river in the water scarce Marathwada region of Maharashtra.

Chapter – II

AN OVERVIEW

2.1 APEX COUNCIL


In pursuance of Section 84(1) of Andhra Pradesh Reorganisation Act, 2014, the Central
Government constituted an Apex Council for the supervision of the functioning of
GRMB with Minister of Water Resources, Government of India as Chairperson and
Chief Ministers of Telangana and Andhra Pradesh as Members.

 Functions of the Apex Council:

• Supervision of the functioning of the GRMB;


• Planning and approval of proposals for construction of new projects, if any, based
on Godavari river water, after getting the proposal appraised and recommended by
the Board and by the Central Water Commission, wherever required;
• Resolution of any dispute amicably arising out of the sharing of river waters
through negotiations and mutual agreement between the States of Telangana and
Andhra Pradesh.

2.2 CONSTITUTION OF GRMB


By the Resolution of the Central Government for the bifurcation of the then State of
Andhra Pradesh into the States of Telangana and Andhra Pradesh, the Andhra Pradesh
Re-organisation Act, 2014 was promulgated in Parliament and under the Presidential
Orders, Ministry of Law and Justice published the Act vide Gazette No.6 of 2014 on
1st March, 2014.

Consequent upon bifurcation of the State, it became mandatory to share of water of


both major rivers of Godavari and Krishna between the two successor States –
Telangana and Andhra Pradesh as per allocations of GWDT, KWDT and ISWDA,
1956 and to look into the matters connected with projects on river Godavari and
Krishna of both the States.

In view of the warranted situation, in exercise of the powers conferred by Sub-Sections


(1), (4) and (5) of the Section 85 of A.P. Reorganisation Act, 2014 (part IX), the Central
Government constituted Godavari River Management Board with autonomous status
under the administrative control of the Central Government vide Ministry of Water
Resources Notification dated 28th May, 2014 for the administration, regulation,
maintenance and operation of such projects, as may be notified by the Central
Government from time to time.

2.2.1 Constitution of the Board
In pursuance of Gazette of India Notified by Ministry of Water Resources, RD & GR
dated 28th May, 2014, the Central Government appointed the following Chairperson
and Members for Godavari River Management Board:

(1) An officer of the level of Additional Secretary - Chairperson


to the Government of India from the Central
Water Engineering (Group ‘A’) Service

(2) Two members, to be nominated by each of the - Members


successor States of Telangana and Andhra
Pradesh, of which one shall be the technical
member not below the rank of Chief Engineer
and the other administrative member to
represent the concerned States.

(3) One expert from the Central Power - Members


Engineering (Group ‘A’) Service.

(4) An Officer not below the rank of Chief - Member Secretary


Engineer from the Central Water Engineering
(Group ‘A’) Service.

2.3 HEADQUARTERS
The headquarters of GRMB is at Hyderabad in the State of Telangana in accordance
with Section 85(2) of part IX of A.P. Reorganisation Act, 2014.

2.4 ORGANISATION
In pursuance of Section 86(1), the Board shall employ such staff as it may consider
necessary for the efficient discharge of its functions under A.P. Reorganisation Act,
2014 and such staff shall, at the first instance, be appointed on deputation from the
Government of Telangana and Government of Andhra Pradesh in equal proportion and
absorbed permanently in the Board.

2.5 BUDGETARY FUNDS


In pursuance of Section 86(2) of the A.P. Reorganisation Act, 2014, Government of
Telangana and Government of Andhra Pradesh shall at all times provide the necessary
funds to the Board to meet all expenses required for the discharge of its functions.

Chapter – III

FUNCTIONS OF THE BOARD

3.1 FUNCTIONS OF GRMB


GRMB is vested with the general responsibility in coordinating with the State
Governments concerned regarding the regulation, maintenance, operation of water and
power.

3.1.1 The important functions of the Board laid down in the Act are: -
(a) the regulation of supply of water from the projects to the successor States
having regard to ––
(i) Awards granted by the Tribunals constituted under the Inter-State
River Water Disputes Act, 1956;
(ii) Any agreement entered into or arrangement made covering the Government
of existing State of Andhra Pradesh and any other State or Union territory;
(b) the regulation of supply of power generated to the authority in-charge of the
distribution of power having regard to any agreement entered into or
arrangement made covering the Government of the existing State of Andhra
Pradesh and any other State or Union territory;
(c) the construction of such of the remaining on-going or new works connected
with the development of the water resources projects relating to the rivers or
their tributaries through the successor States as the Central Government may
specify by notification in the Official Gazette;
(d) making an appraisal of any proposal for construction of new projects on
Godavari river and giving technical clearance, after satisfying that such projects
do not negatively impact the availability of water as per the awards of the
Tribunals constituted under the Inter-State River Water Disputes Act, 1956 for
the projects already completed or taken up before the appointed day;
(e) such other functions as the Central Government may entrust to it on the basis
of the principles specified in the Eleventh Schedule of A.P. Reorganisation Act,
2014.

3.1.2 Principles governing the functioning of the Board, as applicable to GRMB, as per the
Eleventh Schedule are:

1. In the event of conflicting demand of water for irrigation and power, the requirement
of water for irrigation shall take precedence.
2. In the event of conflicting demand of water for irrigation and drinking water, the
requirement of water for drinking water purpose shall take precedence.

