Specifications of Control Panel for Electro-mechanical services in small

unmanned BTS Sites.

Cabinet:- The panel shall be fabricated from 16 gauge (1.6 mm) CRCA sheet,
powder coated completely dust & vermin proof with neoprene gasket, wall
mounting and front open able type with hinged door. Earthing stud should be
provided on the top of cabinet. The display and keys should be available on the
front doors whereas switches and MCBs etc should be inside the cabinet, which
should be accessible on openings of door. The panel approved by the
Electrical Wing of BSNL C.O. shall only be used.

SYSTEM DESCRIPTION

The proposed system will comprise of a PLC/Microprocessor based controller


with RTC and 4x20 backlit LCD unit to unit to programme at site various
parameter described below:-

• 1 Phase 230V or 3 –Phase, 415 Volts mains power feeder as I/C-I


• 1/3-Phase, 230/415 Volts, DG Set as I/C-II
• AC units (1.5/2 TR)
• Fire alarm panel to be integrated as a part of the controller
• Power Plant and batteries
• Aviation lamp

Monitoring & Control of the following Electro-mechanical services

1. AC Units

 AC units should be started / stopped based on sensing of room


temperature through a single temperature sensor (having accuracy of
0.5 oC) provided with in the room.

 The AC controller should start / stop AC units in a systematic manner so


that both the AC units are operated based upon the real time
temperature as well as running performance of the ACs. The operation
of AC units shall be based on room temperature and both the ACs
should have settable temperature differential for starting and stopping
of the units. In case required room temperature is achieved and both
the compressors are off, one blower should run for air circulation. In
case of power failure, the controller should have sufficient memory
so that the original sequencing of running of AC units should be
maintained.

 Programming of AC units shall be based on (i) Equal run hours per


day and (ii) if the designated unit is unhealthy, then stop the
unhealthy unit and start command shall be passed on to next unit.
 Unhealthy condition :- Current drawn by individual units as well as grill
temperature at the individual AC units should be displayed
simultaneously in the controller. There should be option to program the
high and low acceptable levels of both of these parameters (i.e grill
temperature as well as current) through front panel depending on the
site requirement. In case of fault ,the respective AC unit should be
switched off and taken out of the running sequence. Alarm should be
available for the faulty unit.

 The status of various parameters, health of the machine and faults


should be displayed on the PC through RS 232 serial port following
TCP/IP protocol and the system should be compatible for
transferring the required data to the base station with necessary
software through GSM modem.
 Fault log history for last ten faults should be provided.

 Apart from controlling the operation of AC units , AC controller should


also offer protections in terms of overload, initial time delay for starting the
compressor, High and low voltage protection. For overload protection,
the controller shall make attempt to start the unit thrice, declare it
as unhealthy and then switch over to next unit.

 HP fault & overload fault should be manual reset, all other faults
should be auto reset.

 Separate auto manual switch for each circuit is to be provided for


bypassing the controller.

Heat Sensible ACs – In the case of heat sensible ACs the AC Controller
should provide separate control for driving the Blower, Condenser & the
Compressor of the two units. In addition it must also provide mechanism
to detect dry contacts of High Pressure / Low Pressure (HP / LP) faults.

2. Engine Alternator Set

Engine shall start on the following logic:

a) If the mains fail, or one or more phase of the mains is not available.

b) If any phase voltage of mains is out of preset limits however there


should be a provision to set the limits of higher and lower phase
voltages as per the site requirement. The mains supply within this
range shall be considered as healthy considered as healthy so as to
avoid continuous running of Engine Alternator Set.
System shall provide following capability: -

1. Auto start and stop of EA set with facility to start manually.

2. If the set fail to start then the emergency alarm shall be given
instantaneously.

3. Record start time, stop time with dates and duration in hours and minutes
of EA set.

4. Two level indications for fuel should be provided – there should be an


alarm at the first level of 50% & EA should be stopped at the next level of
25% respectively.

5. System should provide following settable features: -

i. Mains failure time –to initiate automatic EA start after 0 to 300


seconds of mains failure.

ii. Mains restore time –to initiate automatic stop of EA after 0 to 300
seconds of mains in stable conditions as defined in ‘A’ above.

iii. Low-pressure delay time – 0 to 99 seconds delay of the pressure oil


input alarm from engine start.

iv. Stop solenoid time – 10 to 99 seconds enabling time for “stop


solenoid”.

v. Cranking up time – 0-99 seconds enabling time for starter. The


timer is reset if the engine starts before the programmed tome.

vi. Start attempts – 1 to 3 numbers of automatic attempts during


automatic start cycle.

vii. Attempts interval – 1 to 99 seconds time interval between starting


pulse attempts.

viii. Cooling down time – 0 to 300 seconds engine cooling time before
stopping. During this time engine runs without load.

ix. Generator voltage time-time of stable generator voltage to close EA


contractor to load (0 to 300 seconds)

3. Automatic mains off when fire is detected.


4. Automatic switching off/on aviation light by providing a timer on preset
timings.
The following should be provided on the front of the panel: -

1. One no. reset push button for resetting of the system after faults.

2. One no. accept push button for acknowledging the hooter in case of all the
alarms (a timer should be provided for silencing the hooter if
acknowledged with in 2 minutes for all the fault alarms except fire alarm).

There should be a provision to run the whole system on by pass mode for
maintenance of various facilities. However manual by - passing should
not be made effective through control card i. e. it should be
independent of the control card. In manual mode all the safeties of
ACs such as HP / LP, overload, thermostat etc. plus the starting
sequence of blower, condenser, compressor and the interlocking of
blower with condenser & compressor should be operational. All the
safeties / tripping devices of E/A Set should also remain functional in
manual mode.

