THED received 9-1-1 hang up call from the residence. Upon call back, victim stated she miss dialed and all ‘was ok. Lt Jonathan Monaco responded to verify. Suspect an off duty police captain w/THPD, came ‘outside and confronted LT. Monaco, who is his brother. A physical altercation ensued initiated by suspect. Suspect sustained a cut lip in the altercation w/ Lt. Monaco. Capt. J. Koch responded to the scene as a supervisor. Ptim A Taylor, Sauberan, and Catovic also at the scene. Subject was highly intoxicated and was physically and verbally abusive to the officers at the scene. When asked, victim originally said that $1 had struck her. She later recanted and said the argument was verbal only. S1's father Albert Monaco also at scene, had his glasses broken during the altercation. All involved refused to press charges. Victim refused to be interviewed or fle a report. At scene S1 yelled at victim not to talk to police. $1 taken by family for medical treatment. ictim and subject had a previous domestic incident known to police in 2017. V1 refused to be interviewed. Jon Monaco requesting me to respond to 3027 Bender Ct. to assist him with a possible incident involving his brother Capt. Curis Monaco. Jon stated that dispatch had received a 911 hang up from that residence and upon call back a female answered and stated that everything was all right however it was reported that the female sounded out of breath over the phone. Jon stated that he had spoken to Chris earlier on an unrelated case and that Chris was at the St. Francis High School Justinian and sounded like he had been drinking. John stated that he had stopped in front of the residence and attempted to call his sister in a and was unable to make contact with her. Jon stated he then attempted to contact Albert Monaco his father whose car was in the drive way and was unable to make contact with him. Finally, Jon stated that he received a call from Capt. Chris Monaco ordering him to leave the area which he refused to do. Jon stated to me that he was concemed for the safety of the residents and that was the reason for requesting me as I have been able to talk with Chris in the past. ‘While responding to bender court I could hear over the radio that dispatch was attempting to contact car 20 followed by dispatch reporting a large fight on Bender Ct. [also heard Jon Monaco request backup to the scene, A short time later Iheard an officer from the scene report that that the situation was stable, At 12:00am I received a call from Nadim Catovic advising that the scene was secure and that I was still needed there. Iwas at Rogers and Able and arrived at the scene a short time later. Tarrived on location at about 12:05 and was met by Jon Monaco who was visibly upset and stated that while he was waiting for me outside Chris came out spit at him and began fighting with him. Jon stated that while they were fighting his father attempted to assist him and became involved in the fight causing his glasses to be broken. Jon states that during the fight Chris was kicking him in the head and at one point Jon kicked Cris splitting his lip. Jon advised me that Chris was handcuffed and was in the house with Officers A. Taylor and Sauberan. While I was walking into the house I > ‘who was upset. i stated that she and Chris were in an argument after returning home from the Justinian. I asked her if she had been struck by Chris and she stated yes but was uninjured. I then proceeded into the living room area where I located Chris handcuffed being restrained by Officers A. Taylor and Sauberan who were attempting fo calm hhim down. Albert Monaco was present and also attempting to calm Chris down, Initially I was unable to calm him down and Chris was verbally abusive to all officers present including myself. At one point Chris ‘was ordering Taylor and Sauberan to remove the handcuffs which I overruled. I advised Chris that if he did not calm down I was going to have to 9.41 him and that the handcuffs would not come off until he calmed down and requested an ambulance be put on standby. I re-interviewed fil] who again stated that she was at the Justinian and when they returned they got into a verbal argument however stating this time that she was not struck by Chris and that she did not want him arrested. After talking to Chris for a while I was able to calm him down to the point that I was comfortable removing the handcuffs, Chris was still bleeding from his cut lip and it appeared that he was in need of stitches, Albert agreed to take Chris to the hospital to receive medical attention. I followed Albert and Chris as they were going to the hospital. During the ride to the hospital Chris changed his mind and wanted to go to the hospital with his uncle Eddie and was dropped off at his uncle's house and was taken to the hospital by him. --05/14/19 1 filed charges against Christopher Monaco for 1 count of 195.05 PL Obstructing Governmental Administration in the Second Degree for his actions on 5/11/19. At approximately 1200 Noon Chief Wickett and I met with with him and served an appearance ticket on him for this charge. The appearance Date/Time was intentionally left blank in an attempt to schedule the arraignment at the appropriate time.