3. The allocations made by the River Water Tribunals with regard to various projects on
Godavari River or for the regions of the existing State of Andhra Pradesh, in respect
of assured water shall remain the same.
4. Allocations, if any, to be made on excess flows by any Tribunal in future shall be
binding on both the States of Telangana and Andhra Pradesh.
5. While the Governments of Telangana and Andhra Pradesh shall be responsible for
managing natural calamities, the Board shall advise the two State Governments on the
management of disaster or drought or flood in the river of Godavari, particularly in
reference to the release of water for the management and mitigation of the natural
calamities. The Boards shall have the full authority to get their orders implemented
by the two State Governments promptly and effectively in respect of operation of the
head works of the dams, reservoirs or head works of canals and works appurtenant
thereto including the hydel power projects, as notified by the Central Government, on
Godavari Rivers.
6. No new projects based on water resources arrived at based on appropriate
dependability criteria on Godavari River can be taken up by the State of Telangana or
the State of Andhra Pradesh without obtaining sanction from the Apex Council on
River water resources. All such proposals shall be first appraised and technically
cleared by the Board, before sanction by the said Apex Council.
7. Execution of ongoing projects and future new projects on Godavari River shall be the
responsibility of the State Government concerned where the project is located.
8. In case of non-implementation of the decision by either of the States, the defaulting
State shall bear the responsibility and shall face financial and other penalties imposed
by the Central Government.

In the discharge of its assigned functions, the Board exercises the powers conferred by
the Section 88 of the A. P. Reorganisation Act, 2014 to make regulations consistent with
the Act.

4.2 FUNCTIONS & POWERS


The functions and powers of Chairman and Members are as under:

CHAIRMAN
The Chairman is the Head of the Organisation. He interacts with the State and Central
Government authorities; chairs the Board Meetings and provides directions to set up
organisational goals; has full powers for approving the administrative and technical
estimates of the Board; has full powers to re-appropriate the budget from one sub-head
to other; oversees and reviews the overall performance of various Units of the
Organisation.

MEMBER SECRETARY
Responsible for overall planning and managing all administrative and financial matters
of the organisation; organising the Board Meetings; authenticate and communicate all
orders, sanctions and decisions of the Board; preparation of Annual report; formulation
of the annual budget; e-governance and all other functions as assigned by the Chairman.
He has been delegated financial powers up to Rs. 10 lakhs, by the Chairman.

EXPERT MEMBER
Responsible for regulation of supply of power as per provisions in the Act, collection
of power related data, preparation of power use account, policy document on power,
monitoring generation and distribution of power and advise the Board on all power
related issues and any other matters as assigned by the Chairman.

MEMBER
Responsible for providing guidance and support in appraisal of new projects; collection
of hydrological and hydro-meteorological data; interacting with the States for technical
and operational requirements of projects; regulation of supply of water as per provisions

of the Act; preparation of policy document on water; inspection of projects;
management and mitigation of natural calamities; projects maintenance, operations,
modernisation; dam safety, improving water use efficiency of the projects as notified

assigned by the Chairman.

Chapter - V

MEETINGS
5.1 BOARD MEETINGS
Two Board meetings of GRMB were held during 2017-18. The details are given below:

The 5th Board meeting of GRMB was held on 21-07-2017 under the Chairmanship of
Shri. H K Sahu, Chairman, GRMB at Conference Hall, 5th Floor, Jalasoudha, Errum
Manzil, Hyderabad. Detailed deliberations were held on various agenda items and the
following important decisions were taken in the Meeting:

 Reserve Fund: It was decided that the Board shall gradually build up the
Reserve Fund, out of the savings from approved/allocated budget, subject to a
maximum of Rs.1 Crore per year to make a Reserve Fund of up to Rs.10 Crore.

 Grant -in -Aid General: It was decided that the Board may request MoWR, RD
& GR to consider the Grant-in-Aid General of Rs.1 Crore as contribution of the
Central Government as seed money for the Board.

 Budget: It was decided that the budget allocation to the Board is to be met by
both the State Governments i.e. Telangana & Andhra Pradesh on 50:50 basis.

 Logo for GRMB: The Logo for GRMB was approved. The theme of the logo
includes hydrological cycle, irrigation project, power lines, drinking water and
crops.

 Structure of the Secretariat: 25 posts were created to be filled on deputation.


(10 posts each from Govt. of Telangana and govt. of Andhra Pradesh and 05
posts from Central Govt.)

 Authenticated data: Both the State Govts. agreed to provide the list of projects
and corresponding project authorities to GRMB for creating login credentials to
enable State Governments to upload data of their respective projects directly in
the website of GRMB.
The 6th Board Meeting was held on 12-12-2017 under the Chairmanship of
Shri. H K Sahu, Chairman, GRMB at Conference Hall, 5th Floor, Jalasoudha, Errum
Manzil, Hyderabad.

The important decisions taken in the Meeting are summarized below:


 Grant-in-Aid General: It was decided that Grant-in-Aid General provided to
GRMB by the Central Government (with the condition of returning the same
after the State Governments contribute fund to GRMB) be retained by the Board
till the Reserve Fund is built up.

 05 posts from Central Govt.: Keeping in view the necessity of having officers
from Central Services, it was decided that MoWR may be approached to
consider deputation of 05 personnel from Central Govt.

 Recruitment Rules: ‘GRMB Recruitment Rules-2017’ were approved for 20


nos. of posts.

 Air travel by private Airlines: Chairman, GRMB was empowered to allow all
gazetted officers working in GRMB to travel by private airlines also in case of
exigencies of work.

