Substructure Data - General Information

Abutments: Reinforced concrete with masonry facing.

Wingwalls: None.

Piers: Piers 1, 3, 5, 7, 11: Reinforced concrete solid stem piers supported


by spread concrete footings founded on bedrock. Concrete
footings have irregular, corrugated vertical face due to steel sheet
piling formwork (formwork no longer in-place). Piers 2, 4, 6, 8, 10:
Reinforced concrete solid stem piers on concrete spread footings,
supported by stone filled timber cribbing foundations on bedrock.
Pier 9 (Pivot Pier): Reinforced concrete slab supported by a stone
filled timber cribbing foundation on bedrock.

Slope Protection: Northeast embankment lined with 6 inch diameter stones.


Northwest, southeast and southwest embankments heavily
vegetated. Marinas present just beyond the southeast and
northwest embankments.

General Description of Bridge and Channel

Bridge No. 382 is a twelve span steel beam swing bridge. Spans 9 and 10 serve as the swing spans and
consist of a steel through truss. The remainder of the spans consists of steel girders founded on piers of two
different configurations. Eleven reinforced concrete piers and two masonry reinforced concrete abutments
support the bridge. The odd-numbered piers (excluding Pier 9) consist of a reinforced concrete stem supported
by a spread concrete footing founded on bedrock. These piers have a rounded upstream nose. The even-
numbered piers consist of a reinforced concrete stem supported by a spread concrete footing over a timber
crib. These piers have an angular upstream nose. Pier 9 supports the swing spans and the associated mechanical
equipment responsible for rotating the span. Pier 9 consists of a reinforced concrete slab over a square timber
crib measuring approximately 36 feet on each side. The upstream and downstream sides of Pier 9 are armored
by a timber protection crib extending to the north and south. The Trenton Channel River flows from north to
south under this structure. The bridge deck and roadway approaches are well above flood water elevations and
the chance of overtopping is slight. Flow at the time of inspection was approximately 3.0 feet per second.

Channel Bottom Material: Sand, gravel, shells, rocks, cobbles, riprap and boulders
allowing negligible probe rod penetration. Moderate
construction debris present in the vicinity of all piers.

Riprap & Scour Protection The sides of all piers appear to be well armored by built up
stones and riprap measuring 6 -12 inches in diameter. Large
riprap members measuring 3 - 4 feet in diameter are also
present along the east sides of Piers 2, 3, 5 and 6 (appears
to have been placed since the 2007 inspection).

Marine Growth: Light aquatic growth up to 1/16 inch thick on all submerged
surfaces, with areas of zebra mussel and heavier seaweed
growth in the vicinity of the waterline.

Summary of Inspection

The inspection of Bridge 382 was conducted by a four person team consisting of a Professional Engineer-Diver
Team Leader, one commercially certified engineer-diver, and two certified diving inspectors in accordance
with the National Bridge Inspection Standards 23 CFR Part 650.309. The inspection consisted of a Level 1
inspection of all submerged substructure elements and Level 2 inspection of selected surfaces using
commercial scuba equipment. During the inspection the diving inspectors accessed the substructure elements
from a 21 foot work boat. Additionally, sounding data was collected along the bridge fasciae and around the
perimeters of the submerged substructure elements for comparison to data collected in previous inspections.

Submerged concrete surfaces for all piers generally exhibit minor to moderate scaling, with areas of heavier
scaling/spalling up to 12 inches deep at pier corners/edges, and intermittent hairline to 1/16 inch vertical cracks.

The timber crib foundations at the even-numbered piers have varying levels of deterioration and damage.
There are widespread localized intermittent small voids into the cribbing typically beginning at the midpoints
of the piers, allowing 1 foot penetration into stone material inside cribbing, with more advanced deterioration
toward the upstream pier noses. The timber crib members at north noses of Piers 4 and 6 exhibit widespread
30%-50% section loss, with maximum section loss of 75% to isolated members. Daylight is visible through the
cribbing on the sides of the noses of both piers. Several cribbing members directly under concrete nose are
entirely missing at both piers, causing localized undermining/cantilevering of the outer 2 -3 feet of the
concrete footing nose. Large void spaces in which no stones are present were reported in the interior of the
north nose cribbing at both piers, measuring up to 6 -8 feet high x 6 -8 feet long x full (transverse) width.

There are aging electrical installations on the protection crib. During the inspection of Pier 9 (the main swing
pier), the diver received a mild electrical shock while relaying inspection notes at the water surface. Pier 9 is
overall in fair condition, with minor spalling of the concrete slab, and minor to moderate deterioration of the
timber crib.

