NOTICE INVITING TENDER (NIT)

NPCC Ltd. a schedule “B” profit making premier Central Public Section Enterprise
under the administrative Ministry of Water Resources, River Development and
Ganga Rejuvenation was established in 1957. NPCC is engaged in Engineering
Construction, Planning, Operation and Project Management consultancy in the
fields of Industrial infrastructure, Thermal, Hydroelectric, tunneling, Railways,
Highways, Surface Transport, Townships, Bu Buildings,
ildings, Dams, weirs, Barrages,
Public Health, Environmental Engineering, Border fencing & flood lighting works
etc.
NPCC intends to implement online Human Resource Management System and
integrate the same with Finance Division. Its parameters will consist
consist of online
employee data administration, employee self service, exit procedure, talent
management etc., for which bids are invited from experienced agencies having
relevant experience in the field, details of which are as follows:
A. SCOPE OF WORK:
NPCC has currently 19 zones across India, with Regd. Office at New Delhi
and Corporate Office at Gurugram. It has currently strength of around 723
regular employees and around 217 contractual employees. Initial data entry
at the time of implementation of ee-HRMS
HRMS is to be done by the vendor in
consultation with HR Division/respective Zones.
1. HR PARAMETERS::
i. Uploading scanned copies of documents submitted by employees and to
link them with the respective employee.
ii. Leave management (online processing and dat dataa management).
iii. History sheet with online employee data administration (Joining,
posting/transfers, salary & increment, APAR details, training, etc.).
iv. Disciplinary Action.
v. Employee Self Service
vi. Exit Procedure.
vii. Talent Management.
viii. Uploading of HR related Office
Office Order / Circular/ Notification etc.
ix. Contractual employee’s data management.
x. Report generation.
2. FINANCE PARAMETERS:
i. Centralized preparation of salary for all categories of employees of all
the zones / Corporate Office / Registered Office along with printing of
NIT for HRMS & integration with Finance division for NPCC-2nd Call

salary slips.
ii. Zone Wise Report of gross salary and all the deductions made from
salary for all categories of employees.

iii. Zone wise CPF Schedule of each employee containing the field of
Basic Pay including DA, employee share, employer share, voluntary
contribution, advance amount, deduction of installment of CPF
advance & balance etc.
iv. Zone wise GIS Schedule of each employee containing the field of
member contribution, corporation contribution and total contribution.
v. Zone wise Calculation of Income Tax self assessment of each
employee, filling of TDS returns & issuance of TDS Certificate to
employees.

HRMS Licenses should allow all employees to perform any operational roles
available in the system unconditionally including read / edit / view/download/print
options. It should also allow access of all functionalities through self-service for all
employees. The right to restrict the use of the application is solely at the NPCC’s
discretion and cannot be restricted by the HRMS vendor in any way. The HRMS
Licenses supplied should be perpetual and cover all Employees of the PSU. The
number of user License should be unlimited. Agency shall train NPCC employee to
operate the online HRMS System.

3. Email Server Setup & Configuration(NIC or GOV)

i. About 400 to 450 Employees.

4. Technical Parameters:

i. The application framework:


a. Microsoft ASP.Net 4.0 framework and above.
b. Web Services.
c. Application to be host in IIS Server.
d. Charting components.
e. SMS Gateway Integration with automatic SMS alerts.

ii. Database Storage:


a. Data maintained in SQL Server 2017.

B. To get security certificate from cert-in empanelled vendor


C. PRE-QUALIFICATION (PQ) FOR INTERESTED BIDDERS/AGENCIES:

STAGE 1: -
1. The Bidder should be a registered in reputed IT company having existence in
India for at least five years on the last date of submission of Bid. Proof for the
Attested same to be enclosed with the Bid.

2. Applicant should have the experience of Completion of similar work for 1000
employee (as mentioned in scope work as A.1 & A.2) during last 7 years
ending last day of month previous to the one in which tender are invited
should be either of the following :-

a) 3(Three) similar work completed equal to 40% of the 1000 employees.


b) 2(Two) Similar work completed equal to 60% of the 1000 employee.
c) 1(one) similar work completed equal to 80% of the 1000 employees.

3. The bidder preferably should have ISO 9001:2015 Certification.


4. The Bidder should not have been blacklisted by any Government department /
PSU /PSE. Self-declaration to that effect should be submitted on stamp paper
along with the Bid.