 Casual Leaves/ Restricted Holidays: In view of five days-a-week working


schedule in GRMB and to maintain uniformity of admissible leaves/holidays
among Central/State Govt. employees, 10 Casual leaves and 02 Restricted/
Optional holidays were allowed, in a calendar year.

 Working Manual: ‘GRMB Working Manual-2017’ was approved.

 Authenticated data: GRMB communicated the login credentials to the


authorised project authorities of GoT and requested GoAP to provide the list of
projects and respective project authorities for assigning login details.

 TAC Notes/Project data: GRMB requested both the State Governments of


Andhra Pradesh and Telangana to provide whatever details available with them
including TAC Notes to GRMB to create data bank in GRMB.

 Middle Kolab Project: GRMB requested both the Govts. to furnish observations
on Middle Kolab Multi-purpose project (Odisha) to process the Technical
Clearance by GRMB.

 Telemetry: The Board accorded in-principal approval for installation of


Telemetry System/Automatic Data Acquisition System to acquire Real Time
data of Projects/Reservoirs in Godavari basin of Telangana and Andhra Pradesh
and for constitution of Three Member Committee comprising of one member
each from both the States and GRMB.

5.2 MEETINGS WITH STATE GOVERNMENTS


1) Chairman, GRMB held a meeting with ENC (I) & (AW), WRD, GoAP at
Vijayawada on 07-10-2017 regarding pending issues such as furnishing Project
details of Major & Medium Irrigation projects, DPRs, copy of approved TAC
Notes etc. pertaining to Andhra Pradesh.

2) Chairman, GRMB also held a meeting with the Special Chief Secretary and
Engineer-in-Chief, I & CAD Dept., GoT on 20-10-2017 in Hyderabad regarding
pending issues such as furnishing project details of Major & Medium Irrigation
projects, DPRs, copy of approved TAC Notes etc. pertaining to Telangana State.

3) The 1st meeting of the Three Member Committee on Telemetry held on 29-01-2018
in GRMB office to identify location of probable Telemetry stations in Godavari
basin.

4) The 2nd meeting of the Three Member Committee on Telemetry was held on
27-03-2018 in GRMB office. The Committee held discussions for fine tuning the
list of location of probable Telemetry stations in Godavari basin.

5.3 MEETINGS IN MOWR, RD & GR


1) Chairman, GRMB attended the meeting held by Shri U P Singh, Secretary,
Ministry of Water Resources, RD&GR on 09-02-2018 at New Delhi to discuss
Jurisdiction of GRMB & KRMB and other related issues pertaining to the Boards.

2) Chairman, GRMB attended the meeting held by Shri U P Singh, Secretary,


Ministry of Water Resources, RD&GR on 15-02-2018 at New Delhi to discuss
various outstanding issues of the States of Telangana and Andhra Pradesh.

3) The Ministry of Water Resources, River Development and Ganga Rejuvenation


organised a “Regional Conference of Southern States on Water Resources” on
20-02-2018 at hotel Vivantha, Begumpet, Hyderabad. The conference was chaired

by Shri Arjun Ram Meghwal, Hon’ble Minister of State (WR, RD & GR) and
Parliamentary Affairs. Five southern states namely, Andhra Pradesh, Karnataka,
Kerala, Tamil Nadu and Telangana, Union Territory of Puducherry represented by
their Hon’ble Ministers/ Principal Secretaries/ Engineer-in-Chiefs of Water
Resources and officers of various departments under MoWR, RD & GR located in
Hyderabad participated in the conference. Chairman, GRMB accompanied by
Member Secretary & Member also attended the conference. The objective of the
conference was to discuss pending inter-state water resources issues.

Chapter - VI

ADMINISTRATION & COORDINATION MATTERS

6.1 DEVELOPMENT OF WEBSITE


The website of GRMB was hosted successfully on 7th June, 2017 under the guidance of
National Informatics Centre (NIC) at NIC with the domain name <http://grmb.gov.in>
and is operational since then. It is maintained by NIC, Hyderabad.
The website gives an overall view of GRMB like constitution, organisation and
functions of GRMB, Agreements, Acts & Awards related to water sharing in Godavari
basin, Annual Report for FY: 2016-17, location details of GRMB office, circulars of
GRMB, photographs of important events, RTI etc.

6.2 e- GOVERNANCE
e-Governance is the application of information and communication technologies to
transform the efficiency, effectiveness, transparency and accountability of
informational and transactional exchanges with in government, between government &
govt. agencies of National, State, Municipal and Local levels, citizen & businesses and
to empower citizens through access & use of information.

Over the years, a large number of initiatives have been undertaken by various State
Governments and Central Ministries to usher in an era of e-Government. e-Governance
in India has steadily evolved from computerization of Government Departments to
initiatives that encapsulate the finer points of Governance, such as citizen centricity,
service orientation and transparency.

The National e-Governance Plan (NeGP), takes a holistic view of e-Governance


initiatives across the country, integrating them into a collective vision, a shared cause.
An initiative driving this growth is the Digital India.

An initiative of Digital India which is adopted by GRMB during the FY:2017-18 is


briefed below.

6.2.1 e-Office
The Government of India, in recognition of the long-felt need for efficiency in
government processes and service delivery mechanisms, has included e-Office as a core
mission mode project (MMP) under the National e-Governance Plan (NeGP). It is
estimated that this MMP has the potential of targeting over 2 lakh users.

