Expression of Interest (EoI) for Two Stage Architectural Design Competition for
SCHOOL OF PLANNING AND ARCHITECTURE, (SPA) BHOPAL (MP).
School of Planning and Architecture (SPA), Bhopal invites Expression of Interest (EOI)
from leading Architectural firms for participating in a two stage competition for design of
buildings for the proposed academic campus of the ‘Institute of National importance’ at
Bhopal as per the already finalized Master plan on a plot of 30.21 Ha.
1.0 Background
School of Planning and Architecture, Bhopal was established by MHRD, GoI, in the year
2008 as institute of National Importance and at present is functioning from Sports
Complex (First Floor), MANIT Campus, Bhopal 462051. This school is committed to
produce best architects & planners of the nation to take up the challenges of physical and
socio-environmental development of the country. The school will strive for social
sustenance through universal design, cultural sustenance through conservation, and
environmental sustenance through planning and design. The basic aims of the SPA,
Bhopal are:
• To create centre of excellence for imparting quality undergraduate, postgraduate,
doctoral and postdoctoral education in Planning and Architecture.
• To create national level data base centre and decision support centre for the
preparation and implementation of settlement and habitat development
programmes for the Government.
• To create a cadre of high caliber faculty members who will be devoted to
teaching, research and consultancy in all disciplines that deal with Planning and
Architecture.
• To be socially responsible institution providing research feedback to the
Government for physical development of human settlements.
SPA Bhopal has prepared the 30.21 Ha Campus Master Plan at Village Bhouri, Bhopal.
The Master Plan has been planned on integrated basis comprising of academic,
administrative, research and training, consultancy, library, workshop, canteen, residential,
sports, buildings along with the required infrastructure like water supply, sanitation,

electricity, solid waste management, fire fighting, etc., to provide a high quality
environment for students, academicians, administrators and other staff.

1.1 Scope of work:


The scope of work for this call of EOI is the Design of various buildings and facilities as
proposed in the Master Plan of SPA Bhopal. This will include conceptual design and
explanations for all the components for stage-1 of this competition.
Detailed design, execution drawings, municipal drawings, structural design and
Mechanical, Electrical & Plumbing design and details, HVAC and other services design,
landscape design, tender documents, package wise detailed estimates & BOQ and site
supervision, coordination & moderation etc. will be required by the consultant who will
be awarded the project after stage-2 of this competition.

2.0 Type of Competition


This will be a Two Stage Competition, in which any eligible registered architect,
architectural firms or consortia meeting our eligibility criteria may participate. The first
stage has been aimed at soliciting ideas and concepts, therefore the competition entries at
this stage would be limited to design on broad basis and drawings to a suitable scale
sufficient to indicate the intentions of the competitor. Designs submitted in the first stage
shall be assessed by a Board of Assessors and up to 05 (five) best conceptual designs will
be shortlisted. The author of these selected designs will be invited to take part in the
second stage of the competition, and each architect so invited would be paid an
honorarium of Rs.Two Lacs after completion of the final assessment.

3.0 Eligibility criteria:


The competition is open to applicants meeting following eligibility criteria:
3.1 Registration: (Please attach proof)
a. The principal of architectural firm or multi-disciplinary team must be a qualified
architect registered in India with the Council of Architecture.
b. In case of consortia or joint venture firms, the principal architectural firm should
have registration in India.
3.2 Work Experience: (Please attach proof)
a. The applicant’s architectural firm or multi-disciplinary team or joint venture
consortia should have at least 05 years experience in the field of architecture.
b. The applicant firm should have completed at least two architectural projects of
similar nature (Educational campus) of size 15 Ha or more and designed buildings
of 25,000 Sq. m. covered area in each of two projects.

c. The concerned professionals should have expertise, experience and proven
capabilities for design, execution and development of such educational campus
evident in their completed projects.
d. SPA Bhopal will relax the criteria of two completed projects to two ongoing
projects, if architects have won these ongoing projects in a major competition.

3.3 Declaration of the Bidder


Even though the applicant/competitors may meet the above qualifying criteria, they are
subject to be disqualified if they have
a) Made misleading or false representation in the forms, statements and
attachments in proof of the qualification requirements.
b) Records of poor performance such as abandoning the work, not properly
completing the contract, inordinate delays in completion, litigation history or
financial failures etc.
c) Their business banned by any Central/State Government Department/ Public
Undertakings or Enterprises of Central/State Government.
d) Not submitted all the supporting documents or not furnished the relevant details
as per the prescribed format.

