1. Background/Introduction
Arcadis had completed the PCM service at Hilton Saigon Hotel for DW/Pilling
& basement packages ( 5 basements) and a part of superstructure work refer to
Construction License by SGCL Company ( Client of Hilton Saigon Hotel) .
However, we are missing the Company Performance Certificate Grade 1 as the
current Law, and all current documents need to be reviewed and re signing by 3
rd party company ( Bidder).

The project is suspension due to Legal issue ( for Superstructure package) . The
Bidder can check all project legal documents relating to scope of service. All
project documents was located at Site office. The main contractor for structural
packages is Cotteccons company.

NOTE: Arcadis had a right function for Project Management and Cost
Consultant Service. We can warranty for the practical quality management at
site.

2. Project Goals and Scope of Services

- to check all current Inspection document and as-built drawing . All hard
copies documents have stored at 11 – Cong Truong Me Linh – Dist 1 – HCM
City. The scope is limited by:
+ Pilling and DW package (Inspection + as built drawing)
 + Basements package, including in MEP early work (Inspection + as
built drawing)
+ Superstructure package, including in MEP early work. (Inspection up
to Level 3)
- to sign off and stamping all Quality dossiers to comply with current
law/Decree/ Circular of Quality management . Notice that the practical
construction is quite complying with quality standard. The Supervisor and
Chief supervisor has Certificate (not Grade 1) but it is still Valid and Legally.
- All construction items which conflict with legal documents will be checked
and signing by Client’s engineer and it will be released the responsibility from
3rd Parties Service Company.
- to propose the Service contract type in between Arcadis VN and your
company to match the legal requirement for this issue
- To follow up and adjustment or re-sign if there is some minor changing until
project completion (Inspection by Minister of Construction)
- All hard copies documents ( by Contractors ) to 3 rd Party company will be
claimed by Contractors . The Bidder should be included in Lump Sum fee.

EXCLUDE
- the project schedule, safety, cost and other ongoing work packages will not
included in this scope
- the current project document such as EI , NCR, Transmittal , correspondence
letter will not included . we can sharing these documents as information only

3. Anticipated Selection Schedule

The Request for Proposal timeline is as follows:

Request for RFP: Juy 3, 2018

Deadline for Bidders to Submit Questions: July 5, 2018

Arcadis VN Responds to Bidder Questions: July 7, 2018

Contract Award / Notification to Unsuccessful Bidders: 09 July , 2018

4. Time and Place of Submission of Proposals

The RFP will be sent via email . Any RFI or Queries should be sent and feedback
within 2 working days.
Respondents to this RFP must submit one original and 1 copies of their proposal
( hard copies PDF or Scaned file with Company Stamp . Responses must be received
no later than July 5, 2018. Responses should be clearly marked “RFP-CM Services”
and mailed or delivered to the contact person listed above.

5. Procedure

The selection company will complete the work as below schedule:

- Check the current documents/drawings

- Issue the comments and corrective action to Arcadis

- The contractor to prepare the revised documents /signing /stamp

- Sign off by 3rd parties

The Bidder can propose the schedule for review and approval - Timeline not to
exceed 3 weeks