For implementation of e-Office in GRMB, Nodal officer has been nominated and
communicated to the Ministry. Further, the implementation of e-Office requires
hardware, software, man power, for which the charges that may incur are huge.

Keeping in view of the staff strength of GRMB and huge expenditure, the Ministry was
requested to create an OU in the instance of MoWR. The response of the Ministry is
awaited.

6.3 GRMB RECRUITMENT RULES- 2017


The ‘GRMB Recruitment Rules-2017’ came into force with effect from 12-12-2017
and the same was communicated to the Board Members as well as Ministry of Water
Resources, RD & GR.
The Recruitment Rules were framed for filling up the posts on 50:50 basis from the
State Governments of Telangana and Andhra Pradesh on deputation except the posts to
be filled by Central Government staff on deputation.

6.4 FILING SYSTEM


The existing filing system since inception of GRMB was reviewed and modified to suit
the needs of organisation and for ease of work. The classification, arrangement and
numbering scheme was adopted in accordance with Record Retention Schedule of
Department of Administrative Reforms and Public Grievances, 2012.

6.5 CORRESPONDENCE WITH MOWR, RD & GR


i. The Ministry was requested for the inclusion of the name of the Organisation –
“Godavari River Management Board” in the list of departments of Ministry’s
website.
ii. In accordance with the decision of the Board, the Ministry was requested to
consider filling up the 05 central posts on deputation from Central Government
keeping in view the necessity of the GOI personnel to fulfil the mandatory
functions of GRMB such as appraisal of the projects, Admin & Financial
matters as per GOI norms etc.
iii. Ministry was requested to consider re-designating Member as “Member (Civil)”
and Expert Member as “Member (Power)” duly taking up the matter with the
Ministry of Power.
iv. Ministry was requested to consider inclusion of Member, GRMB as “Member
of the Board” as most of the work of the Board is of technical nature (dealt by
the Member).
v. GRMB nominated a nodal officer for eHRMS for interacting with the Ministry.
Subsequently Gap Analysis Report was sent to the Ministry for implementation
of eHRMS.
vi. e-Governance cell, MoWR, RD & GR conveyed letter exempting GRMB from
Phase-II for implementation of eHRMS, in October, 2017.

Chapter - VII

FINANCIAL MATTERS

7.1 ACCOUNTS & PROCUREMENT


As per the A.P. Reorganisation Act 2014, the State Governments are required to provide
necessary funds to the Board to meet all expenses and such amounts are to be
apportioned between the States concerned.
As per the decision taken by the Board in the 5th Board Meeting, such amounts shall be
apportioned by 50:50 basis between GoT & GoAP.

Government Procurement - Government e-Marketplace (GeM)


Government created one stop Government e-Marketplace (GeM) to facilitate online
procurement of common use Goods & Services required by various Government
Departments / Organizations / PSUs. GeM enhances transparency, efficiency and speed
in public procurement. It also provides the tools of e-bidding and reverse e-auction as
well as demand aggregation to facilitate the government users to achieve the best value
for the money.
GRMB initiated the process of GeM by registering primary user and secondary users
and now GRMB procures all necessary items through Government e-Marketplace
(GeM).
The major items procured during the financial year 2017-18 are:
i. Computers, Laptop, UPs
ii. Laser printers, printer cum scanners
iii. LED TV,
iv. Refrigerator
v. Printer cartridges

7.2 BUDGET & EXPENDITURE


The budget estimate of Rs. 6.50 Crores was approved by the Board for the
FY: 2017-18. The statement showing the sub-head wise budget estimate and actual
expenditure incurred by the Board during 2017-18 is given at Annexure – III.

7.3 AUDIT
The organisation is required to prepare annual statement of accounts. The account needs
to be audited by the Accountant General.
Accordingly, as per item no. 6.2.1 of SRD of 6th Board Meeting held on 12-12-2017,
the Board decided to get accounts audited annually by a Chartered Accountant
nominated by Principal Accountant General (PAG), Hyderabad.
GRMB has initiated the process of audit of annual accounts for the FY: 2016-17 and
2017-18.

Chapter - VIII

TECHNICAL MATTERS

8.1 LIST OF PROJECTS APPROVED BY TAC OF MoWR, RD & GR


Board Office requested Central Water Commission, State Governments of AP & TS to
furnish the list of projects in Godavari basin approved by Technical Appraisal
Commission (TAC). A list of projects approved since 2000 in both the States of AP &
TS has been furnished by CWC. The list consists of 15 Major Projects and 14 Medium
Projects.

8.2 WATER SHARING IN GODAVARI BASIN


For sharing of Godavari water between the States of Andhra Pradesh and Telangana,
there have to be agreements, or the Awards granted by Tribunal so that GRMB may
discharge its functions as per Section 85 (8) and principle 7 laid down in Eleventh
Schedule of A.P. Reorganisation Act, 2014.
MoWR, RD&GR was requested on 29-05-2017 that a meeting between the party States
may be convened, at the earliest, to decide upon the following matters so as to enable
GRMB to discharge its functions as per the Act:

(i) Both the party States may be advised to come up with proposals for sharing of
Godavari water on terms mutually agreed upon and, then enter into an
Agreement.
(ii) In the event that such an Agreement could not be entered into, a tribunal may be
appointed for sharing of Godavari water/power between the States of Govt. of
Andhra Pradesh and Govt. of Telangana.
On the request of MoWR, RD & GR, a concept note on water sharing was also furnished
in November, 2017 for taking necessary action.