4.0 Selection Process


4.1 Registration for Competition.
(a) Inviting of Expression of Interest (EOI): SPA, Bhopal through widely published
advertisement in print media, our website and by this document invites eligible
professional / firms / consortia from India to submit their Expression of Interest within
stipulated time limit.
(b) Registration: The interested Architectural firms will be required to register their firm
for the competition. Registration/ application details can be downloaded from our website
www.spabhopal.ac.in . Correctly filled application letter including information as
required in schedule A, B & C along with a Demand Draft of Rs. 5000/- (Rs. Five
thousand only as non-refundable fees) in favor of ‘Director, SPA Bhopal’ payable at
Bhopal should reach within stipulated date and time to the address given in clause 5.2
(c) Evaluation for Eligible Firms: SPA, Bhopal will evaluate the registration forms and
other required information submitted by the interested applicant to establish eligibility of
the firms for the two stage competition. All eligible firms will be invited to participate in
the pre-competition conference to be held in Bhopal. List of eligible firms and in-eligible
applications (if any) will be published on our website www.spabhopal.ac.in

(d) Pre-Competition Conference: All eligible firms will be issued a request to
participate in two stages Architectural Design Competition along with a RFP document.
These eligible firms will be invited to attend a Pre-Competition Conference at Bhopal,
where, Principal of the firm or their representatives can participate. SPA Bhopal will
discuss the RFP documents, Master Plan details and arrange for site visit on the date of
Pre-Competition Conference. The minutes of the conference will be circulated amongst
all eligible participants. The eligible firms who would not attend the Pre-Competition
Conference may send their representative to visit the site and SPA Bhopal with prior
appointment. All expenses to attend the Pre-Competition Conference and visit of Bhopal
will be borne by the participants.
4.2 Stage-I
(a) Submission of Ideas/Concept: All the eligible and registered professionals / firms /
consortia for the competition will require to submit the self explanatory conceptual
design, drawings & explanations as stipulated in RFP document with a six digit code
(without disclosing identity of the firm). The submission will be in the form of 5 (five)
A-1 size sheets with drawings and text on a suitable scale. (More than five sheets or any
model will not be accepted at Stage-I. Submission in electronic form is not required).
(b) Evaluation and short-listing: The SPA, Bhopal will constitute a Board of Assessors
of five architects, who will evaluate and short-list upto 05 (five) best designs submitted
by the architectural firms/ consortia only on the basis of best suited conceptual design.
The list of shortlisted firms will be published on our website www.spabhopal.ac.in and
they will be invited to participate in Stage-II of the competition.

4.3 Stage – 2: Selection from amongst the short listed firms:


Final Selection would be made from amongst the short listed firms on the basis of
detailed design proposals as per the request for proposal (RFP Document) to be issued by
SPA, Bhopal to the short listed firms.
(a) Issuing RFP Document to the short listed firms with a code no.
(b) Submission of proposal as coded entries (without disclosing identity of the firm) by
the short listed firms in the format and manner laid out in the RFP Document.
(c) Evaluation of the proposal by the Board of Assessors mentioned above and
preparation of the list of entries in order of merit.
(d) Negotiations for the consultancy charges etc.
(e) Final decision of award of the project after the approval of the Board of Governors of
SPA, Bhopal.
Note: SPA Bhopal reserves the rights to award the complete project of approximately
60000 sq. m. covered area to one architect or divide the project as per Master Plan
provisions and award it to multiple architects amongst the shortlisted firms. SPA Bhopal
may also take up designing of any component of the campus on its own through its
Institute Works Department.

SPA Bhopal reserves the right of negotiating the consultancy charges with the architect
selected for the award of the work. If negotiation fails, then the award of work may be
given to other selected architect.

5.0 Submittals for the EOI at present stage.


5.1 Contents of document envelopes: The EOI registration application shall be
submitted as per following details:
1. Envelope-A: Sealed envelope super scribed (Envelope-A) “Technical Details” shall
consist of following:
• Self attested copies of the documents related to the registration certificates of
architects and the firm (Schedule-A)
• Self attested copies of the documents related to the technical and other staff of the
organization and key personnel for this project. (Schedule-B)
• Proof of work experience as described under eligibility criteria. Enclose images,
details and performance certificate by the client of completed project (Schedule-C)
2. Envelope-B: Sealed envelope superscribed (Envelope-B) ‘Application Fee’ shall
consist of Demand Draft of Rs. 5000/- (Rs. Five thousand only) in favor of ‘Director,
SPA Bhopal’ payable at Bhopal.
3. Envelope-C: Sealed envelope super scribed (Envelope-C) ‘EOI for the Two Stage
Architectural Competition of SPA Bhopal’ shall consist of both the envelope (Envelope-
A & B) along with covering letter.
Note: Submission in electronic version is not required.

