National Public Order Intelligence Unit (NPOIU)

Rank: Detective Chief Inspector

Reports to: D/Supt Head of NPOIU

Salary: Chief Inspector range + allowances

Type: Full time police officer

Location: London

Main purpose of Role: To manage the covert intelligence function for domestic
extremism, and the confidential intelligence unit. The post carries membership of
NPOIU Senior Management Team and you will be expected to make a significant
contribution to the overall performance of the police service of England and Wales
and the national Domestic Extremism units in reducing or removing the threat,
criminality and public disorder that arises from domestic extremism in England
and Wales specifically, and the UK generally.

Domestic Extremism may be categorised as;

• Animal Rights Extremism


• Environmental Extremism
• Extreme Right Wing
• Extreme Left Wing
• Emerging Threats

On behalf of NCDE, the post holder will be required to:

• Perform deputy role to head of NPOIU (as required)

• Provide the lead for covert policing functions, and the management and
development (PDR) of NPOIU staff and functions

• Develop the business of the confidential intelligence unit to support NCDE


units and the wider DE policing objectives

• Manage and direct the covert operational response to NCDE taskings’ and
associated DE investigation strategies

• Represent NPOIU at Public Interest Immunity hearings, and legal meetings


regarding sensitive source material
• Working in collaboration with NCDE units, develop relationships between
the other functions of the regional and force Counter Terrorism and
Domestic Extremism functions, and other law enforcement partners

• Develop effective relationships with government departments, other


agencies, the commercial and academic sectors and communities and
develop policies and strategies that enable the police service to be
effective in dealing with the DE threat

• Identify linked DE crime series, and where appropriate, support cross


border investigations via the principles of the Management of Linked
Serious Crime

• Develop the National Intelligence Model and in collaboration with NCDE


units and Regional and Force investigations, develop intelligence
supported by excellent standard analytical products, and comprehensive
briefings. Provide specialist knowledge and advice

• Where appropriate, set strategic direction to national intelligence collection


plans, and covert intelligence development operations that may involve
CHIS and technical assets.

• Develop and implement performance indicators, and improve the


implementation of national control measure requirements to support the
national DE strategic threat assessment of the day

• Identify national and international Domestic Extremism crime trends that


may threaten UK security or stability. Develop effective relations with key
partners to reduce the threat

• Represent NCDE at conference and briefings. An element of travel and


absence from home may be necessary

The secondment is for a period of 36 months.
