CHAPTER 1

The Problem and Its Background

Introduction

Filipino subjects have been taught in all Colleges and

Universities in the Philippines as part of the General Education

Curriculum (GEC) for the tertiary level. It has been a way of reproduce

knowledge about the Filipino language and it’s components to college

students. Amidst the hustle for job nowadays, it has been also one of

the training grounds of the students to be prepared for future

applications and to have enough intellectual competency as well

through teaching these subjects, not only the Filipino language but

also the Filipino culture as a whole, is a showcase to the minds of

college students, to let them remember the essence of what being a true

Filipino is.

The American colonialism has always had a huge impact on the

development of the education system in the Philippines. Through the

years, it become truly evident that there had been a great improvement

of it’s educational standards and implemented curriculum within it’s

borders. Moreover, one of the notable milestones in the Philippines

education is that the government actively exerts it’s efforts to expand

access and participation in higher quality education.

According to the Philippine National Development Plan (2018),

the number of higher education institutions in the Philippines is ten

times more that it’s neighboring countries. The lack of interest of the

country in producing innovators and researchers. Knowledge producers

(81 researchers for million population versus 115 in Vietnam and 205

in Indonesia) indicates that the country has lagged behind many of it’s

association of South-East Asian Nations (ASEAN) neighbors in

producing solution provides needed for an effective function in

acknowledge economy.

Despite the shortage of innovators and researchers in the

country it can still be appeased by the fact that Filipinos generally

prioritize higher quality and advance education. The new kinder to

Grade 12 (K-12) curriculum in basic education makes it necessary to

adjust the College curriculum, to make sure that College subjects are

built upon it in the best way. Now, with the updated version of the

General Education Curriculum (GEC) issued by the Commission in

Higher Education (CHED), Filipino and “Panitikan”. Philippine

literature can now be excluded from the core subjects in tertiary

education, to focus more on their major subjects and unit taken.

Theoretical Framework

Sheller's Mobility Theory explains that "The word is arguably

moving differently in more dynamic, complex and track-able ways than

everyone before, while facing new challenges of forced mobility or

uneven mobility, environmental limits and climate change and the

movement of unpredictable risks" (Sheller, 2011) Sheller explained in

his Mobility Theory that as time passes by, our world changes. In order

for us not to be left behind, people should go with its flow. Government

should learn how to comply with the changes in the society. To be able

to cope up with the changes, people should learn how to adopt or to

learn new things without forgetting where they started.

Statement of the Problem

To know the reactions of AFG Bernardino Memorial Trade School

teachers on implementation of the Filipino subjects in junior high school

regarding this matter, the researcher conducted a study concerning the

individual viewpoints of the respondent themselves.

1. How does the Commission on Higher Education (CHED)

memorandum order 20 series of 2013 affect the learning

competency of students?

2. How do teachers adjust in terms of

Scope and Delimitations of the Study

The researchers settled upon to limit this study to seven (5)

Filipino major teachers and three (1) adapted teacher that teaches

another subject but teaching in Filipino language in Assemblywoman

Felicita G. Bernardino Memorial Trade School located at Barangay Lias,

Marilao, Bulacan. This research prohibits the other non-participant

professionals, to interfere with this study. Every information that the

researchers will get from this will be kept confidentially as a sign of

respect to the respondents. The aim of this study is how the

implementation of K-12 Curriculum will reflect to the Filipino teachers

and non-Filipino major.

Significance of the Study

This section will provide the deeper understanding

towards the issue regarding the adjustment of the Filipino

subject from colleges to senior high school. Furthermore, this

study will contribute to the enlightenment of the negative

perceptions among individual students under the curriculum, as

well as of common people alike.

To the students, the proposed research will serve as an

outmost reference or guide in creating their own related

academic writings, and even other various outputs required in

school. Moreover, the stigma of the current adjustment will be

lessened too.

To the teachers, the study will help them to have a

deeper understanding and wide knowledge concerning the

proposed adjustment of the General Academic Curriculum

(GAC).

To the school, the research paper will build a simple, yet

acknowledging recognition towards it’s profound reputation of

honing future researchers, while establishing a strong

foundation for wisdom and prevalence of truth.

To the future researchers, the proposed study will

benefit them as a useful tool for gathering necessary information

at a wide collection of data given by the latter. The paper can

also open in development of this study for many years to come.

Definition of Terms

Acquisition- (v), it refers to something or someone acquired or gained.

Assimilate- (n), this means to learn (something) so that it is fully

understood and can be used.

Deduce- (v), it refers to the use of logic or reason to form a conclusion

the same customs, religions, origin, etc.

Implying- (v), this means to express something in a direct way to

suggest (something) without saying or showing it plainly.

Incorporated- (adj.), formed into a legal corporation, inclusion.

Initiative- (adj.), it refers to the power or opportunity to do something

Quizzical- (adj.), showing that you understand something or that you

Stigma- (adj.), this refers to a set of negative and often unfair beliefs

that a society or group of people have about something.

Trait- (n), a quality that makes one person or thing different from

another.
