The video lecture presentation of Dr.

Llewellyn Parsons was all about


Employment and Education in Newfoundland wherein Equality of Opportunity
were Examined. The purpose of this study is to look at the relationships of
education and employment in Eastern part of Canada . Specifically as to the
relationships apply to the province of Newfoundland and Labrador. The study
attempts to do three things and these are the following ;

1) To show that the problem of unemployment in the province


Newfoundland is a structured one
2) To describe the economic situation in Newfoundland and Labrador in
terms of dependency ratio ; in terms of income distribution ; in terms of
price industry and in terms federal transfer payment
3) To relate educational level of the labour force to employment

The Principles underlying the proposition are those that are advocated
by Garner Merdell in his book Economic Theory and Underdeveloped
Region . This principles gain three folds :

1) It states that the quality and quantity of the labour force can
be affected through educational provisions .
2) It states that unsatisfied needs suffering economic deprivation
should be transformed from need into a demand
3) That demand should be satisfied by a local supply thus ,
assuring the development of local employment

Accordingly , Canadian are generally viewed Canada as a Nation


that tremendously well off . However there are part of the Canada which
cannot be described as prospers or maintaining a state of good economic
health. What is really the Newfoundland particular economic problem so as to
relates to Education and Administration of Education is the high
unemployment situation that has been treated ever since Canada Statistics
reporting as an unemployment figure as a report of cyclical combination of
event which we no longer in operation would eventually allow the
unemployment problem will be disappear and to disappear along with a
recovery to National economy.

There is no evidence to indicate that the problem for unemployment


will disappear unless action taken to effect changes in economic structural
which can be brought about education and Administration of Education.
Table 1 support the theory that the employment rate is not the result
of cyclical but a problem is a structural one which will require change in
labour force ; changes in employment opportunities ; and educational
opportunities which the solution are to be effective.

The real problem is not the rising of employment rather than the
stagnant of employment where the chances of employment is static.
Newfoundland has a chance of 42% being employed .

Education and Administration of Education would be meaningless


unless we look up other aspects of the economy , one really need to
look as the economic situation , not only in the terms of a person’s chance
to be employed but also one need to look up in terms of price industry ,
dependency , federal transfer payment and other measures that indicates
prosperity or poverty of an area.

Table shows that in terms of support ; the employed person in


Newfoundland has a greater burden compared to Canada in terms of
dependency.

In terms of Income distribution : Newfoundland has lower income than


the rest of Canada , their capita income is significantly lower than Canada .

In terms of Transfer payment : 28% income in Newfoundland come


from the transfer payment of an individual. Newfoundland has lower total
income and Unemployment Insurance benefits received by Newfoundland is
8.63% in comparison of UIB received by Canada is only 2.63%.

In terms of Incidence of low income ; Newfoundland is 21.1 % below


the poverty level compared to Canada which is only 11.8% .
The economic problem of Newfoundland is heightened by the fact ; cost of
food, cost of transportation, cost of household operations, cost of tobacco and
alcohol , cost of recreation, education and reading, cost of health and personal
care.

In terms of Educational Level Employed : for Newfoundland 30.9 %


employed with educational Grade 0-8 compared to Canada which is 18.5% ;
for High School and beyond Newfoundland has 69.1 % employed compared
to Canada which is 81.5% .
Newfoundland is not as well educated as Canada but there is a
possibility to be employed in case of severe that vast educated
Newfoundland may seek employment elsewhere.