A large timber protection crib system is present on the upstream and downstream sides of Pier 9 (swing pier).
Above water, there are numerous areas of fractured / displaced timbers and it is evident that the structure is
settling throughout its length, particularly at the north end. The nose of the crib at the north end is
augmented/armored with steel sheeting over vertical oriented timber members. The vertical timber members
are shifting/unstable and many have fallen away from the structure and are resting on the channel bottom.
Several areas of the structure at the south nose of the structure are missing timbers along the channel bottom
and stone fill is falling out. There are also intermittent fluctuations in the channel bottom that cause gaps at
the bottom of the crib.

Comparison of sounding data collected along the upstream and downstream bridge fasciae indicates no
significant changes to the channel bottom profile in the interval between this inspection and the 2007
inspection (1 foot to 2 feet changes typical throughout). Large riprap measuring 3 -4 feet in diameter are
present along the east sides of Piers 2, 3, 4, 6 and 8. Comparison of sounding data at these locations indicates
that these installations may have been placed as scour countermeasure or to armor the cribbing since the
2007 inspection. No embankment erosion or deterioration was observed at all embankments in the vicinity of
the west and east embankments.

Inspection Findings
Channel
• Comparison of sounding data indicates negligible changes in channel bottom elevations
throughout the structure, with the exception of Piers 2, 3, 4, 6 and 8, where it appears that
large riprap has been installed.
• Channel bottom material consists of Sand, gravel, shells, rocks, cobbles and riprap and boulders
allowing negligible probe rod penetration.
• Moderate construction debris (steel and concrete fragments) was present on top of submerged
pier elements and around the base of pier substructure units.

Pier 1 (Refer to Photographs 6 and 7 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 2 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch wide vertical cracks above and below the waterline.
• East face of stem with 1 inch deep spall visible above water, measuring 4 inches wide at
waterline, and 8 inches wide at the footing.
• South face of footing exhibits 10 foot long horizontal crack measuring up to 1 inch wide starting
at the southeast corner, 3 feet above the channel bottom.
• Southwest corner of pier stem exhibits 2 inch deep spalling extending from the waterline to 2
feet below the waterline.

Pier 2 (Refer to Photographs 8 through 10 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 6 inches deep at the stem and footing corners/edges, and intermittent
hairline to 1/16 inch vertical cracks.
• Timber cribbing members beneath the (north) concrete nose are deteriorated/missing within a
3 feet high area and missing stones observed within the cribbing, allowing 4 feet probe rod
penetration into the cribbing. 1 inch thick rebar fragments observed inside the cribbing from a
possible past repair.
• Randomly placed boulders present on east side of the pier.
• South face with spalls in corners of stem with up to 8 inches penetration extending from
waterline to 18 inches below waterline on south face, and 3 - 4 feet upstream from the
southwest corner.

Pier 3 (Refer to Photographs 11 and 12 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 4 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch wide vertical cracks.
• North side of the footing exhibits a horizontal crack measuring hairline to 1/4 inch wide,
extending onto west face upstream 1/4 point, located 3 to 4 feet below the top of the footing.
• East side of footing exhibits horizontal crack measuring 1/4 inch (typical) to 3/4 inch (maximum)
wide extending from the upstream 1/4 point to the downstream nose, located 2 feet below the
top of the footing.
• Randomly placed boulders present on east side of the pier.
• West side of footing exhibits 10 feet long horizontal crack measuring up to 1/4 inch wide
extending upstream from the southwest corner, located 3 feet below the top of the footing.

Pier 4 (Refer to Photographs 13 and 14 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 2 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch wide vertical cracks.
• Timber crib members at the north nose exhibit 30%-50% typical section loss, and maximum 75%
section loss. Daylight is visible through the cribbing on the sides of the pier.
• Timber crib members under the north concrete nose are missing within 3 feet high x 3 feet deep
area, causing localized undermining/cantilevering of the outer 2 -3 feet of the nose.
• A large void space is visible in the interior of north nose cribbing measuring 6 - 8 feet high x 6 -
8 feet long (along the longitudinal axis of the pier) x full (transverse) width.
• Deterioration / localized intermittent small voids of timber cribbing present on east and west
sides of the pier, allowing 1 foot penetration into stone material inside cribbing. Timber cribbing
members at the downstream end generally exhibit minimal section loss.
• Randomly placed boulders present on east side of the pier.
• Edges of the concrete footing exhibit severe scaling/rounding at the downstream (south) end.
• Downstream corners of the pier stem exhibit deep spalling from the waterline to the top of the
footing, measuring up to 12 inches deep.

