THIS PROBLEM?

• used to be a mining Town owned by the Rio


Tinto (Rossing Uranium Mine, which
currently has the largest operating open pit
in the world, and thus’ the work force used to
be male dominated with only about 2%
female employed as general laborers back
than or had to resort as house wife’s.

• RESPONSE
•The man mostly occupy supervisory and
management positions and thus’ receive hefty
salaries of which they spend on various social
agendas.

•Since the proclamation of Arandis as a Town in


1992, the Council established stakeholder’s forum
and created platforms to address young teenage
girls involved in sexual activities for cash in return.

RESPONSE
Rape Case: (Response)
• A young teenage girl was raped, assaulted and
brutally murdered which came as a huge shock
to the Arandis small community and the breaking
news made headlines in various radio, television
and newspaper headlines.
• The Council immediately called up the
community to stand up against this brutal in
human acts and got ALL stakeholders involved,
including the Police and Public Relations
Committee of which the station commander
Warrant Anton is the Secretary of this
Committee.
• The raped and murdered girl’s incident
was reported to the police and until now
NO suspect was brought to sentencing.

• Yes,
• Because it is an issue of human rights,
human dignity, national interest as well as it
involves a loss of lives the innocent young
girls and teenage girls fall prey to young and
mature man.

• As the Constitution clearly state about


freedom of movement and freedom of
speech, the parliament has widely raged and
aggressively campaign through various
public speaking about Gender Based
Violence and Gender Stereotyping of which
men deny the rights of young (future
leaders/professionals) girls.

RESPONSE
• The Council introduced and developed a
Local Gender Action Plan, involved the
community to be part of the Police and
Public Relations Committee, Youth against
Crime, Girl Child Project, SAY

• NO! And 16 Days of Activism as well as
conveyed messages through churches
and public meetings.
• In particular from the above the Council of
Arandis Town made it top priority to
actively campaign, promote, market and
get the community mostly men involved in
the Arandis 16 DAYS CAMPAIGN in
December 2010,
RESPONSE
• ACTIVISM and CYPER DIALOGUES by
which the Mayor of the Town His Worship
Honorable Daniel Utapi Muhuura,
Councilors, Church leaders of the four (4)
churches as well as the Councils Public
Relations Team had face to face and small
groups discussions with the community.

• We have been involved in various projects to


fight the Gender Based Violence and Gender
Stereotyping in Arandis Town of which the most
attended over a thousand people was the SAY
NO! Project and 16 Days Campaign.
• The Council took a firm stand on this project and
made it a continuous ongoing project and has a
budget of N$30 000 annually to actively
campaign against Gender Based Violence.

• The key targets are both teenage boys and


mature man in Arandis to get the full buy in.
• The Girl Child Project has been successfully
managed and monitored through the
Ministry of Education involving trainings,
seminars and workshops at U.B Dax and
Kolin Senior Secondary Schools.

RESPONSE
• Zone Leaders Committee work hand in
hand with the P.P.R.C (Police and Public
Relations Committee of which women are
occupying decision making positions from
the community and the local police station
commander Warrant Anton is
spearheading the Committee.

• Neighborhood watch – The recently (October
2010) established Committee will be receiving
training in February 2011 organized through the
Office of the Regional Police Commander
Commissioner Festus Shilongo.
• The Mayor of Arandis Hon. Muhuura, Deputy
Mayor Isa-Bella Kavendjii, Pastor Daphne’
Tauros, Warrant Anton (Secretary in-charge),
Elder Thuys Blaauw from the Elders/Pensioners
Council, Seargent Nghifikua and Seargent So-
/oabes are serving on this important committee,
which shows 70% of women representation.

MOBILISED?

Mr. Patrick Haushona whom is the Community


Relations Officer is spearheading the year
plan and program under the Customer Care
and Community Affairs.
• I am task with mobilizing, sensitization and
public relations program to inform, educate
and make sure the relevant stakeholders
and public is aware of the six (6) stages we
implemented this far.

• RESPONSE
• At this point of time due to limited
resources and finances the Gender Based
Violence and Gender Protocol Programs
are merely active by assistance and
involvement of the Councils yearly budget
of N$30 000, as the Town of Arandis is still
on a developing state.

MONITORING AND EVALUATION

• The P.P.R.C (Police and Public Relations


Committee) and Zone Leaders are working
hand in hand with the Community Relations
Officer at the Council, whom is reporting
directly to Madam Sarry Xoagus – Eises the
representative of Gender Links Namibia
Office.
• We are in constant consultation and training
process/programs with Madam Sarry
Xoagus – Eises and do forward various
feedbacks and reports.
WHAT RESULTS HAVE BEEN ACHIEVED?
• After the brutal rape and murder of the young

innocent girl, the response and action program


drastically brought the entire town to a standstill
echoing same messages of FREEDOM OF
MOVEMENT and FREEDOM OF SPEECH.
• The teenage boys and mature man has been
made aware about the consequences to face
should this kind of inhuman acts happen. The
man actively started participating in public
debates as well as attended Gender Based
Violence workshops and trainings organized by
Gender Links Windhoek Namibia Office.

EFFECTIVENESS
• Yes. Because the Council has put aside R30,000 for GBV
PROJECTS: SUB CATEGORY

activities annually. We organized one of the best and


outstanding and largest march on 10 December 2010
(International Human Rights Day) commemorating the
remembrance of our daughter, sister and classmate whom got
brutally murdered and raped.

• During this march more than a thousand participants took part


and the community was tasked to take ownership by both the
office of the Mayor, Council as well as the P.P.R.C and the
Zone Leaders.

• Each women and men was dressed in ALL white t-shirts and
tops during the march which was part of the 16 Days program.

• There is a budget allocation of N$30 000 as


well as the Officer of the Constituency
Councilor is in the process of soliciting from
the National Council.

LESSONS LEARNED
• The young and mature man in general came to

senses that they need to protect their households,


family and women at large and work as a
community to fight against Gender Based Violence
and Gender Stereotyping.
• Seeing that the Town of Arandis has a very small
population of just over six thousand inhabitants, the
Station Commander Warrant Anton and his crew
does a wonderful job by means of night patrols at
night bars and in particular E.C Restaurant.

Zone Leaders are up in arms educating and
training the community to get actively involved.
