What’s new since October 2009


New Regulation

In late 2009 the City council commenced further enforcement


under Regulation 10 of the Traffic Management Act 2004 part 6.
This regulation allowed the Council’s Civil Parking Enforcement
Team to issue a Penalty Charge Notices (PCN) by post where a
vehicle had been observed, by a Civil Enforcement Officer (CEO),
to commit a parking offence but the driver of the vehicle had driven
away during the issue of the PCN and before the CEO had the
opportunity to affix the PCN to the vehicle. More importantly this
allowed the issue of such PCNs where the drivers of the vehicles
being issued upon had become threatening towards the issuing
officer.

New Service

From November 2010 parking charges can be paid for both on and
off street parking via the MiPermit pay by phone system. This
system, which is widely used throughout the country, allows
drivers to pre pay for parking or purchase time at any city council
run site at the time of their visit. It also enables the driver to
remotely extend their stay, up to the maximum permitted for the
location, from their phone or personal computer device.
