„ At this workshop, participants will:


‰ Establish and finalize their Company’s Health and
Safety objectives
‰ Develop quantifiable Health and Safety targets
based on these objectives
‰ NOTE: the development of targets is included in the
Terrastar program, however it is not a requirement of
OHSAS 18001.
‰ Discuss Health and Safety indicators based on
the objectives and targets

‰ The organization shall establish and maintain
documented Health and Safety objectives,
„ at relevant functions and levels within the organization.

This shall be accomplished using HS-FM-23.11.01 and


HS-FM-23.12.01 to be discussed during this Workshop

‰ The objectives should be quantified wherever
possible.
‰ When establishing and reviewing its objectives, an
organization shall consider:
„ Its legal and other requirements,
„ Its OH&S hazards and risks,
„ Its technological options,
„ Its financial, operational and business requirements, and
„ The views of interested parties.

‰ The objectives shall be consistent with the OH&S
Policy , including the commitment to continual
improvement.

„ Organizations must put in place mechanisms for


achieving Health and Safety improvements. This
should include:
‰ meeting all applicable laws and regulations;
‰ preventing, eliminating or reducing key Health and Safety
risks, particularly those of high consequence and/or
probability;
‰ conforming, as appropriate, to other requirements to which
company subscribes; and
‰ applying appropriate international best practices.

with business planning cycles and objectives.

„ Wherever possible, supporting action plans


must be integrated with business plans.

‰ Management Objectives
„ Conduct internal audits;

„ Purchase equipment designed to minimize health and


safety hazards;
„ promote Health and Safety awareness among employees.

„ reduce hazards and risks within the workplace;

„ reduce or eliminate the number of accidents and incidents


within the facility;

Compliance With Regulations

„ Health and Safety Objectives should


address:
‰ immediate corrective actions to fix existing
regulatory non-compliance,
‰ preventive actions to avoid future regulatory
non-compliance, and
‰ strategic actions that save costs and reduce
risks by going beyond regulatory compliance.

„ Should first consider:
‰ their significant Health and Safety hazards,
‰ current levels of compliance and performance,
and
‰ status of control measures
„ This information should be used to set
appropriate, objectives for improvement.

„ Such improvements may relate to a range of issues,
including:
‰ reducing the probability and/or consequences of Health
and Safety risks (e.g. toxic gas releases);
‰ installation or improvement of physical control measures to
achieve the above; and

the above.

Top-Down Objective Setting

„ High level objectives are set by senior management


and cascade down throughout the organization.
„ Performance can be defined by using six Critical
Success Factors (CSFs). These are based on:
™ Health and Safety performance
™ Personnel and contractor performance
™ Accident / incident rates
™ Cost minimization
™ Process health and safety; and
™ Asset reliability.

Top-Down Objective Setting

„ Objectives are largely based on CSFs


„ Each department has a set of specific Health
and Safety objectives
‰ cascade out of CSF process as are the
subsequent departmental
‰ are discrete from objectives associated with other
CSFs

Bottom-up Objective Setting

„ Objectives and budgets are set from sub-


departments and collated into the company
business plan.

„ Guidelines sent to all departments set out the


basic principles to be followed in setting
departmental objectives and budgets.

„ If this method is used, and organization


should ensure that:
‰ corporate Health and Safety objectives are
included in the guidelines for consideration by all
departments; and
‰ significant Health and Safety issues are
considered by all departments in setting their own

„ Whichever method is used, it is imperative


that the receiving end of Health and Safety
objectives and targets (i.e. top-management
in case of bottom-up objective setting,
workforce in case of top-down objective
setting) sees the value of, and is committed
