APPA Times

Dear Colleagues

This week marks the half way point of term 3 with all that that means – the flu, the rain,
and the trodden grass and mud everywhere around the school so on behalf of the
APPA executive I trust your term is going well and the raft of ‘mid year things’ we have
to do are well underway and your timeframe for all the ‘end of year things’ are starting
to be articulated. It’s pretty scary to think we only have 15 weeks of school left for the
year!

A timely reminder then of the six points Professor Timothy Brighouse states effective
leaders do. They:

• create energy
• build capacity
• meet and minimise crises
• extend the vision
• secure the environment
• seek and chart improvement

The APPA Times is presented under the headings of the key result areas in the 2007-
2010 APPA Strategic Plan and is an abridged version of my report to the full APPA
Council (which is written the week before this comes out). That is:

• Representation: Issues impacting on principals;


• Advocacy;
• Professional Learning;
• Resourcing; and
• Pastoral Care.

‘Principals’ Skite Section’

This is a light-hearted title for a forum for us to acknowledge each other when we
have achieved something. This could be as wide ranging as: winning a new position,
to getting married, to having a baby, to becoming a grandparent, to graduating with a
new qualification, to retiring and goodness knows what else! It will also be a way for
us to welcome new principals to the APPA (this would need to be done by the cluster
rep as I am sure new principals may be a bit reticent about telling us!).

This will only work of course if cluster reps talk about this to their clusters and then
keep asking cluster members for this sort of news... so let us start skiting... in the
most nicest of ways though!

• To the following colleagues who have recently been appointed to principal


positions: Brenda McPherson to Windy Ridge; Janine Irvine to Cornwall Park;
Dianne Manners to Kohimarama; Stephanie Thompson to Beachhaven;
Adrienne Mawer to Birkdale and Darrel Goosen to Matakana.

• To the following colleagues who have recently graduated with post graduate
qualifications – Linda Harvie from Howick Primary and Raewyn Matthys-
Morris from Glenfield Intermediate School who completed their MEdLM and
Fiona Cavanagh from Glenfield Primary School who completed the
PGDipEdLM. Well done Ladies!

1. Representation: Issues impacting on principals


1.1 National Standards update

Perhaps not surprisingly national standards have again been a major feature of
discussion since the June APPA Times. There are clearly many principals who are
still feeling concerned about national standards in their current form and we continue
to work with various groups with regard to this.

Recently reports have been received from the National Standards Working Action
group (WAG) and from a principals’ parallel group based in Wellington. I will try to
summarise the work since the last Times as well as I can to ensure everybody is fully
in the picture. That is:

A) You will be aware I wrote to the Minister on 17th May with a number of
concerns. That letter was included within the May APPA Times so I do not
need to include that again here. However the Minister took some time to
respond, with quite a lot of activity occurring between the time of writing the
letter and then receiving her reply (received at the start of the term 2 holidays
in fact!).

B) The APPA National Standards WAG continued to meet last term, culminating
in a meeting with the APPA executive where they made a strong
recommendation to the executive for us to make a stand about the training;
recommending that we recommend to all APPA members that they cease
attending any more training.

This resulted in some intense media publicity from radio, print and television,
as well as a flurry of media releases from the Minister herself. You will have
seen much of this I am sure, so I will not write more here.

C) At the NZPF conference a very vocal group ‘encouraged’ the NZPF executive
to take some strong action. This group, which had leaders from across the
country met with three representatives of NZPF (President, Vice President
and one executive member) to ‘force’ that strong leadership be shown by
NZPF. This resulted in an incredibly well attended AGM and the adoption of
three motions. You will have all seen this flyer as it was emailed to you over
the holidays from NZPF president.

D) Just as the holidays started I had a number of conversations with Bruce Adin,
MOE Regional Manager, as he was asked by Karen Sewell, Secretary of
Education, to set up a meeting between herself, Mary Chamberlain and the
APPA executive, as a result of our media release and stance. This meeting
was held on Thursday 22nd July and was attended by all APPA executive
members, our APPA National Standards WAG members and our APPA
National Standards Project group members. This was an interesting and
fruitful meeting and one that we hope will result in further action and
collaboration with the MOE. The letter from Karen Sewell following this
meeting is included as an appendix with this APPA Times.