8.3 LIST OF PROJECTS SUBMITTED TO GROUP OF MINISTERS BY


ERSTWHILE AP AT THE TIME OF BIFURCATION
GRMB requested Commissioner (SPR), MoWR on 28-12-2017 to furnish the list of
projects submitted by erstwhile Andhra Pradesh to the Group of Ministers constituted
by Cabinet at the time of bifurcation of Andhra Pradesh.

8.4 APEX COUNCIL


Government of Andhra Pradesh, vide their letter dated 28-05-2016, requested
MoWR, RD & GR to convene a meeting of the Apex Council and to ensure that all
works of new projects taken up by GoTS are put on hold until the issue (sharing of
water) is resolved.

The first meeting of the Apex Council was held on 21-09-2016 wherein the following
decision was taken:
“Agenda Item No.1: Due to divergent position taken by the two States
on this item, convene Apex Council meeting as and when required to
resolve issues raised of both the States”.
Government of Telangana requested MoWR, RD & GR, vide their letter dated
28-07-2017, to convene Apex Council meeting to advise the GoAP to restrain from the
construction of new projects and to review progress of Telangana getting its rightful
share in Krishna water due to diversion of Godavari water to Krishna River by AP.

MoWR, RD & GR vide their letter dated 23-08-2017, referring the GoT letter as
mentioned above, requested GRMB to furnish the view/ comments on the same.

GRMB submitted its views and requested MoWR, RD & GR, vide letter dated
07-09-2017, to convene the meeting of the Apex Council at the earliest to sort out the
issues of sharing of Godavari water between the States of Telangana and Andhra
Pradesh and to advise both the States to furnish the DPRs of new projects and copies
of approvals of existing and ongoing projects to the Board, as requested for, from time
to time.
The issue was raised again by GRMB in the First “Regional Conference of Southern
States on Water Resources” held at Hyderabad on 20-02-2018. It was decided in the
meeting that the issues related to KRMB, GRMB and ongoing/new projects will be
addressed in Apex Council meeting likely to be held in near future.

8.5 INTER-STATE BOARD


Inter State Board has been constituted by Telangana State & Maharashtra to resolve the
issues of Joint Irrigation Projects. MoWR, RD & GR requested GRMB on 30-08-2017
to furnish the views on the objections raised by GoAP on constitution of the Inter-State
Board. GRMB furnished views to MoWR, RD & GR on 27-12-2017.

8.6 TELEMETRY
In pursuance of the decision taken in the 6th Board Meeting held on 12-12-2017, a
committee has been constituted to suggest locations and technical specifications of the
instruments for installation of Telemetry System/Automatic Data Acquisition System
(ADAS) in Godavari Basin in States of Andhra Pradesh and Telangana.

The Constitution of the Committee is as under:


1. Shri P S Kutiyal, Member, GRMB.
2. Shri G. Shanker Naik, CE, Hydrology & Investigation, I & CAD, GoTS,
nominated by GoTS.
3. Shri T.V.N.A.R. Kumar, CE, Hydrology, WRD, GoAP, nominated by GoAP.
4. Shri M Ravi Kumar, Superintending Engineer, GRMB - Convenor.

TORs of the Committee:
(i) To identify the locations for installing instruments.

(ii) To frame technical specifications of the instruments for the system.

(iii)Committee shall submit its report to the Chairman, GRMB within 3 months
period. In case of exigency, Chairman, GRMB may extend the tenure of the
Committee by 15 days.

(iv) TA/DA, on tour, of the Members of the Committee will be borne by their
respective departments.

(v) The committee would be operational from Hyderabad and GRMB would
facilitate day-to-day functioning of the committee.

(vi) The Superintending Engineer, GRMB shall be the Convenor.

(vii) Governments of Telangana & Andhra Pradesh would provide all necessary
support and information to enable the committee to complete its assigned task.

1st meeting of the Committee was held on 29-01-2018. The committee identified 120
Telemetry Stations and requested both the Governments to verify suitability of
locations for installation of Telemetry System and to identify existing/planned
telemetry stations installed/ to be installed by GoAP and GoTS, to avoid duplication.

2nd meeting of the Committee was held on 27-03-2018. The Committee discussed about
existing telemetry stations installed by GoAP and by Central Water Commission. The
Chief Engineer, Member of the committee nominated from GoTS, expressed that the
list of existing and planned Telemetry Stations under Godavari Basin will be furnished
after discussion with GoTS. The Chief Engineer was requested by Member, GRMB to
expedite furnishing requisite details. Presentations were given by representatives of
equipment suppliers, M/s Sutron India and M/s Aaxis Nano technologies on Telemetry
System.

8.7 CORRESPONDENCE ON IRRIGATION PROJECTS


For discharging functions of the Board as per provisions of the A.P. Reorganisation Act
2014, GRMB requested both GoT and GoAP to provide DPRs of the new projects of
their respective States. Project-wise brief status on irrigation projects are given in the
following para:

1. Chintalapudi LIS (AP)


CWC returned DPR to GoAP requesting to re-submit revised DPR to CWC through
GRMB, after attending to all the deficiencies pointed out by CWC. GRMB requested
Chief Engineer, Godavari Delta System, Dowleswaram on 13-06-2017 and reminded
on 01-02-2018 to submit revised DPR.

