Hazards and effect Management

Four steps in the HEMP process are identify, assess, control, and recover. An HSE risk assessment shall be
conducted for all activities starting from acquisition, development, design, manufacturing to the
abandonment. Organization shall also maintain the infos on HSE risks and opportunities and the detailed
procedures needed in case of an incident. HSE MS include specific procedures for hazard identification.

Also hazard identification should not be limited to only this. Should go through all assessment.
CHRA(chemical health risk assessment), QRA(quantified risk assessment), CIMAH9Control of Industry
Major Accident Hazards), Safety Report, Fire Risk Assessment, HAZOP(Hazard and Operability Study),
HAZID(Hazard Identification), EAI, EIA, PHA, Social Risk Assessment (SRA), Social Impact Assessment (SIA),
Human Rights Due Diligence (HRDD), Biodiversity and Ecosystem Services Risk Assessment (BESRA),
Product Risk Assessment and PASR.

The Hazard Identification (HAZID) is a high level review of potential hazards, based on checklists.

HAZOP-is an excellent tool to identify potential hazards and operability issues and recommending
preventive actions.

The Organization shall develop assessments for HSE risks and significance of the each identified ‘hazard,
effects and aspects’ for all operations, in accordance with the company’s rule and regulations [Petronas
Technical Standards]. Risk measure identification shall be undertaken to bring the risk to a level deemed
'as low as reasonably practicable' (ALARP) as per below.

Risk assessment must also take into account of the consequences, severity, and frequency of the activity
and the likelihood of the accident to occur. Assessment review must be conducted every 5 years minimum
with two teams consists of competent personnel and the personnel directly involved with the risk.

The risk reduction measures must be selected through the evaluation and risk management process. And
also the emergency response procedure must also be regularly tested[Carrying out drill].
