Gary is on holiday at the moment although I will bring this to his attention when

Tuesday mornings clash with Gary’s management meetings (he also has

Following our meeting earlier this week Network Rail have


proposed holding a workshop on Thursday 25 November in the
afternoon at the Network Rail offices in York. Gary, you were
going to liaise with colleagues to confirm who would be best placed
to attend from the Council. James, hopefully Paul has had a
chance to speak to you about the purposes of the workshop and
confirmed that you are best placed to attend. With apologies I
think we are going to struggle to find an alternative date as
availability in HS2 is rather restricted so I hope this is okay.

Please find attached a draft agenda for Thursday's (10:45 start) meeting. We will bring up maps, option
templates and a presentation (I will bring my laptop to connect to projector) to inform debate. This
meeting is the first go at preparing for the long listing meeting in London. The main outcomes that I
would like are to answer:

- How good is each option for:
o fit with Leeds' plans/aspirations

Meeting at GO in Leeds to run through paperwork and prepare for formal London 'Gate' meeting.
Focus on delivery partner views of how options 'fit' with development plans for Leeds.
- 22 September 1 - 4pm.
London meeting at our offices (55 Victoria St). This meeting is with the full HS2 Programme Board
(hence, we have to ask you to travel). We may not be able to have this formal meeting if there is no
decision on the Y vs S by then, but please hold it for now.

My apologies to those who cannot make it at this short notice. I should say that if you are in London
for something else then you are welcome to drop in to our offices. If I or my colleagues are free we can
give you the latest updates and let you view maps and paperwork.

I attach a note that explains the process to get to a long list. Also attached is a fictional example
template to give you a look at how we are going to present the information.

The third attachment is a confidentiality agreement. I would be grateful if you could signal your

Dear Leeds delivery partners,

We have not yet had a decision from the Secretary of State regarding the Y versus the reverse S
configurations. However, I have got agreement from DfT that in the interim we can take Leeds station
options to the long list stage (as we now have with Manchester) on the basis that we would plan to serve
Leeds one way or another and we do not have to narrow down station options at this stage. The routes
in will play into decisions of how to shorten the list at a later stage. This work in no way prejudices the
decision on the Y vs the reverse S.

We had got to a good advanced stage with Leeds before we had to down tools, but I have a slight
anxiety that we are converging on too few options. I want to have a slightly more 'blue skies' session to
see if there are options that have not been considered.

I suspect that we will need two more meetings in Leeds before a formal long list meeting (in London):
one to refresh where we are and identify any options that we may have missed and a pre-meet where we
go through the options (which will be written up in templates by then) with you in detail prior to the
formal London meeting with HS2 programme board members (hence diaries are very difficult). My
aim is to lock down the long list in September. I know August is always a challenging time for diaries.

Please give me your availability for meetings:


- 12th, 13th, 17th or 18th August (Leeds for 2 hours);
- 7th, 8th or 9th September (Leeds for 2 hours);
- 22nd September - start time between 10:30am and 1pm start (London for
3 hours).

I have tried to identify one main point of contact for each organisation. Please see the attached
spreadsheet (main contact in
BOLD) and let me know if I have got it right. I will then use these for when I send out group e-mails
and I will rely upon them to draw in others in the organisation as necessary.

Following that, I will get monthly meetings in diaries for the rest of the year and beyond.

Thanks for that. The main thing from my perspective is that there are no leaks during the
process up to the report. That would mean that your qualified agreement works fine.
However, it could be foreseen that as we progress towards consultation and a hybrid bill, it
could still be unhelpful if incomplete information was to come to light. That means effectively
that we would wish for a continuation of the terms.

Perhaps it could be worded about up to royal assent of a hybrid bill for the route. Would you
be comfortable with that?

I’ll bring new agendas up with the first item to discuss this issue briefly.

Programme Board (hence, we have to ask you to travel). We may not be able to have
this formal meeting if there is no decision on the Y vs S by then, but please hold it for

London for something else then you are welcome to drop in to our offices. If I or my
colleagues are free we can give you the latest updates and let you view maps and paperwork.