Pier 5 (Refer to Photographs 15 and 16 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 2 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch wide vertical cracks.
• West side of footing exhibits a horizontal crack measuring up to 3/4 inch wide along the entire
face, located 2 to 3 feet below the top of the footing. Intermittent vertical cracks measuring 1/8
to 1/4 inches wide extend off the crack.
• East side of the footing exhibits a horizontal crack measuring up to 1/2 inch wide along the entire
face, located 2 to 3 feet below the top of the footing. Intermittent vertical cracks measuring 1/8
to 1/4 inches wide extend off the crack.

Pier 6 (Refer to Photographs 17 through 20 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 6 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch vertical cracks.
• Timber crib members at the north nose exhibit 30%-50% typical section loss, and maximum 75%
section loss. Daylight is visible through the cribbing on the sides of the pier.
• Timber crib members under the north concrete nose are missing within 2 foot deep area,
causing localized undermining/cantilevering of the outer 2 - 3 feet of the nose.
• A large, full width void space is visible in the interior of north nose cribbing. Stones present
within cribbing but no refusal met with a 4 feet long probe rod when probing into cribbing
interior.
• Deterioration / localized intermittent small voids of timber cribbing starts at pier midpoint,
allowing 1 foot penetration into stone material inside cribbing. Timber cribbing members at the
downstream end generally exhibit minimal section loss.
• Edges of the concrete footing exhibit severe scaling/rounding at the downstream (south) end.

Pier 7 (Refer to Photographs 21 and 22 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 4 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch vertical cracks.
• Horizontal crack in footing up to 1/2 inch wide wraps around perimeter of pier, located 5 feet
above the channel bottom.
• East side of footing with separate 1/4 inch wide horizontal crack in the footing measuring 8 feet
long, located 1 foot above the channel bottom.
• West side of stem at midpoint exhibits a 3/8 inch wide vertical crack extending from above the
waterline to the top of footing.
• West face, north quarter point of footing exhibits a 1/4 inch crack, continuous from the top of
the footing to the channel bottom.

Pier 8 (Refer to Photographs 23 and 24 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 6 inches deep at stem and footing corners/edges, and hairline to 1/16 inch
vertical cracks.
• Upstream nose with exposed cribbing and voids at the crib / footing interface allowing 1 - 1.5
foot probe rod penetration.
• East face cribbing is exposed (no plywood). Evidence of grout repair present between timbers,
but timbers continuously voided throughout up to 6 inches deep. Approximately 1.5 - 2 feet
penetration at the crib / footing interface.
• Approximately 80% of the west face cribbing covered with plywood extending from the channel
bottom to the bottom of the concrete footing.

Pier 9 (Pivot Pier) (Refer to Photographs 25 through 28 in Appendix B)

• East Face: Northeast corner of concrete slab with band of spalling 4 inches high x 4 inches
penetration, 3.5 below waterline. Crib / slab interface voided 1 foot high x up to 1 foot
penetration, timbers present inside void. Plywood covering majority of cribbing extending from
the channel bottom to the bottom of the concrete footing. Evidence of concrete poured
underwater mortar or grout repair present between timbers.
• West Face: Lower 2 feet of concrete slab scaled 1 inch to 2 inches, with spalling 6 inches deep
at the northwest corner. Intact plywood covers the majority of the cribbing except for northwest
corner. Exposed cribbing at this location is moderately deteriorated with 1 foot penetration
between and into timbers. Void is present at the concrete / timber cribbing interface measuring
6 inches to 1 foot high x 6 inches penetration. The inspector received a mild electrical shock at
the water surface at the northwest pier corner.

Pier 10 (Refer to Photographs 29 through 31 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 8 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch vertical cracks.
• North nose / East face: cribbing predominantly exposed and moderately deteriorated with 1 –
1.5 foot probe rod penetration between and into timbers. Timbers at north nose generally
exhibit more advanced deterioration.
• East face with void at footing / crib interface measuring 2 inches high, 1 foot max penetration.
• West face: Plywood sheeting over timber cribbing is generally present / intact from the
downstream end to the angled pier nose. Exposed timber cribbing at nose moderately
deteriorated with 1 - 1.5 foot penetration. Voids at footing/crib interface 6 inches (typ) to 12
inches (max) deep observed throughout face.

Pier 11 (Refer to Photographs 32 through 33 in Appendix B)

• Submerged concrete surfaces generally exhibit minor to moderate scaling, heavier


scaling/spalling up to 2 inches deep at stem and footing corners/edges, and intermittent hairline
to 1/16 inch vertical cracks.
• Scale at footing/stem interface at nose measuring 12 inches high x 1 inch deep.
• Void between stem and top edge of footing on east-northeast side measuring 2 inches high x 12
inches penetration.
• Small localized band of poor consolidation on west face.