E) At the start of term 3 we sent out a brief survey, via Survey Monkey, about the
APPA executive’s recommendation to cease further training. Within the first
few days the response was unbelievable and incredibly encouraging, and the
results of this survey are included as an appendix with this APPA Times.

F) NZPF held a meeting last Friday (6th August) in Wellington with approximately
60 cluster President Representatives and others from across the country. At
this meeting two motions were passed: A vote of no confidence in the current
National Standards system and secondly that NZPF instigates a campaign to
publicly expose the limitations in the current National Standards system and
its associated reporting.

You will have received the flier from the NZPF about this.

G) The National Standards Project group and WAG group both met last week to
go over the latest issues regarding NS and also on Friday with Mary
Chamberlain and Lisa Rodgers where the project group outlined the
difficulties with NS as a result of their work. The project report is attached as
an appendix to this Times.

In addition to this the WAG made a very serious recommendation to the


APPA Executive who subsequently, after much council discussion, accepted.

It was agreed that APPA would commit up to $60,000 (from reserves) to


provide funding for a resource that would enable principals and their boards to
learn more about the flaws in the current national standards so that boards
would be in a better position to make informed decisions about national

standards. It is envisaged that in the near future principals will be told how
they can access this resource support, should they wish to. This ‘resource’ is
most likely to be a principal or principals who have particular expertise in the
national standards, to meet with principals, management staff and boards.

H) Perry Rush, a Principal from Wellington has coordinated a parallel group to


NZPF’s work regarding NS. You will be hearing more about this very soon
from your Cluster Reps.

I) You will all have seen the recent communication from NZPF which came out
on Monday this week. I urge members to support this call from NZPF.

1.2 Working Action Groups (WAGs)

Engaging our Maori Community WAG


As commented in previous APPA Times Marilyn was continuing with work, from last
year, on this WAG and it was advised that they would be posting material on the
website for our members following executive and then council approval in term one,
2010, which was then extended out to term 2. With the volume of work associated
with National standards this is still to be done – so watch this space. The WAG will
have it ready for members soon!

Strategic Plan WAG


This work is now underway, under the expert guidance of Alison Smith. You will hear
more from them as the terms go by, as your involvement will be necessary in the
form of responding to various surveys etc to ensure we set a direction that IS
representative of our members.

Vision for the Teaching Profession WAG


This APPA group have met and have completed the APPA’s response to the
Education Workforce Advisory Group report. If you are interested in receiving a copy

Can I thank the members who worked with me on this WAG: Thank you to Julien

1.3 APPA Strategic Plan

Further to 1.3 in the June APPA Times: see above – 1.2.

1.4 Legislation

For your interest a number of legislative issues have recently changed which could
impact on boards and principals. I am sure you may already be aware of these,
however if not these are:

There has now been a change to the Education Act in relation to police vetting, data
matching and some other matters. This summary outlines the key aspects. In
addition there have been two Bills in the house recently which also propose changes
to the Education Act which you should be aware of.

Changes effective from 20 May 2010 in the Education Act 1989 are:

• introducing greater requirements on the vetting of those who may have


unsupervised access to students and boards now go direct to police for a vet
for non teaching staff and contractors;
• matching of information between the New Zealand Teachers Council (NZTC)
and the Ministry of Education to identify people teaching in schools without
registration;
• limited statutory managers or commissioners of a school, may be appointed “as
being of a named body corporate”
• changing some of the NZTC disciplinary procedures;
• providing for more flexibility in the holding of trustee elections and
• addressing various minor or technical issues.

Police Vetting: Effective from 20th May 2010 also the New Zealand Teachers
Council no longer receives, and manages vetting requests to New Zealand Police for
non-teacher roles in schools. The four weeks transitional period has now elapsed
and all applications for new police vets are to have been applied using the new
requirements.