Dear Leeds delivery partners,


We have not yet had a decision from the Secretary of State regarding the Y versus the
reverse S configurations. However, I have got agreement from DfT that in the interim we can
take Leeds station options to the long list stage (as we now have with Manchester) on the
basis that we would plan to serve Leeds one way or another and we do not have to narrow
down station options at this stage. The routes in will play into decisions of how to shorten the
list at a later stage. This work in no way prejudices the decision on the Y vs the reverse S.

We had got to a good advanced stage with Leeds before we had to down tools, but I have a
slight anxiety that we are converging on too few options. I want to have a slightly more ‘blue
skies’ session to see if there are options that have not been considered.

I suspect that we will need two more meetings in Leeds before a formal long list meeting (in
London): one to refresh where we are and identify any options that we may have missed and
a pre-meet where we go through the options (which will be written up in templates by then)
with you in detail prior to the formal London meeting with HS2 programme board members
(hence diaries are very difficult). My aim is to lock down the long list in September. I know
August is always a challenging time for diaries.

Please give me your availability for meetings:


- 12th, 13th, 17th or 18th August (Leeds for 2 hours);
- 7th, 8th or 9th September (Leeds for 2 hours);
- 22nd September – start time between 10:30am and 1pm start (London for 3 hours).

I have tried to identify one main point of contact for each organisation. Please see the
attached spreadsheet (main contact in BOLD) and let me know if I have got it right. I will then
use these for when I send out group e-mails and I will rely upon them to draw in others in the
organisation as necessary.

Following that, I will get monthly meetings in diaries for the rest of the year and beyond.

Dear Leeds delivery partners,

We have not yet had a decision from the Secretary of State regarding the Y versus the reverse
S configurations. However, I have got agreement from DfT that in the interim we can take
Leeds station options to the long list stage (as we now have with Manchester) on the basis that
we would plan to serve Leeds one way or another and we do not have to narrow down station
options at this stage. The routes in will play into decisions of how to shorten the list at a later
stage. This work in no way prejudices the decision on the Y vs the reverse S.

We had got to a good advanced stage with Leeds before we had to down tools, but I have a
slight anxiety that we are converging on too few options. I want to have a slightly more 'blue
skies' session to see if there are options that have not been considered.
I suspect that we will need two more meetings in Leeds before a formal long list meeting (in
London): one to refresh where we are and identify any options that we may have missed and a
pre-meet where we go through the options (which will be written up in templates by then) with
you in detail prior to the formal London meeting with HS2 programme board members (hence
diaries are very difficult). My aim is to lock down the long list in September. I know August is
always a challenging time for diaries.

Please give me your availability for meetings:


- 12th, 13th, 17th or 18th August (Leeds for 2 hours);
- 7th, 8th or 9th September (Leeds for 2 hours);
- 22nd September - start time between 10:30am and 1pm start (London for 3 hours).

I have tried to identify one main point of contact for each organisation. Please see the attached
spreadsheet (main contact in BOLD) and let me know if I have got it right. I will then use these
for when I send out group e-mails and I will rely upon them to draw in others in the organisation
as necessary.

Following that, I will get monthly meetings in diaries for the rest of the year and beyond.

Please find attached the minutes of the long listing meeting on the 19th October.

The next meeting in on Tuesday (2 Nov). An agenda for that is attached. As


you will see, we want to feedback on the Programme Board signed-off long list.
That is drawing a line in the sand before work begins on progressing options
towards gate 2 (short listing).

I would be grateful if you could come armed with any thoughts on potential sites
for interchange stations around Leeds. We will not spend long on this item, but it
is useful for us to have an idea of any thoughts (existing parkway proposals, for
example) so that if demand dictates (this is likely to come in sometime early next
year, along with more certainty on the line of route) that we should have another
station in addition to Leeds, South Yorks and East Midlands, we have a head
start.

We are keen to use the bulk of the meeting to focus on city centre options
though, as there is a lot of work to progress on that front. We will present in
some more detail on those options that Programme Board flagged for immediate
work (optimising or moving). There is an action for Leeds colleagues to get a bit
more information on planning proposals for some of the options. We will come
armed with visuals of the relevant options.