STAGE- 2
Those who fulfill above Stage: -

Evaluation shall be made accordingly to the marking system as given below: -

 Bidders/Agency shall only be qualified who secure minimum 70% marks in the
Stage 2.
 Financial proposals of the only their bidders who get 70% marks shall be
opened.
 The final selection will be based on least cost basis (L1).

D INSTRUCTIONS TO BIDDERS
1. Bidders/agencies who meet the above Criteria and intend to quote against
this NIT may download the bidding document from our website
https://www.npcc.gov.in and submit the hard copy of the bid complete in
all respects to HOD (CM&W/IT), NPCC Ltd., Plot No.148, Sector-44,
Gurugram-122003, on or before the bid closing date and time i.e.
03.06.2019 Upto 3:00 PM.

2. All bids must be accompanied by Tender Document fee of Rs. 2000/- plus
GST @18% and Earnest Money Deposit (EMD) for an amount of Rs.2,
00,000/- in the form of bankers’ cheque or demand draft in favor of
“National Projects Construction Corporation Ltd.” payable at Gurugram and
whose validity should be at least 2 months from the date of opening of bids.
Any bid not accompanied by the required Tender fee & Earnest Money
Deposit (EMD) shall be out rightly rejected and no further clarification /
query will be entertained in this regards from the bidders / agencies. EMD
of successful bidders shall be retained as Performance Security Deposit.

3. Bidders who are registered under NSIC/MSE are exempted to pay EMD &
tender document fee. However they have to submit/enclose a valid
attested Registration Certificate issued under NSIC/MSE, at the time of
submission of Bid.
4. Price Bids of Technically Qualified bidders/agencies, who meet the pre-
qualification criteria, will be opened in the presence of the bidders or their
representatives on a separate date and time which will be intimated
separately.

5. No further discussion/ interface will be granted to bidders whose bids have


been disqualified. National Projects Construction Corporation Limited
reserves the right to accept or reject in part or full any or all the offers
without assigning any reason whatsoever.
6. The cost of the tender document in no case is to be included with EMD
7. The bidders may visit the location, if required, between 10:00am to

DOCUMENTS COMPRISING THE BID: Interested bidders should submit


their bids in 02(two) envelopes as below:

Envelope-I

i. The bidder shall submit all necessary documentary evidence to establish


that the Bidder meets the Qualification Requirements as detailed above in
Point No. C.
ii. EMD & Tender Document Fees / Valid registration certificate issued by
NSIC/ MSE
iii. Copy of PAN Card & GST Registration Certificate of the Bidder.

9. Refund of EMD:
i. To the unsuccessful bidders after acceptance of order by the successful
bidder(s).

ii. To the successful bidder(s) after deposition of PBG confirmed by the


concern Bank.
Note: No interest shall be payable on EMD.
iii. Security deposit shall be refunded after 180 days of completion of
Contract after due fulfillment of the contractual obligations and adjusting
the expenditure incurred by the Owner, if any, on account of any failure on
the part of the contractor/bidder.
iv. If the successful Bidder fails to accept letter of award / purchase order,
the EMD amount shall be forfeited. EMD amount may also be forfeited if a
Bidder withdraws at any moment of time.
10. Period of validity of bids
Bids shall be kept valid for acceptance for a period of 3 (Three) calendar
months from the date of submission of Bids.
11. Submission of bids to NPCC

Any Bid received by the NPCC after the deadline for submission of Bids
prescribed by the NPCC, in the Invitation to Bid shall be automatically
rejected.
12. Withdrawal of bids
No Bid shall be withdrawn in the interval between the deadline for submission
of Bids and expiry of the period of Bid validity. Withdrawal of a Bid during this
interval shall result in the forfeiture of Bid Security of the Bidder.
13. Evaluation of the bids
Bids shall be evaluated for Pre-Qualification Criteria (PQ). Price Bid
Evaluation shall be carried out, only for those Bids which meet the Pre-
Qualification Criteria (PQ).
Bids shall be scrutinized on Techno-Commercial parameters. Bids having
deviation shall be rejected at this stage. However, clarifications may be
sought from bidder for any shortcoming found in their Bid at this stage, if
required.

14. Price evaluation criteria


Those bidders who fulfill all the conditions (S. No. 1 to 4) of Pre-Qualification
Criteria (Para-C) will be called for live demonstration-date and time for the live
demo will be intimated separately. Based on the scope of work, eligible bidders
will give the demo.
i. Price Evaluation of Bids shall be done considering the quoted prices by
the bidder in the Price-Bid i. e Annexure-A along with taxes and duties.
ii. Incomplete Price Schedule will result into rejection of bid.