MoE Circular 2010/09 - Changes to Police vetting requirements outlines the key
changes to the police vetting process. You will have also received a communication
from Police outlining their processes (for further enquires related to this matter, or
the vetting process please e-mail - QueryME@police.govt.nz).

Data matching: It is likely to occur quite soon and this may identify situations where
current teachers may not be registered; it is therefore timely to check that there are
systems in place to ensure that there is a process to verify this on a regular basis
and also that current records are up to date.

Note that the Education Act requires that “No employer shall continue to employ in
any teaching position any person who holds neither a practising certificate nor an
authorisation, if that person is not under the general supervision of a person who
holds a practising certificate.”

Boards may be liable to a fine of up to $5,000, if they breach this requirement and
the “teacher” may also be liable to a fine of up to $2,000 (s137).

If you find that a current employee, who undertakes teaching duties, does not have a
current registration or LAT then that must be rectified.

Proposed Changes to the Education Act 1989

The following have yet to have their first reading in the house, therefore submission
dates are not yet known but for your information:

Education Amendment Bill (No 2) 169-1 (2010), Government Bill

In terms of the schooling sector the Bill has a policy focus to —

• introduce secondary-tertiary programmes to give greater opportunities for


secondary students to spend time learning in a tertiary environment or in the
workplace

• updates and clarify the law affecting private schools.

There are also some minor policy changes to school enrolment scheme priorities for
offering places to out-of-zone students which are designed to give some priority to
children of board members and of former pupils.

Education (Board of Trustee Freedom) Amendment Bill 172-1 (2010), Members


Bill

This is a Private Members Bill drawn from the ballot.

The Bill states as its purpose “The purpose of this Act is to enable Boards of
Trustees to manage their own affairs by administering the employment of teachers at
their school.”

In essence it would enable a board to negotiate the employment conditions for those
teachers they employ. The exact details of how that would operate are unclear at
this stage.

1.5 Health and Safety Matters - Orewa Explosion

Following the Court decision two weeks ago on the Orewa boiler explosion I thought
it important to repeat STA’s statement sent out recently.

Court decision: The prosecution was of the Board of Trustees, not the individuals
who comprise it, because it is the Board, as the employer, that has responsibilities
under the Health and Safety in Employment Act. Individual members of school
boards cannot be held personally liable.

Orewa College Board of Trustees was sentenced on two charges laid by the
Department of Labour under the Health and Safety in Employment Act 1992 in
relation to a boiler explosion in June 2009. A Board are able to be prosecuted in that
Act but cannot be fined as they are a Crown Entity and are subject to orders of
reparation. The Court in this case ordered $81,100 in respect of the school
caretaker who died and $55,729 to the injured contractor.

So what are the key messages?

Overall Health and Safety: By law, Boards of Trustees have overall control of their
school. While they may delegate this on a day-to-day basis, they still retain
responsibility for the health and safety of people working at, attending or visiting the
school. This includes making sure that systems are in place so that potential risks or
hazards are identified and managed. There are resources available to assist.

It’s important that the focus is not solely on boilers. Boards need to ensure that they
review their overall health and safety procedures and systems at least annually
across the whole of the school. This includes EOTC. Because of the varying sizes
of schools various arrangements will need to be in place in terms of responsibilities,
in larger workplaces the health and safety committee needs to be operating
effectively.

What protections can be taken on liability? Liability insurance will cover certain
aspects of potential liability, you should check with your insurer what provisions
apply to you.

If as part of your processes you do have an issue with a hazard, the Ministry of
Education may provide boards of trustees with an indemnity from legal costs and
monetary penalties, such as reparation orders, arising from any prosecution under
the Act, or regulations, provided that the board has met the requirements to qualify
for indemnity.

See sections 38 and 39 of “The Health and Safety Code of Practice for State and
State Integrated Schools”. To qualify a board of trustees must report immediately to
the Ministry of Education if issued with an Improvement Notice or Prohibition Notice,
or if any health or safety incident occurs that could give rise to an offence under the
Act.