1. The following parameters are required to be transmitted to remote


station in excel sheet :-
a) Line – Neutral Voltage of all three phases of mains and
DG
b) Load current for all three phases
c) DG Run hours
d) DG battery voltage
e) DG Speed
f) Frequency
g) Mains KWH
h) DG KWH
i) Status of AC units whether healthy or Unhealthy

2. The following alarms are to be transmitted to the base monitoring


station in excel sheet :-
a) AC 1 faulty
b) AC 2 faulty
c) LLOP
d) DG on
e) DG battery low
f) DG fuel low
g) Under speed / Over speed
h) Stop fault
i) Start fault
j) Engine Temperature high
k) Alternator fault
l) BTS battery low
m) Room temperature high
n) Mains ok / mains faulty
o) Overload
p) Over / under voltage
q) Canopy temperature high

3. The following parameters / alarms are to be made available in


Controller through LEDs / LCD
(i) Site name and unique ID
(ii) Status of AC units whether healthy or Unhealthy
(iii) Current/Grill temperature /run hours of each AC unit
(iv) The general electrical parameters of mains and DG supply viz.
a) Voltage per phase
b) Current per phase
c) Frequency
d) Output Power factor
(v) Mains fail
(vi) LLOP
(vii) High cylinder / water temperature
(viii) Over speed
(ix) Under speed
(x) Alternator fault
(xi) DG fail to start
(xii) DG fail to stop
(xiii) Overload
(xiv) Fuel low
(xv) Fuel very low (for stopping of engine)
(xvi) BTS battery low
(xvii) DG battery low
(xviii) DG fault (common for any DG fault)
(xix) Canopy door open
(xx) Fire Alarm
(xxi) Canopy temperature high
(xxii) Low water level (for water cooled sets)
(xxiii) Over / Under voltage
(xxiv) Over / Under frequency

Potential free contacts are to be provided for transmitting the below alarms
to the NMS : -
1. DG fault
2. Low fuel
3. Mains fail
4. Room temperature high
5. AC fail
6. Fire Alarm
7. Door Open
8. Low battery voltage

Remote PC & Software:

It should be possible to monitor site status on a PC connected through GSM


network for all parameters mentioned under display system and alarms using RS
232 port. The communication from main controller shall take place using TCP/IP
protocol on RS232 port only. The parameters shall be displayed on an attractive
graphical user interface (GUI) which will give analogue as well as digital values of
the various parameters.

2. In view of the fact that GPRS connectivity is not available at all the
sites, the connection between the Integrated control panel and base
monitoring station should have capability for both GPRS & SMS. The
modem should try Ist for GPRS connectivity and in case of non
availability of GPRS connectivity, the SMS should be tried as IInd priority.
3. For sending alarms and designated events the SMS should
invariably be generated from the site only (where the Integrated Panel is
installed) .
4. The communication at the base monitoring station can be either
with GSM Modem (with or without server) or with server based internet
portal. In either case there should not be any limitation for no. of sites to
be linked with the base monitoring station. Necessary hardware protection
along with software protection should also be provided at base monitoring
station. In case in future if BSNL wants to shift to its own server then
the system should be compatible and the firm shall provide the necessary
support for the same. No extra charges for any additional hardware /
software requirements on this account shall be borne by BSNL.

5. Remote logging of data in PC on programmable preset intervals shall be done


by the system.

6. It should be possible to analyze the sites with the maximum run hours of DG
sets and sites with maximum alarms. Option should also be available to view the
parameters and alarms in numeric (analogue and digital) or graphical format.

7. The motherboard/PLC shall be protected against transients and surges as per


class D protection of VDE 0675 and should be duly protected against EMI/RFI.

TELECOM BATTERY MONITORING

There should be an option to measure 48V battery of the telecom equipment. In


case the battery voltage is above a settable limit & room temperature as
measured in the AC Controllers logic is below a preset max room temperature,
the engine should not start unless one of the conditions fails. This should work
using the GSM network.

POWER & LOAD INTERFACE: -

The given values are for 15 KVA system only. The capacity of various
switchgears & electrical devices shall be selected as per the site requirement and
shall vary accordingly)

(i) 2Nos. of 4 poles 63A(with adjustable current setting) MCCB (This


rating of MCCB is for 15 KVA EA Set only, for other EA Set
ratings the same should be suitably enhanced)
(ii) Contactors: -
a) The rating of mains contactor shall be derived from KVA
rating and the minimum voltage (90 V) which comes out 63
Amp for 15 KVA DG Set for AC – 3 duty cycle. Rating of
DG Contactor shall be derived from the KVA rating at 200 V
which comes out 45 Amp for 15 KVA DG Set for AC – 3
duty cycle. For other EA Set ratings the same should be
suitably enhanced. Both the contactors shall be electrically
interlocked with contactor coil.
b) 2 nos. each of 25 Amps rating for AC units
c) 1 no. of 12 Amps rating for the aviation circuit.
(iii) The supply to the coil of the mains contactor is to be provided with
the help of a static voltage regulator having vide input range from
90Volts to 300 Volts and output with in the operating range of
contactor coil.
(iv) MCBs of minimum 10 KA breaking capacity (for output of different
circuits)

STICKERS: Stickers/Boards at suitable locations at the site shall be provided by


the vendor to mark “ Caution-Automatically controlled site”

Note :- Latest test report from any NABL accredited laboratory for
protection against EMI / RFI is required to be submitted along with the
application.