For information we will be meeting South Yorkshire delivery partners (at GOYH)
from 13:30 to 15:30 on the same day (agenda to follow for those of you who
attend both).

Rod Paterson will chair meetings in my absence. Please use Martin Rogers as
central point of contact throughout (all of) November and he can bring in Rod
and engineering and planning colleagues as appropriate. Good luck with it until I
see you next on 7 December.

Please find attached the minutes of the long listing meeting on the 19th October.

The next meeting in on Tuesday (2 Nov). An agenda for that is attached. As


you will see, we want to feedback on the Programme Board signed-off long list.
That is drawing a line in the sand before work begins on progressing options
towards gate 2 (short listing).

I would be grateful if you could come armed with any thoughts on potential sites
for interchange stations around Leeds. We will not spend long on this item, but it
is useful for us to have an idea of any thoughts (existing parkway proposals, for
example) so that if demand dictates (this is likely to come in sometime early next
year, along with more certainty on the line of route) that we should have another
station in addition to Leeds, South Yorks and East Midlands, we have a head
start.

We are keen to use the bulk of the meeting to focus on city centre options
though, as there is a lot of work to progress on that front. We will present in
some more detail on those options that Programme Board flagged for immediate
work (optimising or moving). There is an action for Leeds colleagues to get a bit
more information on planning proposals for some of the options. We will come
armed with visuals of the relevant options.
For information we will be meeting South Yorkshire delivery partners (at GOYH)
from 13:30 to 15:30 on the same day (agenda to follow for those of you who
attend both).

Rod Paterson will chair meetings in my absence. Please use Martin Rogers as
central point of contact throughout (all of) November and he can bring in Rod
and engineering and planning colleagues as appropriate. Good luck with it until I
see you next on 7 December.

I want to use that boundary to rate options on how close they are to ‘Leeds City
Centre’, as we discussed and just want to be sure I have exactly the right
boundary that is recognised and unlikely to shift in the near future. I will forward

he wishes HS2 Ltd to progress work on a Y network. Please see the remit letter

Please note that the working group that was to be held in London on 22 Sept is
hereby cancelled. We have had no Sec of State decision on the S vs the Y and
we are unable to do the formal sign-off of the long list of station options until we
have that. I don’t want to risk it by leaving it longer as I know you will be booking
travel. We have had no real indication of when the decision is likely to come.

I will look for a date in mid/late October instead. I’ll be in touch.

In the meantime, we will still be coming up on 9 Sept for the next meeting to get
more detail on how the options fit with Leeds development aspirations and we
will also keep the 5 Oct date for a Leeds meeting for now.

It is probably just worth me saying that the Sunday Times has published the wrong map. A)
they did not get this from DfT (they got the bullet facts to the left of the map from DfT) and b)
their map is completely unfounded. Just in case you were concerned. I suppose they may
have drawn it after hearing that from day one of the London to W Mids line classic compatible
trains will run on to Manchester and Glasgow, but it doesn’t do well at illustrating that.

Attached is a note of yesterday’s meeting. Andrew and I will capture the options
discussed and present on the 9th Sept.

It was a very useful meeting for us. If you do come up with any further station
options, I would be grateful if you could let me or Andrew Went know by the end
of August so that we have a chance to get the paperwork in order for the 9th.
We will bring packs of information and updated maps on the 9th, as well as
slides with Googlemap images on. Peter Miller is on leave now (until 23

Further to the e-mail below, I have now had responses from most regarding
availability. Please keep the following dates in diaries.
- 12 August 12 – 2pm.
Meeting at GO in Leeds to identify any further options that we may have
missed. Focus on stations (less on route approaches).
- 9 September 10:45 – 12:45.
Meeting at GO in Leeds to run through paperwork and prepare for formal
London ‘Gate’ meeting. Focus on delivery partner views of how options
‘fit’ with development plans for Leeds.
- 22 September 1 – 4pm.
London meeting at our offices (55 Victoria St). This meeting is with the
full HS2 Programme Board (hence, we have to ask you to travel). We
may not be able to have this formal meeting if there is no decision on the
Y vs S by then, but please hold it for now.