In terms of boilers: Boards have already been advised that as part of their overall
health and safety system they ensure that prior to firing up their boilers there is:
• an annual independent inspection,

• a regular maintenance contract, and

• their boiler operators are trained

Where from here? Department of Labour, NZSTA, and the Ministry of Education will
be having further discussions on what we can do to assist boards in the important
area of health and safety.

2. Advocacy for APPA membership

2.1 APPA sponsors

One of the undertakings the APPA gives its business partners is that at the very
least, they are given the opportunity by members to quote for a service or
solution. They are realists and understand all too well the marketplace so giving
them a chance to keep their collective pencils sharp is appreciated all round.

PLEASE support our business partners as their assistance is very important to
APPA and you as members.

The APPA Council are currently considering the implications regarding the issue of
local principal clusters independently gaining sponsorship from businesses that may
in fact be in competition with APPA sponsors. This has recently created quite an
issue and it would be great to hear members’ views as a number of current sponsors
have contacted me regarding this.

2.2 APPA Sponsors Breakfast meeting

What a fantastic APPA Sponsors breakfast we had yesterday with approximately


220 colleagues attending. Thank you so much for your support. As it was at the last
breakfast meeting, it was a very positive experience for our sponsors so thank you
for taking the time to visit their stands. Congratulations to Louis Guy and Nola
Hambleton (again!) who were the the Lucky Draw Prize winners. A special thanks as
well to Office Max for their kind donation.

I am sure you found both presentations of immense interest – quite contrasting ones
that is for sure, with Anne’s incredibly thought provoking and challenging. A huge
thank you to both Anne Milne and Bruce Adin for their time.

2.3 ASB/APPA Travelling Fellowship

As advised in 2.4 of the June APPA Times the ASB was proposing changes to the
ASB/APPA Travelling Fellowship. We have been successful in maintaining the status
quo for THREE more years, meaning the 2011, 2012 and 2013 recipients of these
awards, will have the same conditions as present.

The ASB/APPA Fellowship Trust will continue to negotiate a new contract with the
ASB over the next year or so before the current, rolled over one expires. Watch this
space!

Congratulations to our 2010 (to be taken in 2011) Fellows Corrine Hansell from
Tamaki Primary School (Two term fellowship: Raising the Bar for Bilingual learners)
and Marian Caulfield from Dominion Road Primary (One Term Fellowship:
Sustaining Success – examining the practice of successful long-tenure successful
principals).

Also be reminded we encourage members to apply for these prestigious awards – so


keep an eye out for this information which will come out soon in the APPA Times for
2011 applications for the 2012 year. For now please do start considering whether
you would be interested in applying for an award!

2.4 Cluster Visits

I have visited numerous clusters over the past few months and I thoroughly enjoy
these visits and the fantastic hospitality that is extended to me. These visits are very

beneficial in being able to garner, first hand, the issues and concerns at grassroots
level. My time is filling up fast between now and the end of the year, and this will be
my last reminder, but I am available to visit cluster group meetings; be they
breakfast, lunch, afternoon or evening meetings if you are interested.

2.5 2010 Board Elections Survey

Further to 2.7 in the June APPA Times about the recent board of trustees election
concerns held by principals. You will all receive a survey, via Survey Monkey, soon
about the recent elections and we would really appreciate all members completing
this brief survey (realising that these can be a pain.. but it will be simple I assure
you). The results will be in the September APPA Times.

Can I encourage you to complete this, so as to give us a good picture about these
elections – information we will pass onto the Ministry and STA. So watch this space!

2.6 2011 NZPF Elections

NZPF elections for the executive and office holders from 2011 will be taking place
shortly. In the interest of getting fair representation from Auckland on the NZPF
executive please vote and vote strategically. It is very important that Auckland, with
so many principals (and students) has fair representation at national level. There are
five Auckland candidates for general executive positions and one Auckland
candidate for Vice President.

Your vote does count so all Auckland members of NZPF are asked to vote!

The elections for these positions are being held electronically this year and is
underway from about 30th August with results declared by/on 24th September. Look
out for this information coming your way soon from NZPF.

2.7 APPA Position Paper: Equitable and Fair Representation on the NZPF
Executive

Find below a copy of an email that was sent to all Cluster reps on the APPA council.
They have been asked to consult with their cluster principals on the issue described
below and we look forward to your feedback by 3rd September.