5.2 Date and Location of submission


The submittals for the EOI in prescribed format must be received at the location specified
below latest by the 1700 hours IST on 26th July 2010; any submittals delivered after this
will not be accepted by SPA Bhopal. The documents submitted once will not be returned
to the participants.

6.0 General instruction to applicant
6.1 Compensation
No compensation shall be paid to any of the applicant for attending Pre-Competition
Conference, submissions / short listing at Stage I.

6.2 Clarification regarding this EOI


All clarifications regarding this EOI may be had from ajayvinodia@gmail.com or at the
address given in Item 5.2 of this document

6.3 Termination of this competition


If against all expectation entertained by the promoter, the result of the competition is such
that none of the participants could be declared by the Jury as the winner of the
competition; the competition could be regarded as terminated. The promoter on the
advice of the Jury can award additional payments (as decided by the Jury) to the last five
participants for their additional effort. The decision of the Jury shall be final and binding
on all the participants.

6.4 DISCLAIMER
It shall not be assumed that there shall be no deviation or change in any of the herein
mentioned information. While this document has been prepared in good faith, neither
SPA Bhopal, any of their officers or employees, nor any of the Jury members, shall have
any responsibility or liability whatever in respect of any statement or omission here from.
Any liability is accordingly expressly disclaimed by SPA Bhopal, any of their officers or
employees, nor any of the Jury members.
The Institute reserves the right to accept or reject the application without assigning any
reason. Further the institute reserves the right to award the architectural project based
upon its requirements fully, partially or phase–wise at its sole discretion.

7.0 Details of proposed Site and General Guidelines for Architectural Design
7.1 The Project
SPA, Bhopal is inviting “Expression of Interest” for preparation of Architectural design
proposals from reputed architectural professional and firms for its Integrated Campus on
the area admeasuring 30.219 hectares at village Bhauri, Tehsil Huzur, and District
Bhopal. SPA, Bhopal has completed the process for preparation of detailed master plan
for its integrated campus and layout for infrastructure development along with urban
design & landscape design proposals through an appointed consultant. SPA, Bhopal being
a premier institution of Architecture & Planning wants to develop its state of the Art
Campus using present day concepts of energy efficiency and Green Architecture. The
buildings proposed in the campus must be barrier free accessible for all, earthquake
resistant and should strive to use alternate energy sources.

7.2 The Location of Proposed Site


The site is located at village Bhauri, Patwari Halka No.34, Khasara No.13/1, Tehsil
Huzur, Bhopal by-pass (Mubarakpur to Khajuri) Road, District Bhopal. The proposed site
of SPA Bhopal is 2.5 KM further away from the main Bhopal by-pass road and lies
behind the proposed IISER site (site plan can be seen in our brochure and on our
website).

7.3 Present status of development


Following works has been carried out on the site:
1. The proposed land for the SPA Bhopal was allotted in October 2008; we have
completed the process of demarcation of physical boundaries by revenue officers.
2. Physical survey of proposed land boundary including topographical survey is been
conducted to verify the allotted site boundaries and area.
3. The work for Construction of Boundary wall to secure allotted land area is being
carried out by the CPWD, Bhopal since November 2009, and may be complete in
coming months.

4. SPA, Bhopal has completed the process for preparation of detailed master plan for
its integrated campus and layout for infrastructure development along with urban
design & landscape design proposals through an appointed consultant.
5. The work for Construction of major internal approach Roads as per master plan
layout to make the site accessible is being taken up. This work may be started
within next month.