2. Pattiseema LIS (AP)
CWC communicated their observations on Project Report (PR) of Pattiseema for their
compliance by the Project Authority. GRMB requested GoAP on 25-05-2016 and
reminded on 31-01-2018 to submit the compliance of the comments and copies of
remaining volumes II & III of PR. GoAP submitted volumes II & III of PR to GRMB.

3. Sharing of Godavari water lifted by GoAP from Pattiseema (TS)


Representative of GoTS raised issue of “sharing of Godavari water lifted by GoAP
from Pattiseema” in 6th Board meeting held on 12-12-2017. Chairman, GRMB stated
that the issue was brought without prior notice. Therefore, GRMB may respond to the
issue if GoTS submits it in writing. The views of GoAP would also have to be taken.

GRMB received a letter from GoTS on the issue and examined it in the light of relevant
provisions of GWDT Award. GRMB’s considered views were communicated to
GoTS.

4. Sita Rama Lift Irrigation Project (TS)


Central Water Commission informed GRMB regarding submission of DPR of Sita
Rama Lift Irrigation project on Godavari River. CWC requested GoT to submit DPR
to GRMB also. GRMB also requested Chief Engineer (Irrigation Project), Khammam,
GoT, on 27-02-2018, to submit a copy of DPR of Sita Rama Lift Irrigation project for
appraisal to accord technical clearance by GRMB as per Section 85 (8)(d) and approval
by Apex Council as per Section 84(3)(ii) of AP Reorganisation Act, 2014.

5. Peddavagu Project (TS)


GoAP, on 20.10.2017, requested GRMB to direct GoT for taking up modernisation of
the Peddavagu project which supplies water to both the States.

GRMB informed to GoAP on 10.11.2017 that, as the said project has not been notified
by the Central Government, under the provisions of AP Reorganisation Act, 2014, the
project is beyond the jurisdiction of GRMB. As such, the Board is not in a position to
issue directions to the GoT, at this stage.

6. Data/details of completed and ongoing projects


GRMB since 2015 has been requesting the ENC(I)s of both States for furnishing the
following details:
i. the list of projects with copies of approvals of the Completed and Ongoing
Projects by the Competent Authority.
ii. the DPR’s of new projects to this office for appraisal, to comply with the
provision of Section 85(8)(d) of A.P. Reorganisation Act, 2014.
iii. In case of no new projects, at present, the same may be intimated in writing to
GRMB.
Both the States have not furnished the same.

7. Middle Kolab Multipurpose Project (Odisha)
The Detailed Project Report of Middle Kolab Multipurpose Project, furnished by the
Chief Engineer, PPF&I, Secha Sadhan, Bhubaneswar on 03-07-2017, was scrutinised
by GRMB. The Project Proposal was taken up for technical clearance in the 6th Board
Meeting of GRMB, held on 12-12-2017. The Govt. of Telangana furnished their
observations on DPR on 02-01-2018. GRMB is addressing to the observation of GoT
with the help of data/ details furnished by the Project Authority.

8. Kaleswaram LIS (TS)


Dr. B. R. Ambedkar Pranahita-Chevella Sujala Sravanthi project report was submitted
to CWC by the then Government of erstwhile Andhra Pradesh State in the year 2010.
The project was not cleared from Inter-State angle.

The GoTS submitted DPR of Kaleswaram Project to CWC for techno-economical


appraisal of the project in February, 2016. CWC desired GRMB to appraise project as
per provisions of the A.P. Reorganisation Act, 2014. GRMB requested GOT to provide
a copy of DPR of the Project. GoTS took stand that it re-engineered the original project
by dividing it into two components viz., Kaleswaram & Dr. B. R. Ambedkar Pranahita
Project (Adilabad). Therefore, it is an ongoing project.

GRMB gathered soft copy of DPR from CWC and preliminary comments/observations
on the DPR of Kaleswaram project were communicated to CWC.

GRMB further communicated to CWC, on 02-11-2017, that the project cannot be taken
up for Technical Clearance under Section 85(8)(d) of A.P. Reorganisation Act, 2014 in
absence of approved water allocation of completed and ongoing projects in Godavari
basin and water sharing between AP & TS by an agreement between them or by a
Tribunal.

9. Construction of barrage on river Godavari at downstream of intake pump of JCR


Devadula Lift Irrigation (TS)
GoAP, informed GRMB that Administrative Approval for preparation of DPR for
construction of the barrage has been accorded by GoTS. GRMB requested GoTS to
furnish DPR, if already prepared. No response is received in this regard from GoTS.

10. Jyothi Rao Pule Dummugudem Nagarjunasagar Sujala Sravanthi Project


GoAP, vide letter dated 29-12-2017, requested GRMB to address the Government of
India to take up this project as National Project in the interest of the both the successor
States.

GRMB informed GoAP, on 30-01-2018, that as the said project has not been notified
by the Central Government, under the provisions of A.P. Reorganisation Act, 2014, the

project is beyond the purview of GRMB. GoAP was advised to take up the issue directly
with the MoWR, RD&GR.

Further, GoAP, on 07-03-2018, has requested MoWR, RD&GR to take up the Project
as National Project in the interest of the both the successor states duly placing the matter
before Apex Council, as the execution of the Project has to be carried out in the territory
of Telangana State.