At the APPA Council meeting of Thursday 12th August, after much discussion, a
motion was moved, and unanimously supported, for the APPA to write a position
paper on “Equitable and fair representation on NZPF executive”. Anne Malcolm
volunteered to write this.

Please find below this paper. Action now:

• cluster reps to communicate with all cluster principals by emailing this paper
to them and asking them to give feedback to the rep
• by 3rd September cluster reps to gather feedback and email to Alison Smith at
office@appa.org.nz
• feedback summarised; APPA executive to consider and complete final paper
• paper shared with council at 9th September meeting and once approved
APPA to present to NZPF

THE PAPER

Currently NZPF has a voting system that is country wide. Members vote separately
for the key roles of President and Vice President then elect a twelve member council
through a nominated candidate process. At this time of the year regions such as
Auckland encourage their members to stand for the national organisation and
furthermore encourage their members to vote for Auckland candidates in order to
ensure representation at national level. The Auckland Principals’ Association takes
the position that although we support the election of key roles as listed above on a
‘first past the post’ basis, we view the election process for executive members as
inequitable.

The Auckland Primary Principals’ Association supports the allocation of regionally


specified seats on the New Zealand Principals’ Federation executive. This would
provide fair and equitable representation that reflects the wider principal population
of New Zealand. That is, seats would be allocated to the executive according to the
number of schools in each region. This would ensure that all regions are
represented, and that ALL regions are represented equitably. Furthermore, we
support a system whereby each region elects their own representative members to
sit on the NZPF executive.

An alternative mechanism for voting based on allocated seats would ensure


balanced geographical/regional and cultural representation within the Federation, as
well as a speedier and less complex voting system.

Our position supports each geographical region being allocated seats based on the
number and size of schools within their area. This would ensure the block voting,
that is a current practice for some areas, would become obsolete. However, in an
equitable seat distribution system an imbalance of power can result. From our APPA
members we understand that already exists. We would therefore request NZPF to
consider a fairer voting distribution system at the same time as a seat allocation
restructure. For example the Auckland Region may have 4 Federation committee
members but still only have one vote. This would ensure the Auckland vote was
agreed upon by each elected representative.

Naturally restructuring requires work and a change in constitution but this is


achievable we believe. APPA therefore request the current executive examines this
alternative through a working action group for presentation at the 2011 AGM.

2.8 2011 APPA Elections

Further to my comment in 4.3 of the June APPA Times, a reminder that the AGM is
at the first breakfast meeting in 2011, Wednesday 23rd March, which means the
postal voting election process will need to start very early in the new school year.

Tentative timeline dates to meet constitution requirements are:

Last day for nominations: 14th February 2011


Voting papers mailed: 5th March 2011
Voting closes: 15th March 2011
AGM (and results announced): 23rd March 2011

Further in-depth details will be advised in early term 4 – but for now if you are
considering standing for the executive start thinking seriously about this soon, as you
will need to have completed nominations by week 2 term 1 2011.

2.9 Membership

Thank you to the majority of members who have already paid their 2010
subscriptions. If you have not already done so, it is important that you do so a.s.a.p.
Please contact the APPA office if you are unsure or the online method is difficult,
although a paper invoice has been mailed to all schools, on a number of occasions
in fact.

Schools which are not (paid up) members of our association are not eligible to
participate in the annual speech competition or music festival and will also not be
able to access the support we are funding for board and management staff
development on National Standards etc.

2.10 Property

You will be aware that each month schools need to return the property safety
inspection card to Argest after the checks have been completed. This note here is to
let you know of an issue that has just come to light, so a reminder to make sure your
returns to Argest are up to date!

These inspections are required for the issuing of the school's annual
Building Warrant of Fitness (BWoF). A prerequisite before commencing
projects on the 5YA and outlined in Section 7.3 of the Property
Management Handbook is that the school must have undertaken the owner's

inspections and the cards confirm if this has occurred. The 5YA which
the Board Chairperson and Local Office Manager/Network Provision Manager
signs also states the Board will meet its responsibilities under the
Property Occupancy Document issued under section 70 of the Education Act
1989, including all owners inspections required for the issuing of the
school's annual Warrant of Fitness (BWoF).