7.4 Major Requirements of the Campus


(a) Academic centers:
The proposed SPA, Bhopal will be centre of excellence for imparting quality
undergraduate (UG), postgraduate (PG), doctoral and postdoctoral (PDF) education in
Planning and Architecture.
(i) Departments at UG Level:
• B. Architecture with intake of 70 students (5 Year Degree programme)
• B. Planning with intake of 35 students (4 Year Degree programme)
Two more Under Graduate Programme of 4 year duration with intake of 35 students will
be started in second phase.
(ii) Departments at PG Level:
• 10-12 PG Programmes in Architecture, Design and Town and Country Planning
with intake of 20 students in each stream (2 Year Degree programme)
(iii) Departments at PhD Level:
• PhD. Programme with intake of 50 research scholars in various streams (3-5 Year
Degree Programme)
The academic center will include all the class rooms, advanced Design studios (@ 01 nos
for each 35 student), separate faculty rooms, office of the head for various departments,
common rooms for students, seminar & conference rooms, utility spaces and laboratories
i.e., computer labs, GIS Lab, audio-visual lab, climatology lab, surveying lab, etc.
(b) Administrative centers: SPA Bhopal will be a Institute of National Importance
like IIT’s & IIM’s in near future thus, will require a well functional Director’s
administrative center along with other departments that will be required to support
various activities i.e. Dean Examinations, Dean Academics, Dean Student
Welfare, Dean Admission, Dean Doctoral research, Registrar’s offices, records
sections, etc. with each Dean assisted by an Assistant Registrar.
(c) Instructional area: The school will require instructional areas like Workshops,
Construction yard, Exhibition areas, material museum, etc. to perform various
academic activities within the campus. These areas will be equipped with
advanced machines & tools.

(d) Central Library: The school will require a central library with adequate stacking
areas and reading spaces. This will have e-resources and other advanced methods
of communication. The library should be developed as a national resource.
(e) Research Training & Consultancy: The school intends to develop a center that
facilitates young graduates towards research oriented work that includes providing
training programmes to various target groups of the society. This will also house
consultancy cell to provide expert services to various projects.
(f) Student activity center: The school will require spaces for performing various
co-curricular activities that may take place throughout the year. There should be
adequate space to support various types of activities including preparation for
NASA & NOSPLAN.
(g) Amenities and facilities: Considering location of the site (far away from the city)
and absence of off-campus facilities, there should be provision of various
amenities and facilities within the campus. This will include: Canteen, Bank with
ATM, Post office, small shopping arcade, medical facilities, etc
(h) Sports facilities: The school will require adequate built and open spaces to
conduct various sports activities at university level competition. This will include
play fields with stands, indoor & outdoor sport activity area / stadium, etc.
(i) Convention centre: There should be provision of auditorium, open air theatre,
seminar halls to facilitate gathering on convocation, socio-cultural activities,
annual function, etc.
(j) Residential facilities: The school will require on campus accommodation for:
• Separate Hostels for boys & girls (525 + 280 in Phase-II )
• Hostels for PG (200 Students) & PhD (50 scholars) Bachelors & Married both
• Guest house for Visitors (at least 40 beds including 10 Deluxe rooms)
• Accommodation for officers (Director, Deans, Registrar, etc.), faculty & staff (85
Teaching & 100 Non-teaching)
(k) Services & Maintenance: The school will require adequate infrastructure facilities
like water supply, sanitation, electricity, solid waste management, fire fighting, rain
water harvesting, etc. to provide a high quality environment for students,
academicians’ officers and other staff members.
(kl) Landscaping: Well planned landscaped courts and ample space for provision of
trees, plants along with landscaping elements should be provided. It will improve
micro climatic environment and provide pleasant spaces within and all around the
built environment.
The detailed work of scope to be followed by the selected consultant will be supplied
through RFP. SPA Bhopal reserves the right to modify any condition or scope of work
while signing the agreement with the selected consultant or at later stages in line with the
requirements of the project.

7.5 The Master Plan:
The Master Plan of SPA Bhopal has been developed recently. The Master Plan provides
basic spatial distribution of spaces, internal vehicular and pedestrian movements within
the specified zones, location of various infrastructural services networks, three
dimensional configurations of major built spaces and open spaces along with urban
design guidelines. Basic Landscaping Scheme is also specified in master plan.
Note: Soft copy of Basic master plan & Site boundary/ topographic details will be
provided to eligible registered participants.

7.6 Limitations:
1. The proposed site has very hard rocky natural ground; the presence of abandoned
stone quarry at the central part of the site and operational stone crasher along the
southern edge of the site confirm this fact. But during 2001, large amount of black
cotton soil excavated from the Bada Talab under Bhoj Wet-land Project was
dumped over the entire land allotted to SPA Bhopal. At present, we have 2-3m
high dumped soil (Consolidated in last nine years) all over the site and this may be
matter of concern for designers. SPA Bhopal is keen to have some innovative
design ideas specially to deal with this natural constraint of the site. The contour
plan/ topographic survey of the site has been done for present profile of the land.

2. Consultants are required to incorporate the provisions of the master plan and
develop their concepts accordingly. Major deviation from Master Plan will not be
accepted. The broad zoning for major academic and residential zones as shown in
the master plan has been frozen and layout of road is being done on that basis
only.
