• Project VN/ASIA-IT&C/002(91755), Application
of Information Technology in the Field of Health
Management in Bac Giang Province is funded
by the EU’s Asia IT&C Programme.

• The project aims at supporting the Ministry of

Health and Bac Giang Provincial Health
Department to implement the Bac Giang
Provincial Health Information System (BPHIS).

• The project is being implemented in 5
project sites, namely:
– Bac Giang Department of Health
– Bac Giang General Hospital
– Obstetrics and Gynaecology Hospital
– Yen Dung District Hospital
– Lang Giang District Hospital

 Project Overview
• The project has been implemented since
January 2005 and has 3 major objectives,
namely:

1. Implement the application of ITC in health in

Bac Giang Province
2. Build the capacity of Health Service staff in
Bac Giang to run the database and
computerised information system
3. Facilitate the early detection and the ongoing
monitoring of potentially highly infectious
diseases

• Following consultations with the
Ministry of Health, it was decided that
the system to be implemented should
utilize the open source approach.

– Password protection

– Only the system administrator can access the
databank.
– Passwords are stored in encrypted form in the
databank.
– All access and access attempts are logged.
– HTTPS server encrypts the data being
transported.

– Care2x HIS is a smart software for hospitals
and health care organizations.
– It is designed to integrate the different
information systems existing in these
organizations into one single efficient system.
– Its design can even handle non-medical
services or functions like security,
maintenance, etc.

– Is a web based software and all its functions can be
accessed with a common web browser. No need for a
special user interface software.
– All program modules are processed on the server
side.
– Module updates and extensions do not require
changes on the browsers thus there are no network
interruptions and downtimes.
– Its design supports multiple server configuration to
distribute traffic and improve speed and efficiency.

(OSD) project and distributed with a "GNU
General Public License". Its source code is
freely-distributed and available to the general
public