3.0 Professional Learning


3.1 NZPF Conference: Wellington 6th - 9th April 2010

‘Set yourself free’ is the theme for next year’s conference and note it is earlier than
normal – for schools starting back Tuesday 1st February it is week 10 of term 1,
which is an 11 week term.

3.2 APPA Cognition Education Senior Management Conference

A reminder that this is on at the Waipuna Hotel and Conference Centre at the end of
August: 27th – 28th August.

The theme is: “The Intrepid Journey” and we encourage all members to send their
senior and middle leaders, as well as any teachers who are intent on moving into
senior leadership positions in our schools. It is up to each of us to mentor these
people and actively coach them in our schools. Over the last six years, there have
been increasing numbers of team leaders/middle management staff attending this
conference and we would like this to continue – after all there are lots of our
numbers nearing retirement in the next few years and succession planning is very
important!

3.3 APPA Principals’ Magazine:

You have recently received ‘our very first’, ‘our very own’ and ‘our very Auckland
flavoured’ APPA Principals’ Magazine. I include below the Editorial to the first edition
to let you know how it evolved and the purpose of it. A huge thank you to Alison
Smith, our Executive Officer who mooted the idea and also huge congratulations to
her for making it come to life! The Editorial:

Welcome to the first issue of the new magazine for APPA members! This magazine
is designed to give our members further information, news, updates and ideas that
we can’t currently include in the APPA Times. I hope that you will find the magazine
interesting, informative and useful, and that its production adds even more ‘value’ to
your membership of the APPA.

The Executive hopes to produce three issues of the magazine each year and we
want to reflect a distinctively Auckland ‘flavour’ in the contents as much as we can.
We also want to include reasonably short and pithy articles along with references,
links and other resources so you can follow up anything that particularly sparks your

interest. This first issue is somewhat of a miscellany of articles that have been mostly
written or edited by me to get the magazine ‘off the ground’. To save on production
costs, we plan to only produce the magazine in this electronic format at present, but
please feel free to print off any/as many articles as you wish for your own reading
and to share with others in your school.

I hope that you, as members, will feel free to contribute to the magazine as well.
Contributions are welcomed - please email these to me at office@appa.org.nz. Ideas
for contributions include: Letters to the Editor, opinion pieces, features about
something that is happening at your school or in your cluster that you think others
could be interested in and/or learn from, book/website/resource reviews, reports from
sabbaticals or fellowships, conference or professional development reviews and
reports, descriptions of study or research activity, photos, and so on. Writing for our
magazine is a golden opportunity to get your voice and your school ‘out there’ as
well as supporting leaders and leadership in Auckland primary schools. The second
issue will be published at the end of November, so make sure that your contributions
reach me by October 31. Further guidelines for contributions appear as the last item
in this issue. Or, if you have an idea for a feature, an interview, or another type of
article that we haven’t even thought of yet, please email in your suggestions.

In this issue, I have tried to include a variety of pieces that I hope you will enjoy.
Please feel free to email me with any feedback that you have about the magazine –
we welcome all suggestions for development and improvement, as well as feedback
about what you really liked and/or would like to see more of. Happy reading

4.0 Resourcing
4.1 Leaky Buildings

Please contact Brian Mitchell urgently at the Auckland MOE office if you have any
concerns at all about a leaky building at your school. The consequences for schools
when they need to fund remedial work on property that is partly owned by the school
is large and while the MOE has ‘come to the party’ to assist schools in this situation,
schools can still face the prospect of finding large amounts of money. If you have
any questions about this or any other issues pertaining to property, please get in
contact with Brian immediately.

4.2 10 Year Property Plans

For those schools who have entered the new round of 5 year funding on July 1st
please note there are a number of changes to completing your 10 ypp – the major
one being the need to complete the Modern Learning Environments – School

Assessment Tool, along with an updated Condition Assessment Report. These can
take some time and need to be approved by the MoE before you can start work, so
the quicker you get this done the quicker you can start doing some great building
renovations and/or refurbishments etc in your school.