My apologies to those who cannot make it at this short notice. I should say that
if you are in London for something else then you are welcome to drop in to our
offices. If I or my colleagues are free we can give you the latest updates and let
you view maps and paperwork.

I attach a note that explains the process to get to a long list. Also attached is a
fictional example template to give you a look at how we are going to present the
information.
The third attachment is a confidentiality agreement. I would be grateful if you

Dear Leeds delivery partners,

We have not yet had a decision from the Secretary of State regarding the Y
versus the reverse S configurations. However, I have got agreement from DfT
that in the interim we can take Leeds station options to the long list stage (as we
now have with Manchester) on the basis that we would plan to serve Leeds one
way or another and we do not have to narrow down station options at this stage.
The routes in will play into decisions of how to shorten the list at a later stage.
This work in no way prejudices the decision on the Y vs the reverse S.

We had got to a good advanced stage with Leeds before we had to down tools,
but I have a slight anxiety that we are converging on too few options. I want to
have a slightly more ‘blue skies’ session to see if there are options that have not
been considered.

I suspect that we will need two more meetings in Leeds before a formal long list
meeting (in London): one to refresh where we are and identify any options that
we may have missed and a pre-meet where we go through the options (which
will be written up in templates by then) with you in detail prior to the formal
London meeting with HS2 programme board members (hence diaries are very
difficult). My aim is to lock down the long list in September. I know August is
always a challenging time for diaries.

Please give me your availability for meetings:


- 12th, 13th, 17th or 18th August (Leeds for 2 hours);
- 7th, 8th or 9th September (Leeds for 2 hours);
- 22nd September – start time between 10:30am and 1pm start (London for 3
hours).

I have tried to identify one main point of contact for each organisation. Please
see the attached spreadsheet (main contact in BOLD) and let me know if I have
got it right. I will then use these for when I send out group e-mails and I will rely
upon them to draw in others in the organisation as necessary.

Following that, I will get monthly meetings in diaries for the rest of the year and
beyond.

Steve,

Can I just check that you are happy with the map that I am looking at: http://www.
leeds.gov.uk/udpmaps/mapsA/map22.pdf. Am looking at the shaded city centre
area in the middle.

I want to use that boundary to rate options on how close they are to ‘Leeds City
Centre’, as we discussed and just want to be sure I have exactly the right
boundary that is recognised and unlikely to shift in the near future. I will forward
our full list of criteria soon.

As soon as you have slides together for your up front bit, please forward on to
me and we will have them on laptop to project. We will aim to show this city
centre area on our large paper map with all options on it.

We will also try to have details of the NGT mapped onto the paper map.

At the last meeting I promised to provide various LCC documents that provide
further context for some of the sites under consideration. The South Bank
planning framework can be accessed using the following link http://www.leeds.
gov.uk/Business/Planning/Planning_policy/
Leeds_South_Bank_planning_statement.aspx . This also provides a route into
the West Leeds Gateway SPD which is relevant to the sites to the west of
Armley Gyratory. Once on the South Bank page you can go via Planning Policy
via Development Plan Documents and that should access New Supplementary
Planning Documents which includes West Leeds Gateway.

I am also attaching a plan of the Aire Valley area. This is part of the emerging
and on-going work on the Aire Valley Area Action Plan/Urban Eco-settlement.
While changes can be expected as this work progresses it gives some idea of
the broad scale and nature of the change that is being contemplated.

Please find attached a draft note of yesterday’s meeting. I have also made
notes of changes to options and additional options and we will prepare that for
the 5th Oct meeting (in Leeds). We should be in a position to do a dummy run of
the London long list meeting to help prepare you for that. That is on 19 Oct and I
have had no-one say they cannot do that date.

Actions are at the end.

Also grateful if Stephen, Gary and Andrew can think about how to present on a)
Leeds development and b) local transport / roads network. This is not to be a
very long detailed thing, but just to give some context to the HS2 Programme
Board (Chief Exec and Heads of Environment, Project Sponsor and Engineering
teams). Happy to discuss this.
