constituted by the Chairman,Regional Committee by selecting
members using automatedselection process provided by the
AICTE web-portal
Regional Officer or an Officer of the Council concernedshall
assistthe respectivecommitteesand place relevantrecordsand
documents before the respective committees and make
necessaryaffangementsfor conduct of the meetings;however,
he shall not be oart of the committees.
The Scrutiny Committee shall invite applicants of (a), (b), (c)
and (d) of clause4.1, for presentationof their roposals alon

facilities created for new Institutions as the case may be. As
regardsthe other appliqationslisted at 4.1 and 4.2 the Scrutiny
Committeewill processthe proposalsbasedon the information
/ documentsprovided bv the applicant.
Based on the recommendations of the Scrutiny Committee,the
Regional Officer concernedshall communicatedeficiencies,if
&ny,to the applicantsas statedin time schedule.The Applicant
Society/TrusVCompanymay rectifo the deficienciesand submit
complianceas statedin time schedulefor reconsiderationby the
Scrutiny Committee. The list of deficiencies shall also be
sted in the AICTE web-portalfor information.
Expert Committee shall visit the Institutions in respect of the
applicationsreceived under sub clause (u), (b), (.) and (d) of
clause4.1 andunder clause4.2 lbl for the secondshift of these I

regulationswhich are recommendedby the scrutiny committeeI

4.14 The State Government/UT and the affiliating university may
forward their views on the applicationsreceived under clause
4.1 and 4.2 of these Regulationsto the concernedregional
Office of the Council as prescribedin the approvalprocesshand
book.
4.t5 The views of the State Government/UT, administration, the
affiliating University, if received in time as per schedule
prescribed in the approval process hand book and Expert
Committee recommendations, in case of applicationsreceived
under clause 4.1 and 4.2 as applicable, of these Regulations
shall be considered by the Regional Committee for fuither

4.23 The applicationsreceived under clause 4.1 and 4.2 of these

4.24 The applicantsshall not use name the technical institution in


such a way that the abbreviated form of the name of the
technical institution becomesIIM or IIT or II Sc or MT or
AICTE or UGC or MHRD or GOI. The applicantshall also not
use the word(s) Government,India, Indian, National, All India,
A11India Council, Commissionanywhere in the name of the
technical institution and other names as prohibited under the
EmblemsAnd Names(Preventionof IinproperUse) Act, 1950.
Provided that the restrictionsmentioned above shall not be
applicable, if the technical institution is established by
Government of India or its name is approved by the
Govemment of India.
Competent Authorities for Admissions shall not allorv
admissionof studentsip those technical institutions,which do
not have requisiteprior approvalof the Council.
Affiliating universitiesshall not enroll studentsadmittedin such
technical institutions, which do not have requisite prior
approval of the council. Further, all Technical Institutions
conducting PG Diploma courses shall not initiate admission

Social responsibilify

As a part of discharging social responsibility, all Technical


Institutions approvedby the Council are expectedto conduct a
400 hour technical skills value added programs spreadover a
year (programswill include 3 - 4 hours three days a week, two
Latchesof 40 - 50 studentsper batch, 5pm to 8 pm). These
Programsmay be basedon the needs of the locai communify
where the Institute is located.
Part Time / Evening Programs

The council shall not permit any Technical Education program


to be run as either evening or part Time Program in any
Technical Institution
Interpretation

Any question arising out of the interpretation of these


Regulations,shall be decidedby the Council and the decisionof
the Council shall be bindine and final.

Penalfy
An institution running any technical education in violation of j
these Regulations,shall be liable for initiation of legal civil I
action including withdrawal of approval, if any, and I or legal I
criminal action by the Council againstthe Institution and/or its I
promoter SocietylTrust/Companyand Individuals associatedas
the casemay be.

Provided further that if any technical institution contravenes


any of the provisions of these Regulations, the Council after
making such inqrriry as it may consider appropriate and after
giving technical institution concerned,an opportunity to clarifu
the matter,may take any or all action as specifiedbelow and as
the casemay be.