Total price quoted by the agency will be worked out based on rate quoted by
them in Annexure-A (price bid).

15. Award of work


Bidder who has been evaluated overall lowest will be the successful bidder
and Notification of Award of Contract will be made in writing by registered
post or email to the successful Bidder. The notification of award shall
constitute the formation of Contract.

NPCC reserves the right, to accept any Bid (not necessarily the Bid having
lowest Bid prices) or to reject any or all Bids or to cancel/withdraw the
Invitation to Bid or to annul the Bidding process at any time prior to Award of
Contract, without assigning any reason for such decision. Such decision by
NPCC shall not be subject to question by any Bidder and NPCC shall bear no
liability whatsoever consequent upon such a decision nor shall NPCC have
any obligation to inform the affected Bidder or Bidders of the grounds for
NPCC’s action.

16. Tax deduction at source


i. Income tax, as applicable as per Income Tax Act, shall be deducted at
source from the Contractor’s bills and a certificate towards this deduction
shall be issued to the Contractor.
ii. TDS under GST shall also be deducted (if applicable).

17. Goods & Services Tax (GST):

i. GST shall be paid EXTRA as applicable as per GST law against GST
Registration Number Only. Bidder shall clearly indicate the present
applicable rate of GST in Percentage (%) in the price Bid. Bidders shall
enclose copy of GST registration certificate in envelope-I.
ii. Bidder has to submit the proof of payment of GST paid to him by the NPCC,
otherwise the same shall be recovered from Bidders’ EMD.

18. PAYMENT TERMS & CONDITIONS

I. 40% of amount quoted shall be paid on successful completion of work &


running of Package for 30 days. Balance amount of 60% shall be
released after training on quarterly basis at the rate of 15% of quoted
rate.

II. The Package will be under warranty period for one year after date of
successful launching of the Package. If performance found good by
NPCC Ltd. then contract may be extended for further one year, if
required on same terms & conditions.

III. No claim on account of any price variation / escalation shall be


entertained.

IV. 5% payable amount shall be deducted as security deposit. EMD of


Rs 2, 00,000/- of successful bidder will be adjusted against security
deposit.

19. Completion of the Job:


I. Bidder shall complete the entire Development & implementation of
online Human Resource Management System in the HR & Finance
parameters as detailed in Point A of NIT within seven days from the
date of award of the contract. Bidder should carefully read and
understand the HR & Finance Parameters & ITB and should sign and
stamp the same as part of acceptance to the terms & conditions as laid
down. Bidder shall train NPCC Staff for using the online system of e-
HRMS and its implementation and integration with Finance.

II. NIC data centre requires security clearance certificate before hosting
any Package in its data centre. You shall provide security clearance
certificate from Cert-in empanelled auditor to address this requirement.
You shall handle the entire process related to obtaining this certificate.

20. Jurisdiction
Contract shall be deemed to have been entered into at Gurugram and all
cases of action in relation to the contract shall, therefore, be deemed to have
been assigned within its jurisdiction at Gurugram only.
21. Sub- Contract
Contractor shall not appoint any sub-contractor to carry out any obligations
under this contract.
22. NPCC Ltd. takes no responsibility for delay, loss or non-receipt of the offer.
NPCC Ltd. reserves the right to reject any or all offers without assigning any
reason whatsoever. NPCC Ltd. also doesn’t bind itself to accept the lowest
rate.
23. Agency or its persons engaged for the services shall act as an independent
operating agency, not as an agent / employee of NPCC. The Agency’s
personnel deployed at NPCC premises shall be the employees of Agency for all
legal purposes and consequences.
24. The contractor shall be liable for all costs, damages, expenses suffered or
incurred by the NPCC due to the contractor’s negligence or its employees
which shall be recovered from the agency bill / security deposited. The decision
of the NPCC regarding such failure of the Agency / its staff and their liability for
the losses, etc. suffered by the NPCC shall be final and binding on the
contractor.
25. Termination of the Contract
The contract shall be terminated at any stage without assigning any reason in
case the services as per scope of job are not found satisfactory or Agency /
person(s) engaged by the Agency violates the terms and conditions of the
contract or non compliance of any statutory rules/provisions of applicable laws.