Embankments (Refer to Photographs 35 through 38 in Appendix B)

• Northeast embankment is lined with 6 inch diameter stones. Northwest, southeast and
southwest embankments are heavily vegetated. Marinas are present just beyond the
southeast and northwest embankments. No embankment erosion or deterioration was
observed along all embankments in the vicinity of the bridge.

Navigation Protection Systems (Refer to Photographs 39 through 44 in Appendix B)

• A large timber protection crib system is present on the upstream and downstream sides of Pier
9.
• Above water, it is evident that the structure is settling throughout its length, particularly at the
north end and there are numerous areas of fractured / displaced vertical and horizontal
timbers throughout.
• The nose of the crib at the north end is augmented/armored with steel sheeting over vertical
oriented timber members; vertical timber members are shifting/unstable and many have
fallen away from the structure.
• Several areas at the south nose of the structure are missing timbers along the channel bottom
and stone fill is falling out. There are intermittent fluctuations in the channel bottom that

GENERAL NOTES
Comparison of sounding data indicates negligible changes in channel bottom elevations throughout the structure, with the exception of
Piers 4, 6 and 8, where it appears that riprap has been installed.

INSPECTION PROCEDURES
The inspection was conducted by a four person team consisting of a Professional Engineer Dive Team Leader, one commercially certified
engineer-diver, and two certified diving inspectors in accordance with the National Bridge Inspection Standards 23 CFR Part 650.309. The
inspection consisted of a Level 1 inspection of all submerged substructure elements using commercial scuba equipment. During the
inspection the diving inspectors accessed the substructure elements from a 21 foot work boat. Additionally, sounding data was collected
along the bridge fasciae and around the perimeters of the submerged substructure elements for comparison to data collected in previous
inspections.

A timber protection crib system is present on the upstream and downstream sides of Pier 9 (swing pier). The nose of the crib at the north
end is augmented/armored with steel sheeting over vertical oriented timber members. The vertical timber members are shifting/unstable
and many have fallen away from the structure. Rocks are falling out of the crib at intermittent locations. Several areas at the south nose of
the structure is missing timbers along the channel bottom and stone fill is falling out. There are intermittent fluctuations in the channel
bottom that cause gaps at the bottom of the crib.

Inspection Comments: The sides of all piers appear to be well armored by built-up stones and riprap measuring 6¿-12¿ in diameter. Large
riprap members measuring 3¿-4¿ in diameter are also present along the east sides of Piers 2, 3, 4, 6 and 8. It appears that these
installations have been placed since the 2007 inspection. No embankment erosion or deterioration was observed at all embankments in
the vicinity of the bridge.

Waterway and Bank Observations
Channel bottom elevations have not significantly changed since the 2007 inspection along both fascia, and 50/100/200 feet
upstream/downstream of the structure (1 foot to 2.5 foot changes typ throughout). All embankments in the vicinity of the structure well
vegetated and exhibit no significant signs of erosion.
Substructure Observations (Above the waterline)
The spalling with exposed reinforcing observed at the south end of Pier 10 should be patched to prevent further section loss to the
exposed steel. .
Substructure Observations (Below the waterline)
Pier 1: E face stem w/ light (lt.) spalls extends to footing (ftg.). 1 in W horz crack in ftg. at bottom SE corner. SW ftg. corner w/ lt. spall at
WL. Pier 2: Heavy spalls in stem on S face & SW corner. Cribbing under concrete nose missing w/in 3 ft H area. Void w/in cribbing nose
w/ 4 ft probe rod pen. Pier 3: Stem w/ lt. scaling & lt. cracks. E side of ftg. w/ 3/4 in W crack extends to DS nose. W side of ftg. w/ 3/4 in W
crack. Pier 4: Ftg. w/ severe scaling at DS end. Lt. voids in cribbing at midpt w/ 1 ft pen. Cribbing at N nose w/ 75% max section loss.
Cribbing at US nose missing w/in 3 ft^2 area w/ undermining of 2 ft-3 ft of nose; 6 ft-8 ft H/L void w/in interior of cribbing. Pier 5: Stem w/ lt.
corner spalls. Lt. vert crack on W face stem w/ heavy scaled area. 2 horz cracks ¾ in W in ftg. on E & W faces; both wrap around DS

harsh site conditions consisting of high current flow, likely debris collisions, and seasonal freeze/thaw cycles. As this

complete renovation in the very near future.