Chapter - IX

POWER ISSUES

The status of the issue pertaining to “Power scheduling by APGENCO, from Upper and Lower
Sileru Hydroelectric Projects” was informed in the 6th meeting of GRMB held on 12-12-2017
that the Committee, set up by the Ministry of Power to resolve the issues raised by the residual
States of AP and TS w.r.t. power sector, has submitted its report to the Ministry of Power.

Representative of GoAP expressed that the communication received from CEA/ MoP may be
shared with them for expediting resolution of the issue. Chairman, GRMB assured to
communicate with both the States.

Of late, the Ministry of Power communicated, to the Governments of Andhra Pradesh and
Telangana, the decision to dissolve the Committee. GRMB has requested the Ministry of Power
for creation of suitable mechanism to resolve the pending power issues.

It is contemplated to take up the work pertaining to regulation of supply of power to the


authority in-charge of the distribution of Power, as envisaged under Section 85 (8) (b) of the
Andhra Pradesh Reorganisation Act, 2014.

Chapter - X

JURISDICTION & WORKING MANUAL

10.1 JURISDICTION
As per Section 87 (1) of A.P. Reorganisation Act, 2014, the Board shall ordinarily
exercise jurisdiction on Godavari river in regard to any of the projects/head works
(barrages, dams, reservoirs, regulating structures), part of canal network and
transmission lines necessary to deliver water or power to the States concerned, as may
be notified by the Central Government, having regard to the awards, if any, made by
the Tribunals constituted under the Inter-State River Water Disputes Act, 1956.

Earlier, a draft notification for bringing projects under jurisdiction of the Board was
prepared by the Board Secretariat and sent to both the States to communicate their
views. The issue was discussed during 4th meeting of the Board.

As the issue could not be resolved at Board’s level, the Ministry of Water Resources,
RD & GR was requested for taking up action, vide letter Dt. 07-12-2016. After
obtaining views of both States, GRMB further sent the draft notification to the
Ministry, along with the views of both States.

MoWR, RD&GR conducted two meetings in New Delhi on 09-02-2018 & 15-02-2018
to discuss the issue of jurisdiction of both the Boards i.e., GRMB & KRMB. Chairman,
GRMB attended the meetings.

The issue was also discussed in “First Regional Conference of Southern States on
Water Resources” held at Hyderabad on 20-02-2018. It was opined in the meeting that
issues related to jurisdiction of KRMB, GRMB may be addressed in Apex Council
meeting likely to be held in near future.

10.2 WORKING MANUAL


The ‘GRMB Working Manual-2017’ subsuming ‘GRMB Regulations 2014’ was
approved by the Board in its 6th Board meeting held on 12-12-2017.

The Working Manual consists of policies and procedures for day-to-day functioning of
GRMB; such as transaction of Business, structure of the Board Office, functions &
powers of offices/divisions, Jurisdiction of the Board etc.

STAFF WELFARE

12.1 COMPLAINTS COMMITTEE ON SEXUAL HARASSMENT AND


GENDER JUSTICE
The Constitution of India provides equal rights and opportunities to all citizens. It does
not make any discrimination on the grounds of sex. Indian women are also responding
positively to this changed socio-political situation. This does not mean that our women
are completely free from problems. On the contrary, the changing situation is causing
them new problems. They are now beset with new stresses and strains.

In pursuance of the Hon’ble Supreme Court’s order passed in connection with the writ
petition (Criminal) No.666-70 of 1992 in the case of Visakha - Vs - State of Rajasthan
and others and the Section 4 of the “Sexual Harassment of Women at Workplace
(Prevention, Prohibition and Redressal) Act, 2013” (Act of 14 of 2013), GRMB
Women Cell/ Internal Complaints Committee (ICC) was constituted in February, 2018
to address the complaints of women working in Godavari River Management Board.
The composition of the Internal Complaints Committee is as follows:

The Complaints Committee shall be deemed to be the Inquiring Authority appointed


by the Disciplinary Authority for the purpose of CCS (CCA) Rules, 1965 and its
reports are to be treated as Inquiry Report. It will examine the complaints made against
sexual harassment by women employee(s) and, if necessary, conduct an enquiry. On
completion of the same, the Committee will submit its findings to the Chairman,
GRMB within 60 days, for further necessary action.
There was no complaint from any employees, therefore, the committee did not hold
any meeting during the year 2017-18.

13.2 AWARENESS PROGRAMMES OF GOI

13.2.1 Swachhta Hi Sewa


“Swachhta Hi Sewa” campaign to achieve “Open Defection Free (ODF)” society
was conducted by GRMB on 02-10-2017 at Nizampet Gram Panchayat, Hyderabad
in which Gram Sarpanch, Executive Officer of the Gram Panchayat and Local
Community dwellers were participated. During the programme, the following
activities were under taken:

13.2.1.1 Jagrukta Adhiyan


 An awareness meeting was organised in Nizampet Gram Panchayat Community
hall and speeches delivered by the members of Gram Panchayat as well as
officers of GRMB highlighting the importance of cleanliness and ODF practices
in particular to reach the goal “Swachhta Hi Sewa” and ultimately “Swachh
Bharat Mission” of the Central Government.
 Pamphlets in local language (Telugu) carrying the message of cleanliness and
ODF society were distributed among the participants.

13.2.1.2 Shauchalaya Nirman (or Shramdaan)


The Woman Sarpanch of Gram Panchayat, Smt. Pramila along with GRMB
Officials interacted with the participants and impressed upon them to adhere to
the practice of using toilets and eradicate Open Defection and informed that
almost 90% of the households have toilets in the Nizampet Gram Panchayat and
the necessary action would be taken to make the Gram Panchayat 100% ODF.