If you have any questions or concerns about this please speak to your local Network
Facilitator (although they now have a new name!) as soon as possible.

4.3 Website

A reminder the website has been updated so check that out! (www.appa.org.nz). We

5.1 NZEI Principal Support Officer

This is a reminder that John Utting is the Support Officer for principals in our area.
John is available to provide support and guidance to principals, for example at the
onset of a competency procedure, in terms of the process that principals and Boards
are required to follow. He is also willing to speak to clusters or small groups of

5.2 APPA Cluster Presidents Forum

Further to commentary about this in previous APPA Times a reminder that on


Thursday 26th August from 2.00pm – 4.00pm we are holding a Cluster Presidents
Forum at The Novotel, Greenlane (next to Ellerslie Race Course) to share best
practice amongst each other on what it is a cluster president does and how we could
do it even better!

A range of ideas will be explored around the issues of collegiality, welfare and
support, with these ideas generated from presidents nearer the time, but a special
focus will be on the introduction and transitioning of new principals’ into a cluster, be
they a first time principal or an experienced one moving into a new cluster.

A specific invitation has been sent to all Cluster Presidents, and if you are yet to
reply to Alison please do so TODAY – as the meeting is NEXT week! If you as
President are unable to attend please do nominate a replacement!

5.3 APPA Principal Adviser

A reminder Roger Harnett, principal of Browns Bay School is the APPA/Team


Solutions Advisor. Please contact Roger if you would like him to visit you in your
school to support you with an issue or to suggest ways of further developing your
school. Roger has a wealth of experience and he is valuing hugely the opportunity to
visit our association’s schools and to provide support and guidance for principals.

5.4 APPA Awards

Attached to the June APPA Times was a summary of the criteria for the APPA
Awards: Service with Distinction and the APPA Life Membership. I attach this again.

When I made mention of this in June, I said then it seemed incredibly early to start
thinking about this for the end of 2010, but we are now into August and before we
know it we will need those nominations!

Can we ask that you now discuss this at your next cluster meeting, which will give
your members a month to think about it before your following cluster meeting, so that
any nominations can be sent to us by the beginning of November!

5.5 APPA Social Get-Together at NZPF Conference

A huge thank you to all members who attended our social get-together during the
NZPF conference last term in Queenstown. Our event was incredibly well attended
and a positive, energised vibe was evident. The sponsors really appreciated this
opportunity as well, and they gave us fantastic feedback about this. We trust you
enjoyed the few hours!

5.6 Almoner

5.8 APPA Annual Luncheon

As previously advised, this highlight of the APPA calendar will be held at The Hyatt
on Wednesday 8 December. The change of venue is the result of a contractual
agreement that has been made with The Hyatt that is designed to off-set a potential
loss to APPA as a result of the cancellation of the ball. Bearing in mind the locality of
The Hyatt, APPA will be looking at transport arrangements so that parking need not

be an issue. More details closer to the event but, please circle the luncheon in your
calendar now. It will be a wonderful way to end our very buys and intense year!

APPA Awards – Acknowledging service to the APPA and education
Fellow of the APPA
This, like the NZEI’s Associate NZEI [ANZEI] is the starting point for people who go
the extra kilometre for the APPA and education beyond their own school. Recipients
are nominated by a cluster (not necessarily their current local cluster) and the
nomination must be endorsed by the President of that cluster.

Distinguished Fellow of the APPA


This is the highest level of service award. It is presented very sparingly and only to
those people who have already been awarded “Fellow of the APPA” or the
previously awarded “Service with Distinction” award. It is for service since the award
of Fellow. Recipients would normally be understood by the great majority of APPA
members to have earned this award for their contribution to the wider education
good and to the APPA.

End of Service – “Retiring Member”


Local clusters nominate retiring members for an APPA certificate to be presented at
the annual luncheon of the APPA, acknowledging the total number of years’ service
to education. Recipients would know that their service has been valued by their
principal colleagues of the APPA.