13.2.2 Special Cleanliness Drive before Diwali


In pursuance of MoWR, RD & GR directions, “Special Cleanliness Drive before
Diwali” was organized by GRMB on 17-10-2017 to identify and dispose off unuseful
material lying around.

13.2.3 Vigilance Awareness Week
GRMB observed Vigilance Awareness Week with central theme for the Year
“My vision – Corruption Free India” from 30th October, 2017 to 4th November,
2017 in the office premises of GRMB as well as at Govt. High School,
ErrumManzil, Hyderabad. During the week, the following activities were
under taken:

(i) On 30-10-2017, all the employees of the Board took oral as well as and
e-Integrity Pledge online and obtained Certificate of Commitment issued by
CVC. Chairman, GRMB took Integrity Pledge on behalf of GRMB and
administered Integrity Pledge to all the employees of the Board.

(iii) The Board Officials conducted an Essay Writing Competition both in English
and Telugu languages at Govt. High School, Errummanzil, Hyderabad on the
central theme “My vision – Corruption free India” on 01-11-2017.

distribution for the best six performers of the Essay Writing competitions.

13.2.4 Swachhta Pakhwada 2018
The Swachhta Pakhwada, 2018 has been organised from 16th to 31st March,
2018 by GRMB. An action plan was prepared by GRMB by incorporating the
activities suggested by MoWR, RD&GR.

The important activities carried out during the Pakhwada are:

 On the first day i.e., on 16-03-2018, Member Secretary inaugurated Swachhta


Pakhwada by administering Swachhta Pledge to all the officers/ staff of GRMB
in office premises. Banners on Swachhta Pakhwada were displayed at the
Entrance doors of GRMB Office.

 Swachhta programme was organized at Government School, ErrumManzil,
Hyderabad on 22-03-2018. During the programme, Swachhta pledge by all
school children & Staff, Essay writing & Painting competitions, Prizes & snacks
distribution, displaying placards, delivering speeches to habituate health &
hygiene practices to achieve the goals of ‘Clean India’ campaign etc. were
carried out.

Cleanliness drive at Hussain Sagar, Hyderabad
 Representatives from WAPCOS visited GRMB office and witnessed the
activities carried out by GRMB in office premises as well as at Hussain Sagar
lake.

13.3 TRAININGS/ CONFERENCE/ SEMINARS


13.1.1 India Water Week
Shri Ram Nath Kovind, President of India inaugurated India Water Week
organised by MoWR, RD & GR, GoI during 10-14 October, 2018 at Vignan
Bhawan, New Delhi with the theme “Water and Energy for inclusive growth”.
Shri Nitin Gadkari, Minister of MoWR, RD & GR and Shri Arjun Ram Meghal,
Union State Minister, Dr. Sashi Pal Singh participated in the India Water Week.
Chairman, GRMB and Member Secretary, GRMB participated in the event.

13.1.2 Training at NWA, Pune


National Water Academy, CWC, Pune undertook many training programmes to
train officers during 2017-18. GRMB officers participated in following
programmes:
i. ‘Water Governance’ carried out from 19th to 23rd June, 2017, wherein 4 Nos.
officers participated.
ii. Trans-Boundary Water Resources - Conflict to Co-operation’ carried out
from 05th to 09th March, 2018, wherein 1 No. officer participated.

13.1.3 21st National Conference on e-Governance (NCeG)


The Department of Administrative Reforms & Public Grievances (DARPG), in
association with the Government of Telangana organised the 21st National
Conference on e-Governance (NCeG) at Hyderabad International Convention
Centre (HICC) Novotel & HICC Complex, Hyderabad on 26th and 27th
February, 2018.

The theme of the Conference was “Technology for Accelerating
Development” with the following sub-themes:
 Building User experience
 Universalization and Replication
 Governing e - Governance
 Emerging technologies
 e-Governance good/best practices

Smt. Lakshmi Biswas, Asst. Executive Engineer, GRMB actively participated


in the plenary session and events of the Conference.

13.1.4 Lectures by Chairman, GRMB


i. A lecture was delivered by Chairman, GRMB, on 06-03-2018, on
“Experiences of Godavari River Management Board” during the
training programme on ‘Trans-Boundapry Water Resources- Conflict to
Co-operation’ at National Water Academy, CWC, Pune.

ii. 33rd Dr. M. Visvesvaraya Memorial Endowment Lecture was


delivered by Chairman, GRMB on 22-03-2018, on “Functioning of
River Management Boards in India” at Institute of Water Studies,
Tharamani, Chennai explaining the River Act, 1956 and functioning of
various River Boards in India.

13.5 PLANTATION DRIVE


With rapid increase in population, India has gone through a rapid period of economic
growth. As such, the country’s environmental conditions have suffered greatly due to
this growth. One of the most significant issues is deforestation.
To combat the climate change, many campaigns were under taken in many offices,
colleges, schools etc. in various sectors. As a part of plantation drive, indoor plants have
been brought and planted in the office building of GRMB.

13.6 GRMB LIBRARY


GRMB has initiated the process of setting up a library covering the fields of both
engineering and finance matters. Several publications, books of Finance Rules &
Regulations, study of water bodies, annual reports, newspapers etc., are available. The
library is being progressively developing in order to serve the users in a better, fast and
accurate way by providing available information for efficient functioning of the Board.
